About this file

This document comprises government responses to contractor questions regarding the ATF Complex project and memoranda providing fire protection classifications for two proposed pre-engineered metal buildings (PEMBs).

500-Gallon Drainage Tank and Insulation Requirements: The government clarified that gutters and downspouts will not drain to the 500-gallon tank, which serves only the Simulator Building. The contractor must supply and install a new 500-gallon tank with a gravel bottom for subsurface drainage, indicating below-grade installation. No specific tank make or model is mandated. Regarding insulation, the contractor is required to use closed-cell spray foam as specified in the Performance Work Statement, with no alternative methods approved despite potential warranty concerns.

Fire Protection Classifications: Two separate fire systems memoranda from Ryan Dunnagan, Fire Systems SME (dated 8-24-2026), establish occupancy classifications and fire protection requirements for the ATF Complex facilities. The 3,500 square foot Warehouse PEMB (approximately 50 feet by 70 feet) is classified as Group S-1 (Moderate-Hazard Storage) for temporary equipment storage. Based on its size, configuration, and stated use, automatic sprinkler protection is not required by default, though fire alarm and other protection may be required if the stored contents, storage height, commodity classification, or hazardous material quantities change. The 4,500 square foot Simulator Facility PEMB (50 feet by 90 feet) is classified as Group B (Business) with an estimated occupant load of 30 persons. This facility does not require automatic sprinkler protection or manual fire alarm systems by default under the 2018 International Building Code, provided no hazardous materials, special storage, or mixed occupancy conditions are present. Both determinations are contingent on maintaining the stated uses and require reevaluation if circumstances change.

ATF COMPLEX – GOV’T RESPONSE TO QUESTIONS

1. 500-Gallon Drainage Tank

Contractor’s Questions:

1. “Please confirm that gutters/downspouts for each building will need to drain into the tank.”

2. “Will one tank service both buildings?”

3. “Please confirm if this is shown correctly, or a new tank will be required.”

4. “Are the contractors required to supply the tank, if yes what make/model?”

5. “Will this tank be above ground or below grade?”

GOV’T RESPONSE:

1. Gutters/Downspouts: NO – WILL NOT DRAIN TO TANK

2. One Tank for Both Buildings: NO – only simulator building has water. The PWS only mentions the tank in the section for the Simulator Building (4.3.9), implying it serves that building alone.

3. New or Existing Tank: Section 4.3.9 requires the contractor to “install a 500-gallon tank,” indicating it is a new installation.

4. Contractor to Supply: Answered. The requirement to “install” the tank confirms the contractor must supply it. No make or model is specified.

5. Above or Below Grade: Answered. The requirement for the tank to have a “gravel bottom to facilitate subsurface drainage” strongly implies it will be installed below grade.

2. Insulation Warranty

Contractor’s Question:

“Please confirm that spray foam applied directly to the wall panels will be acceptable, acknowledging the potential warranty issue related to this installation. Otherwise, please provide an alternate method of insulation, for example Insulated Metal Panels (IMP).”

GOV’T RESPOSNE: Based on the PWS, the contractor is required to use closed-cell spray foam.

3. Fire & Life Safety Systems

Contractor’s Question:

“Please confirm Fire Sprinkler Protection, emergency exit signs, fire alarm, etc. will not be required for these PEMB’s.”
