1.0 Description and Purpose
This Performance Work Statement (PWS) outlines the requirements for a Contractor to provide comprehensive support services for all aviation turbine fuel (Jet A1) requirements at Brisbane International Airport (Brisbane-YBBN) and other supporting locations within the PACOM AOR.
The requirement in this solicitation speaks to two (2) aspects in support of this contract. The first part is the Into-plane portion and the second part is the storage services of fuel. This PWS outlines the requirement aspects of the storage services.
2.0 Scope of Work
The Contractor shall furnish all personnel, equipment, materials, supervision, and services necessary to perform the following tasks:
2.1 Fuel Storage and Handling
• 2.1.1 Receive, store, and maintain a designated quantity of Jet A1 aviation fuel at a secure, dedicated facility meeting all applicable safety and environmental regulations.
• 2.1.2 Provide 24/7 security for the fuel storage facility, encompassing intrusion detection systems, surveillance, and on-site security personnel.
• 2.1.3 Conduct regular inspections and maintenance of the fuel storage facility and equipment to ensure optimal storage conditions and prevent fuel degradation.
2.2 Inventory Management
• 2.2.1 Maintain accurate and up-to-date records of all fuel received, stored, and issued.
• 2.2.2 Implement an inventory tracking system capable of real-time fuel level monitoring and accurate reporting.
• 2.2.3 Conduct regular physical inventories of fuel stocks, reconciling them with electronic records.
2.3 Reporting
• 2.3.1 Submit monthly reports by the 5th of each month detailing:
o Beginning and ending fuel inventory levels o Fuel received and issued during the reporting period o Status of fuel storage facility and equipment o Security incidents or concerns
• 2.3.2 Provide ad-hoc reports upon request from the Contracting Officer (CO).
3.0 Specific Requirements
3.1 Area of Consideration
Storage is required at the following location:
• Brisbane International Airport (YBBN) - Australia
3.2 Storage Capacity/Tank Requirements
• Total fuel quantity at each location shall not exceed the limits specified below:

• As mentioned and detailed above, the primary fuel storage shall be located at the airport to the maximum extent possible and contain the quantities indicated above.
• Any supplementary reserve storage facilities must be secure, strategically located, and capable of deploying all requested fuel requirements within 48 hours of receiving a delivery order without delay or negative impact to mission.
3.3 Grades of Service
Commercial grade Jet-A1 is required at each location.
3.4 Physical System Requirements
The storage and distribution facility shall meet the following requirements:
• Designed for safe and efficient handling of aviation turbine fuel.
• Adequate storage capacity to accommodate required fuel quantities.
• Equipped with necessary infrastructure for efficient and secure shipping and receiving of fuel.
• Robust safety measures to prevent contamination and leakage, including secure enclosures, fire prevention measures, and climate control systems.
3.5 Fuel Allocation
• The Contractor shall ensure specified fuel allocations are readily accessible and available throughout the performance period.
• Adequate stock levels and operational readiness must be maintained to meet fuel demands promptly.
• Replenishment of into-plane fuel requirements will utilize the designated reserve storage Contract Line Item Number (CLIN).
3.6 Inventory Control Records Requirements
• The Contractor shall submit detailed monthly reports to the designated contract specialist between the 1st and 5th of each month.
• Reports must include current reserve storage inventory levels and be accurate and timely to facilitate efficient management, oversight, transparency, and prompt payment processing will be made based upon accurate reporting of the quantity levels indicated in the storage reports.
3.7 Inventory Access
• The Contractor shall ensure DLA Energy has full and unrestricted access to its entire inventory at all designated storage locations for oversight, compliance, and transparency.
• On-site visits and inspections by authorized DLA Energy QAR representatives shall be accommodated to support periodic inspection of the fuel storage locations.
3.8 Product Storage Requirements
• The Contractor shall provide storage facilities specifically designed and equipped to securely store Jet-A1 on a continuous 24/7 basis.
• The Contractor shall utilize pre-existing storage capability at or near Brisbane International Airport.
• Additional storage near airport can be up to 500 kilometers of the airport, however, upon notification, contractor shall replenish fuel from reserve storage within 48 hours.
• Facilities shall meet all safety and environmental standards to protect fuel quality.
• Contingency plans shall be established to address potential logistical challenges and maintain uninterrupted fuel supply.
