In, 2018 Bancroft AE was contracted to provide Architectural/Engineering design services at the VA Northern California Health Care System in Martinez. Bancroft is to conceptualize, design and provide a 35% Design effort for RFP documents to demolish existing site area and construct a parking structure.

Bancroft Architects + Engineers (BAE) is to develop a design for a 350 car parking deck that can be constructed within an REDACTED Construction Cost Limit. Bancroft will provide professional design services to develop a Design/Build Proposal Package which will be disseminated to Design/Build Firms. Completion of the Design Development and Construction

Documents phases of design will be the responsibility of the Design/Build firm. The process to award the Design/Build contract will take around six months and the Design/Build firm will have two years to finish the Construction Documents and complete construction. Therefore, BAE’s

Opinion of Probable Construction Costs will be based on bidding the project mid-2020.

The purpose of this project is to replace 250 surface parking spaces on a parcel currently being leased from a private party. The goal is a 350 space, parking structure with structural provision for one level of future vertical expansion.

Description:

Major Elements consist of:

• Overall building dimensions- Initial concept approximately 252’ x 126’.

• Two to three Parking Levels to be provided to park approximately 350 cars.

• The interior parking deck levels are not completely enclosed; therefore, the interior drain inlets, including the roof level will be provided and connected to a storm drain system and piped to the two proposed bioretention facilities for storm water treatment in compliance with the Contra Costa County and State Water Boards requirements.

• Roof level parking deck will discharge Storm (ST) water to the North side of the building and will drain to a retention pond.

• The Structural design system is anticipated to be a cast in place concrete structure.

Page | 10

• Architectural design, detailing and materials will be specified to match current campus finishes, textures and colors

• A Fire Protection sprinkler system will be not be required for an Open parking garage, but will be incorporated by code requirements for any enclosed areas. Vertical standpipe risers with Fire Department hose connections will be provided in areas as required.

• Because interior parking deck levels are not completely enclosed, Plumbing design will have interior drain inlets, including the roof level connected to a storm drain system and piped to the two proposed bioretention facilities for storm water treatment in compliance with the

Contra Costa County and State Water Boards requirements.

• Electrical design will incorporate new interior LED lighting, general use power outlets, exit and emergency lighting, fire alarm system extension, emergency communication system, security camera system and lightning protection system at roof level.

The demolition of temporary Buildings AB-5 , AB-6 and AB-7 and the adjacent outdoor mechanical area serving these buildings will be accomplished prior to construction of the new parking structure and are part of this SOW. These structures and mechanical area will be removed above the foundations/concrete pads such that utilities, foundations, footings and sidewalks will be left in place and removed as part of the SOW for the new parking structure. In addition, Building AB-5 and the smoking shelter are to be demolished in their entirety as part of this

SOW.

The existing entrance off Muir Road is to remain as is and a traffic study will not be required.

The loop road on the east side of the subject area is to remain as is the ramp to the upper tier on the south side of the subject area.

The Administrative meeting on July 19 th affirmed that this structure will not be subject to design requirements of the Physical Security Design Manual for Life Safety Protected or Mission

Critical structures. There is No PSDM Blast Requirement for this project.

There is currently a project in design on site to increase the water pressure such that BAE’s design can rely on the single domestic/fire loop providing 80 PSF minimum pressures.

Parking canopies on the existing surface parking area will need to be removed to accommodate the new parking structure. The solar panels on these canopies will not be reused. The existing parking canopies may be reused on the top floor of the new parking structure if the reconfiguration of these canopies is economically viable. New canopies with

Page | 11 new solar panels may be included in this SOW if it is possible to do this work within the

Construction Cost Limit.

Construction phasing is outside of this SOW and will be addressed by the Design/Build Firm.

BAE’s design work is exclusive to the parking structure. Existing entrances or other issues relative to existing campus structures and access to these structures are not part of this SOW.

During the conceptual phase of design, BAE is to offer a multiple structural system solutions for consideration. In presenting these solutions to the station, BAE’s evaluation of these systems is to focus on cost and schedule and to make a recommendation relative to the VA’s best construction value that meets the design guidelines. BAE will not be required to assess the capabilities of area SDVOSB contractors relative to the structural system being utilized.

It is anticipated that BAE will be required to incorporate 10% alternates in the design.

BAE is to indicate demolition of existing structures that will be outside our SOW. It will be

BAE’s responsibility to delineate the demolition or relocation of underground utilities parking structure footprint.

