MOYER BRIDGE INSTALLATION

General Information

1.0 Scope of Work

This project is an Aquatic Organism Passage project to replace an existing ford with a bridge. Work includes channel restoration, installation of a government furnished bridge on contractor provided abutments and the construction of bridge approach roadways. Rock and aggregate materials are available from government sources. Alternate (Commercial) sources proposed by the contractor will need to be approved for material suitability and weed free nature of the source. The contractor is responsible for the acquisition of the abutment materials per the attached plans and specifications along with the erection of the abutments. Government furnished materials are located at 3 locations in the vicinity of the project. Material removed from the Opal Pit and Moyer Pit will need to be quarried and hauled to the project. Opal pit material placed as road surfacing may need to be screened prior to placement. Riprap and Channel Rock may be obtained from the Musgrove Staging site. This material will have been stockpiled prior to the commencement of the project. Streambed material is expected to be salvaged from the excavation of the abutments and other channel restoration work including the placement of grade control structures and channel alignment work.

The prefabricated bridge will be staged in Salmon, Idaho. The contractor is responsible for transporting the bridge to the work site. An instream work window of 7/15 to 8/15 has been established. All work within the ordinary high-water mark including de-watering, excavation and backfill, channel restoration and re-watering of the channel shall occur within this window.

2.0 Background

The project is part of a larger habitat restoration project to improve habitat quality and remove barriers for ESA listed and native species. This specific project aims to remove a ford, re-establish channel complexity to a near natural condition and re-establish riparian function in the affected reach by replacing the ford with a bridge and naturalizing the stream channel and banks previously degraded by the development and use of the ford.

Contractor Requirements

3.0 Technical Requirements / Tasks

Mobilization:

• Transport the government supplied bridge from Salmon, Idaho to the Jobsite.

• Comply with weed prevention requirements through equipment cleaning and inspection prior to mobilization.

• Mobilize equipment/materials and supplies to the job-site or approved lay-down areas.

• Submit required plans, materials specifications, bonds and shop drawings prior to commencement of work.

Dewatering and Rewatering

• The contractor shall submit for approval a dewatering and rewatering plan prior to dewatering. Monitor and maintain effective dewatering for the duration of instream work. Rewatering shall be conducted in a controlled manner to minimize sediment mobilization including washing down placed material prior to reintroduction of water. Coordinate with COR to schedule dewatering and rewatering in order to facilitate fish salvage during dewatering and sediment monitoring during the reintroduction of flow to the constructed channel.

Abutment Fabrication and Installation

• The contractor shall procure and install timber abutments according to the attached plans and specifications. Shop drawings for the fabrication of the abutments shall be submitted and approved prior to the commencement of fabrication.

Bridge installation

• Install bridge on abutments per manufacture’s specifications and attached plans. Wear surface will be aggregate as shown on the drawings.

Approach Construction

• Construct approaches as shown on the drawings, material sources provided by the government are considered acceptable. Surfacing material may need to be screened to meet gradation requirements. Crushed aggregate is not required.

Revegetation

• The Forest Service will retain responsibility for seeding and mulching on this project. The contractor will be responsible for final grading and willow placement.

Channel Reconstruction

• Construct channel and structures as shown on the plans, minor modifications and adjustments to locations, geometry and final elevations are expected (field fit) but no significant deviations in quantities are expected. Contractor is expected to salvage suitable material for streambed construction from planned excavation and channel realignment.

4.0 Government Furnished

The government will furnish to this project the prefabricated steel bridge and provide access to rock and aggregate sources shown on the attached map. The government will also perform fish salvage and sediment monitoring for this project.

5.0 Deliverables / Schedule

Prior to incorporating into work

4 Sampling and Testing Results

Where contractor is required to sample or test work provide copies of the test results. Acceptance of work is contingent on delivery of the results.

Results to be available to inspector on request. All results must be submitted prior to invoicing the work.

6.0 Travel

7.0 Contractor’s Key Personnel

Contractor shall have on site anytime work is being conducted one person designated as the contractor’s representative who is able to take notices and act in response to any notices of non-conforming work. The designated person should be experience in bridge construction and associated earthwork including dewatering, channel construction and overall project management.

Attachment See attached Project Design Features-These features are incorporated in the ESA consultation for the project. ESA consultation is a legal requirement for the project and conformance to the design features is included in the requirements for the project.