4.0 General Information
This section outlines additional requirements pertaining to product quality, ancillary facilities, deliverables, and other contractual obligations.
4.1 Product Quality Surveillance
• The Contractor shall be responsible for ensuring the quality of all aviation turbine fuel products stored at their facility, adhering to the latest version of MIL-STD-3004-1.
• Product quality will be verified before receipt and dispatch, and non-conforming products will be reported immediately to designated authorities.
• Certificates of quality conformance (test reports) will be maintained for all fuel products.
4.1.1 Off-Specification Product Reporting
• The Contractor must promptly report any off-spec fuel to the QAR and the Contracting Officer.
• Suspected off-specification products must be segregated and withheld from shipment for consumption until a determination has been made by authorized DLA Energy Quality control/assurance personnel.
4.1.2 Laboratory Testing Requirements
• The Contractor shall perform sampling and laboratory testing in accordance with MIL- STD-3004-1, API MPMS Chapter 8.1, and/or ASTM D4057.
• Minimum Type C level testing capability is required, either on-site or through a subcontracted laboratory.
• The Contractor shall provide detailed information about subcontracted laboratory capabilities for DLA Energy approval.
• Sample containers must meet specific requirements outlined in the PWS.
• The Contractor is responsible for transporting petroleum samples to the designated laboratory.
4.1.3 Additional Samples
• The Contractor shall provide the QAR with fuel samples upon request, in accordance with QAR instructions.
• The number of additional samples provided will not exceed eight times the number of tanks specified in the contract over any 12-month period.
• The Contractor is responsible for all costs associated with packing, labeling, and shipping these samples.
4.2 Ancillary Facilities
The Contractor shall provide the following ancillary facilities:
• 4.2.1 Fuel Storage Facilities: Secure and well-maintained facilities compliant with API standards, NFPA codes, and all applicable regulations.
• 4.2.2 Loading and Unloading Infrastructure: Designated areas equipped with advanced handling systems to prevent spillage and ensure safety.
• 4.2.3 Transportation Assets: If applicable, transportation assets capable of transferring reserve fuel to airport facilities in a timely and reliable manner, meeting all regulatory requirements. Contractor will be responsible for transportation of fuel from designated storage locations to airport as required.
• 4.2.4 Quality Assurance Laboratory or Equipment: Facilities or equipment for on-site sampling, testing, and quality assurance of fuel products.
• 4.2.5 Security Systems: Robust security measures, including surveillance systems, access controls, and monitoring protocols.
• 4.2.6 Emergency Response Resources: Equipment and procedures for effective emergency response, including fire suppression systems, spill containment kits, and a trained team.
• 4.2.7 Administrative and Reporting Capabilities: Designated office space and systems for documentation, inventory tracking, communication, and report generation.
5.0 Deliverables
5.1 Contract Compliance
The Contractor is responsible for ensuring adherence to all contractual performance requirements, including uninterrupted support capabilities, record keeping, and reporting.
5.2 Product Quality Control Plan (QCP)
• The Contractor shall submit a comprehensive QCP outlining quality control procedures, documentation methods, reporting protocols, and roles and responsibilities.
• The QCP must be submitted to the QAR for review and approval before the first receipt of Government-owned products or within 30 days following the contract award, whichever comes first.
6.0 Contract Line Items (CLINs)
The cost for all storage services outlined in this PWS must be incorporated into the monthly pricing for each corresponding reserve storage CLIN.
7.0 Invoicing and Payment
• The Contractor shall submit monthly invoices detailing services rendered.
• Payment will be made upon satisfactory completion and acceptance of deliverables.
• Invoices must include: Invoice number and date, contractor's name and address, purchase order number, services provided, and total amount due.
8.0 Government Furnished Property (GFP)
The Government will not provide any GFP for this contract.
9.0 Contracting Officer Representative (COR)
A COR will not be needed for this requirement. The Contracting Officer will retain all COR responsibilities.
10.0 Security Requirements
The Contractor shall comply with all applicable security regulations and directives, including those for storing hazardous materials. All personnel requiring access to the fuel storage facility must possess appropriate security clearances.
11.0 Performance Standards
The Contractor shall perform all work in accordance with industry best practices and applicable regulations. Fuel storage facilities and equipment must be maintained in optimal condition to ensure the integrity of fuel reserves. All reporting shall be accurate, complete, and submitted on time.