The following basic elements are included in this project: architectural, parking design, mechanical, electrical, plumbing, fire protection, structural, civil (topographical, utilities and tree survey) and geotechnical.

BAE has included Ground Penetrating Radar to confirm the accuracy of the VA’s as-built drawings relative to underground utilities.

As an early estimate, the open Cast-In Place parking structure will provide parking for 350 cars, and space as needed for mechanical and support space.

The Bancroft AE team is excited about this project, looks forward to VA comments and eagerly anticipates the design development stage.

PROJECT KICKOFF AND DESIGN GOALS

The project kickoff meeting commenced on January 9, 2018 at Martinez VAMC facilities. This meeting was scheduled to define the project goals and client needs for Martinez VA Healthcare

System proposed Parking Structure. The existing conditions and restrictions of the space available were discussed along with options for development.

After the contract and schedule details were reviewed, the focus shifted to Parking and specific design requirements. The discussion below explores the paths to solving the needs and the resolution. The importance of efficiency improvement, security, flexibility, accessibility and patient experience were outlined.

Project Site:

The new Parking structure will be used for both employee and patient parking.

The design must maintain the two-way ring road around the main campus. During the construction phase, any work that involves the ring road or working off the ring road must be completed after hours.

The preference is for the third level of the parking structure to tie into the upper level of parking to the south of the new parking structure. A new prosthetics building is proposed adjacent to the recently constructed research building. The prosthetics building will start construction sometime in 2020 and must be complete by mid-2021. VA is working on the construction timing of the prosthetics and parking structure as these projects cannot be constructed simultaneously.

The retaining wall on the west side of the parking structure property is about 15’ from the property line. The general consensus of the VA and design team is that the most cost effective solution to this wall, which has signs of failing, is to replace the wall as part of this project. The cost of replacing this wall was considered when preparing the Construction Cost Limitation.

Page | 14

VA plans to complete a boundary survey, topo, utility survey and tree survey.

Only the VA has jurisdiction over this project. No City or County agency can exert authority.

Overall dimensions of the structure were studied and Civil engineers indicate that two bay double-loaded structure, the minimum width of the structure would be approximately 126’. The width of the structure relative to the ring road and the retaining wall to the west will need review.

The setback of the retaining wall from the west property line became a question that will be answered by BAE and their civil subcontractor as that may be an easement.

The pros and cons of various structural systems will be reviewed by various project and resource constraints and a cast-in-place structure design is anticipated. Any structural system designed by Walker, the parking consultant, would be subject to the final design by the design/builder.

Existing PV panels on the surface lot located in the area of the new parking structure will not be reused for this project. The electrical output of the existing PV panels will be defined, and if replaced must be at least replicated with new, and probably more efficient, PV panels.

Page | 15

There is currently a major utility shed and pedestals on site as shown below.

There is currently an electrical vault at the northwest corner of the property. There will be a 15

KV transformer from this location to the new prosthetics building and that line will be installed prior to construction of the new parking structure.

There is an existing gas line to the NW corner of the site which must be addressed before construction.

It was agreed that the floor to ceiling height of the parking structure will be 8’.

No fencing is required at the top level of the parking structure.

BAE is requested to design a structure that is appropriately aesthetic on three sides. The west elevation facing the west property line can be plain.

BAE is to include two elevators in the structure either located adjacent to one another or one at both ends of the structure

Page | 16

The VA’s ADA requirement will be researched by Walker. The typical ADA slope requirement is

2% which would be 8 ADA for this 350 stall structure.

EV charging is not necessary, but to be confirmed if included within the parking structure

Shuttle parking (golf cart or larger) will not be within the parking structure

This project involves removing the existing smoking shelter which VA confirmed does not need to be replaced

The water loop is for both fire and domestic and can tie into that loop although pressure is unknown. Bancroft and Walker will review the code because sprinkling is not required by fire code but may be required by VA guidelines

A car counter indicating how many spaces are available on each floor may be included in the design, and possibly become a deductive alternate.

Project Limitations

There is an initial concern relative to the cost of replacing the retaining wall and the quality of the fill material under the current surface parking. Bancroft will engage a geotech ASAP to determine the structural capacity of the fill. If it structural capacity is marginal, there is the possibility that a quantity of material will need to be removed and replaced with structural fill.

Bancroft’s Parking consultant, Walker Parking, will develop concepts to be reviewed and discussed with the VA.

