About this file

This is a Performance Work Statement (PWS) for design-build construction of a two-building pre-engineered metal building (PEMB) complex located at the ATF Complex in Glynco, Georgia, dated August 5, 2026.

The project requires the contractor to design and construct two conditioned PEMB facilities on concrete slabs: a Warehouse Building (50 feet wide × 70 feet deep × 16 feet eave height) and a Simulator Building (50 feet wide × 90 feet deep × 16 feet eave height). Scope includes site preparation, demolition of seven existing storage sheds, clearing and grubbing of approximately three-quarters acre, foundation and slab design, HVAC systems, electrical distribution, lighting (interior/exterior LED), insulation (R-19 walls, R-30 roof), doors, louvers, exhaust fans, plumbing/drainage, and final site restoration. The Warehouse Building requires three roll-up doors (two motorized, one manual), two personnel doors, and a 10-ton HVAC package unit. The Simulator Building includes one motorized roll-up door, one personnel door, appropriately-sized HVAC, an indoor spigot, floor drain, and a 500-gallon subsurface drainage tank. Both buildings must withstand 117 mph wind gusts and meet Seismic Design Category B requirements per the International Building Code and ASCE 7. The contractor must complete all work within 180 calendar days from Notice to Proceed and submit initial design documents within 15 days of contract award, including grading plans, final PEMB drawings, foundation/slab designs, HVAC/electrical/lighting designs, and Activity Hazard Analyses. Required key personnel include a Superintendent, Safety Manager, Project Manager, and Quality Control Manager. The Government will evaluate proposals based on project experience (up to three relevant projects within five years demonstrating design-build and HVAC installation experience), key personnel qualifications, past performance via CPARS, and price. Both buildings must have exterior color scheme of Old Town Gray (primary) and Polar White (trim).
