About this file

This is a Schedule of Items pricing template for HVAC maintenance services at a Regional Office facility. The solicitation (127EAT26Q0038) is a small business set-aside Request for Quotation (RFQ) issued by the Department of Agriculture Forest Service for Region 5. The NAICS code is 238220 (Plumbing, Heating, and Air Conditioning Contractors) with a small business size standard of $19 Million. The contract structure includes a base year (July 1, 2026 – June 30, 2027) and three option years through June 30, 2030, with an additional option extension period and a call-when-needed (CWN) clause for minor emergency repairs.

The pricing schedule requires contractors to provide unit prices for three recurring maintenance service categories: quarterly maintenance (4 occurrences per year), semi-annual services (2 occurrences per year), and annual services (1 occurrence per year). These same line items are repeated for the base year and each of the three option years. Additionally, contractors must quote an hourly rate for CWN minor emergency HVAC repairs on a time-and-materials basis, with individual modifications capped at $15,000. The template notes that all contractors must submit pricing for all items, though optional years are not required to be exercised by the government. All quoted prices must be entered by the contractor, with totals auto-calculated by the form.

INSTRUCTIONS: HOW TO USE THIS FORM

Independent Government Estimate (IGE)
No specific format is required for an IGE; however this must be an independent estimate and not a reiteration of a contractor quote. The selected format should generally be in the same level of detail and manner that the Schedule of Items pricing we request from contractors. The estimate should state any underlying assumptions or rationale used in formulating the estimate. Initially the CO will use the IGE to determine the estimated value of the procurement and to identify the appropriate procurement thresholds applicable to the solicitation. Later the IGE is compared to prices received to evaluate an offeror’s understanding of the government requirements and in supporting a price reasonableness determination.

EXPLANATION OF TABS

Stand Alone IGE:Use if the below do not apply to your requirement.
Stand Alone IGE w/options:Use if you have a requirement where you know you have an ongoing/recurring need year after year.
IDIQ:Use if you have a need that is reoccurring or multi-year requirement.
Task Order:Use if you want to issue a order against an existing contract or agreement.