The viability of the Construction Cost Limitation and agreement on a conceptual direction are to be determined as soon as possible from geotech data and an initial Opinion of Probable

Cost.

Page | 17

The existing Martinez VA Campus is shown below for reference. The project site is outline in yellow.

BAE will design a structure that is appropriately aesthetic on three sides. The west elevation facing the west property line can be plain.

A Geotech report was completed for the project site, by MatriScope.

Page | 18

The structural capacity of the fill is encouraging. It will not be difficult to build on the site.

Walker indicated that the borings show that water table is acceptable, and spread footings are recommended. It is anticipated material will not need to be removed and replaced with structural fill. It is now confirmed that ‘sandstone formation’ on site is not concern for the specific project area. The report is attached in the Appendix.

The retaining wall on the west side of the property is about 15’ from the property line. The general consensus of the VA and design team was that the most cost effective solution to this wall, which has signs of failing, is to replace the wall as part of this project. Because the site slopes, the existing retaining wall is 6’ high on the south end and 20’ high on the north end.

The wall is a concern relative to structural rigidity. It is wavy and bowing in some places.

There is concern for maintaining the wall and building a new structure around it. Drilling piles or using piers may be an issue. The contractor will have added cost for liability insurance if the wall is to remain.

The general consensus of the VA during the Kick-Off Meeting was that the wall should be replaced and this additional cost would be acceptable by the VA.

PARKING FUNCTIONAL DESIGN NARRATIVE- WALKER PARKING

The parking structure is roughly 126’ wide 428’ long in overall plan dimension. The parking structure is a 2-bay 2 -1/2 level parking structure, with a parked-on ramp placed at the back of the site. An elevator core is provided at the southeast corner of the parking structure to provide pedestrian access at the ground level to the main center of campus and upper level access via bridge to the new clinical building.

The Parking Structure will provide approximately 350 new parking stalls.

Long span, cast-in-place, post-tensioned concrete system is the structural system for the parking structure. This type of structural system provides large, open parking areas unobstructed by columns, will enhance end user convenience.

The parking functional design of the Parking Structure utilizes 90-degree parking with two-way vehicular circulation. Standard stalls are sized 9’ x 18’ per VA recommended

MAbelmann Rectangle

MAbelmann Snapshot

Page | 27 parking geometrics. The typical double-loaded parking bay, consists of a drive aisle and parking stalls on both sides, has an overall width of 64’-0”, measured from the face of the building columns. Drive aisles widths are 24’ minimum as per VA guidelines at 90 degree two-way parking.

A minimum vertical clearance of 8’-4” is provided on all levels.

The grade of any area where parking spaces are provided does not exceed 2%.

Parked on ramps will not exceed 5%. The structure is designed as an open parking structure with openings on 4 sides with a partial basement open on 3 sides.

Accessible parking stalls provided in accordance with the requirements of the VA standards are provided for 3% of the total parking. Stalls are 8’ x18’ per VA parking geometric guidelines with loading aisles located on both sides of the accessible stalls.

Floor and roof slabs will be sloped to floor drains. The minimum slope to floor and roof slabs will be one percent for drainage. Floor drains will be located at interior column lines. Drainage washes will be provided at interior walls and columns to prevent ponding of water against these elements.

Future Electric vehicle charging stations will be accommodated for 6% of the overall parking. These are distributed evenly across levels one and two in closest proximity to the elevator core...

Vehicular directional signage will be provided to direct users to entry / exit locations, vertical circulation, and accessible parking.

VEHICULAR ACCESS AND CIRCULATION

Main access is located at two points along VA campus drive at the northeast and southeast ends. The north access enters at basement level and the South access enters at level one due to the slope of the site. Access to parking at the new clinical building’s parking area can be accessed via a vehicle bridge connecting from the second level south end.

Pedestrian circulation between the Parking Structure and campus buildings is planned at the south end nearest the elevator core via an exterior walkway that accesses an existing crosswalk area to the main campus. Access to the new clinical building will be via the bridge from the second level.

Vehicular circulation within the garage will be by a parked-on ramp located at the rear of the structure. This type of ramping design is the most efficient from a parking area ratio aspect. The orientation of the ramp’s slope from North to South provides the most efficient circulation from the North entry to the upper levels.

CIVIL Basis of Design:

Prepared By: Tam Duong, P.E., QSD/QSP – Chaudhary & Associates, Inc. (Civil) 10/11/2019

1) The new parking structure will be located at the northwest corner of the VA campus.

