About this file

This document is a Consolidated Request for Information (RFI) and draft responses from the federal government regarding the ATF Complex Warehouse and Simulator Buildings construction project at FLETC Glynco, Georgia.

The project involves the design-build construction of two new buildings (a warehouse and simulator facility) with an 180-calendar-day completion requirement from Notice to Proceed. Key project parameters include: soil bearing capacity of 1,500 psf with Site Classification D; 117-mph 3-second wind gust and Seismic Design Category B design criteria; 120/240 single-phase electrical service with separate 200-amp services for each building; closed-cell foam insulation (R-19 walls, R-30 roof) with exposed foam and ignition barrier; HVAC maintaining 70-74 degrees Fahrenheit; and demolition of seven existing storage sheds. The Warehouse Building (50' x 70') requires roll-up doors, four windows, gutters/downspouts, and quad outlets; the Simulator Building includes metal interior siding to 10 feet, an indoor spigot with floor drain connected to a 500-gallon subsurface drainage tank, and three projector screens to be Government-furnished. Site preparation requires clearing approximately three-quarters acre with no environmental survey needed. The procurement is set aside exclusively for certified HUBZone small businesses with Buy American compliance required; a bid guarantee of 20% or $3 million (whichever is lower) is required, with electronic submission acceptable. Design submittals are due within 45 days of NTP with 14-day Government review cycles, and Government review time is excluded from the performance period. The Government will arrange permanent electrical service through a separate utility contract and provide NEPA documentation; the contractor must obtain utility locates through Georgia 811 and FLETC Facilities Management and comply with applicable IBC, NEC, ASCE 7, and state/local environmental requirements. Award will be based on best value criteria with factors identified in the PWS, and the contract submission email is traci.a.davis@fletc.dhs.gov.

RFI Responses Based on PWS Solicitation Documents

1. Will the Government issue an amendment documenting the August 19, 2026 site visit, including the sign-in sheet and any additional site photographs?

Answer:

Yes – Responses to questions, additional attachments, and site visit attendance sheet will be put out in amendment.

Set-Aside and Buy American

2. Both FAR 52.219-3, Notice of HUBZone Set-Aside, and FAR 52.219-6, Notice of Total Small Business Set-Aside, are marked applicable, while SF-1449 Block 10 identifies HUBZone. Can the Government confirm this acquisition is set aside exclusively for certified HUBZone small business concerns?

Answer:

This is certified HUBZONE which is a small business component and the form is locked to be marked at shown but to clarify – this action is only for certified Hubzone businesses.

3. The Description states that FAR 52.225-11, Buy American, Construction Materials under Trade Agreements, is included; however, in the clause listing, FAR 52.225-9 is checked and FAR 52.225-11 is unchecked. Please confirm which Buy American clause governs, including whether PEMB structural steel, metal wall and roof panels, HVAC equipment, and electrical panels must meet Buy American construction material sourcing requirements, and whether any waiver or exception process is available.

Answer: Different Buy American Clause are applicable based on dollar value and a few other components, but all require Buy Am Clause compliance and sourcing. No exceptions are anticipated at this time.

Bonding

4. FAR 52.228-1, Bid Guarantee, is marked applicable. Please confirm whether a bid guarantee must accompany the quotation due August 26, 2026 and, if so, the required amount or percentage, acceptable forms, and whether an electronic copy is acceptable given electronic submission, or whether an original must be delivered.

Answer: Bid guarantee is required – 20% or $3M – whichever is lower. Electronic submission is acceptable. See Amendments for updated quote submission date.

Period of Performance and Schedule

5. Given the 180-calendar-day completion requirement and current pre-engineered metal building fabrication and delivery lead times, will the Government consider an extended period of performance, or grant excusable delay relief, for documented PEMB fabrication and delivery lead time?

Answer: Yes

6. Please confirm whether extended hours or weekend work may be approved if needed, including for crane access during PEMB erection, and identify any FLETC training-activity blackout periods to avoid.

Answer: Yes.

Bid Schedule and Scope Allocation

7. Attachment 1 does not contain dedicated line items for several PWS requirements. To ensure price comparability among offerors, please confirm the intended Bid Schedule task line for each of the following:

a. Interior metal siding to 10 feet above finished floor in the Simulator Building, PWS §4.3.6.

b. Indoor spigot, floor drain, and 500-gallon gravel-bottom subsurface drainage tank, PWS §4.3.9.
