About this file

This is a Quality Assurance Surveillance Plan for Supervisory Control and Data Acquisition (SCADA) System Maintenance Services at the Bureau of Engraving & Printing (BEP) in Washington, DC. The plan establishes oversight mechanisms and responsibilities for contract administration and service delivery.

The contract encompasses maintenance of a SCADA software support contract, 80 hours of monthly maintenance support services, annual operator training for three shifts accommodating up to 75 users per year, and provisions for system modifications and hardware-related repairs. The BEP provides all IT infrastructure hardware (network devices, laptops, computers, servers) and standard COTS software applications and operating systems, while the contractor supplies all labor, travel, parts, materials, transportation, equipment, tools, training, supplies, management, and supervision. Any contractor-purchased software licenses transfer to the BEP, and all software must be approved by BEP's Office of Critical Infrastructure and IT Security and Office of IT Operations. The plan implements 100% surveillance across three service areas: (1) Citect SCADA Support Contract with monthly coordination meetings, task demonstrations on demand, check-in/check-out communications, on-site verification, and monthly accomplishment reports; (2) Annual training for operator-level users conducted in classroom settings with COR oversight and direct observation; and (3) Major modifications and hardware repairs overseen by the COR or designee to ensure Statement of Work compliance. The Contracting Officer delegates day-to-day administration to the Contracting Officer's Representative (COR), who serves as the official point of contact with the contractor's Project Manager and functions as inspector to verify all work performance meets contract requirements.
