About this file

The document is a Bid Specification issued by the State of California's Department of General Services (DGS) for Production Folder Inserters for the State Controller's Office (SCO), with Bid Specification number 7490-BS-0225380. The specification defines detailed technical requirements for production folder inserters with native tracking software, specifically designed for issuing warrants and electronic fund transfers (EFT). The inserters must have a minimum throughput speed of 18,000 envelopes per hour for #10 and 6-inch by 9-inch envelopes, with a minimum inserting capacity ranging from 0.045 to 0.450 inches depending on envelope type.

The technical requirements are comprehensive, covering features such as cut sheet channel capabilities, barcode reading, automated changeover, envelope handling, and compressed air requirements. The software component must provide native tracking with intelligent system control, including user access management, divert pull capabilities, close-loop verification, and robust reporting functions. The system must be able to track and verify all warrants processed, generate detailed reports on job completion, operator production, and throughput, and interface with the local print server via Cat5 Ethernet connection. The specification emphasizes the need for high-speed, accurate, and technologically advanced inserter systems to support the State Controller's Office document processing operations.

3.2 SOFTWARE

Native tracking software with intelligent system control and monitoring

3.2.1 Manage user access and roles with unique login usernames and passwords.

3.2.1.1 Individual login by operator.

3.2.1.2 Master login for management reports.

3.2.2 Divert Pulls: Duplicate and operator-specified documents are separated from non-diverted output.

3.2.2.1 Duplicate warrants: Identified when the inserter reads the control file, insert job begins, inserter tracks activity/identifiers against control file, inserter recognizes activity/identifiers it previously tracked, inserter diverts pull for operator review.

3.2.2.2 Operator pulls: Operator enters warrant numbers, then the inserter tracks activity/identifiers against a control file. Once the inserter recognizes the warrant number, the inserter diverts pull for operator review

3.2.3 Provide close-loop verification, which is the process of tracking all warrants processed. Process includes matching, cross-checking unique identifiers against the control file, for monitoring, managing, and tracking all warrants, and job reconciliation using the barcodes specified in Section 3.1.4.

3.2.4 Generate reports. Available reports shall include:

3.2.4.1 Job Completion Report – provides a percentage of warrants inserted compared against the control file and no duplicate warrant numbers were inserted.

3.2.4.2 Operator Production Report – provides statistics attributed to each operator including operator uptime, job codes processed, and total time to complete each completed job code.

3.2.4.3 Throughput reports – provides statistics including, total inserter throughput, average inserter throughput, downtime, and contractor maintenance time.

3.2.5 Receive and read each control file generated by the print server.