Existing Buildings AB5 with associated utility services, solar panels with associated electrical system and asphalt parking area underneath, mechanical equipment, and approximately 25 mature trees will be demolished. Existing Buildings AB6 and AB7 will be removed by a separate contract prior to construction of the subject parking structure. The existing large fuel tank at the northeast corner of the new parking structure will be demolished in the future by the VA (Not in Contract). It is important to note that all utilities serving the Clinical Building and the immediate areas must remain in service 24/7 during construction. Two new fire hydrants will be provided along the east side of the structure for fire-fighting purposes during and for post construction services.

2) An existing underground high voltage line crossing the new structure will be relocated by others. The major electrical shed and pedestal at northeast of the new parking structure to remain undisturbed, and it is highly recommended that existing conduits/duct banks in the vicinity of the shed be potholed and confirmed their exact location as soon as possible by the VA. The subject construction will also require existing dry and wet utilities serving the Clinical Building to be rerouted around the new structure. The existing transformer serving the Clinic Building to the south will be upgraded to service both the Clinic Building and the new structure.

3) Major soil excavation and fill up to 14 feet at the northern portion of the structure will be required to provide for the basement parking. Two new driveways will be provided to access the structure on the north and south sides along with a bridge to provide both traffic and pedestrian connection to the Clinical Building further south. The interior parking deck levels are not completely enclosed and subject to some storm water;

therefore, the interior drain inlets, including the roof level and the new driveways will be provided and connected to a storm drain system and piped to the two proposed bio retention facilities for storm water treatment in compliance with the Contra Costa

County and State Water Boards requirements prior to discharging to an existing public

Page | 32 storm drain system located at VA Campus Drive and Muir Road intersection. Site retaining walls will be required for the northern driveway and the bridge due to grade difference. An accessible path of travel will be provided to allow access between the new parking structure, elevator and existing sidewalk to the east and to the immediate areas.

STRUCTURAL NARRATIVE –WALKER PARKING

The structural design requirements and standards for the VA Martinez parking

Structure are discussed herein. The parking structure is proposed as a partial subterranean structure with a connecting bridge to the site parking lot.

I. Building Description

The parking structure is roughly 124’-0” wide x 426’-4” long divided into 2 sections with a seismic expansion joint at mid length. The joint is to alleviate thermal effect on the structure as well. The structure is a 2-1/2 level parking structure with two (2) levels of parking on the west half and 3 levels of parking on the east half. The parking structure will be designed to accommodate a future level of parking on both the east and west halves. The parking stalls are laid to follow the natural sloping grade at the site.

II. Structural System

A. Gravity Framing System

The gravity load support system for the elevated decks shall be 5” thick post-tensioned slabs supported on 14”x35” post tensioned beams. At the cross aisles on the east and west end, 24” x 36” girders will be provided to eliminate column on the drive aisles. The long span configuration allows for the most efficient parking layout.

The ground level on the west side and the basement level on the east side will be 5” thick concrete slab on grade. 5” thick concrete slab on grade will also be provided at the elevator lobby and stair landing. 10 mil vapor-barriers will be provided under the concrete slab at the elevator lobby and occupied rooms.

The columns and shear walls for the parking structure shall be cast in place concrete.

B. Lateral Resisting System

The lateral resisting system in the longitudinal direction (east-west direction) shall be

Special Reinforced Concrete Moment Frames. The moment frame beams will be upturned beams doubling up as vehicle crash barriers. The upturned moment beams will be 18” wide x 49” deep. The moment frame columns will be 24”x36” columns.

The seismic gap between the two sections of the parking structure will be determined by the anticipated building drift. The gap is estimated to be 4”.

The lateral resisting system in the transverse direction (north-south direction) shall be

Special Reinforced Concrete Shear Walls. The shear walls shall be located at the ends of the building and on each side of the seismic expansion joint.

Page | 33

C. Elevator Lobby

The perimeter walls as well as the elevator shaft wall will be fully grouted concrete masonry units. The concrete masonry will provide both gravity support as well as the lateral resisting system.

D. Foundation System

The foundation is system shall be isolated spread footings. The footings supporting the moment frame columns will have 24” x 26” grade beams connecting them. The grade beams serve to resist the seismic moments at the bottom of the columns. The shear walls will be supported on mat footings. The mat footings may be extended to support the adjacent columns in order to increase the hold down weight on the footings. At the east end of the parking structure, concrete retaining walls will be provided to retain the soil under the footing
