Martinez Parking Structure – Solicitation 36C77623R0068 Technical Questions

1. The instructions for Phase I proposals do not address submitting the SF 1442 or the amendments.

0. Are these documents to be included in our Phase I submission?

0. If so, will they count against the 28-page limit?

Answer: The 1442 should be submitted without pricing. It will not count towards the page limit.

1. Regarding the conceptual drawings issued with the RFP, in their conversion to PDF it seems that a good amount of text and notes became illegible. Can these be converted again and reissued?

Answer: The conceptual drawings should not be used as an example. They are not to be used to design to. They are more to be used for ideas.

1. Reference INFORMATION REGARDING BIDDING MATERIAL, BID GUARANTEE AND BONDS, Part 1.9 Selection Procedures of the solicitation. Can the evaluation method be changed to “Best Value” in lieu of LPTA?

Answer: No.

1. Reference the Statement of Work for Design Build Services, Part 1.1. Please confirm that the 350 spaces are gross spaces and not net spaces (450 minus the 100 projected to lose).

Answer: Confirming the scope is 350 stalls total.

1. Reference the Statement of Work for Design Build Services, Part 3.5 where it states “Provide an elevator….” which would seem to indicate one elevator. The conceptual drawings indicate two elevators and the VA Design Guide stipulate two. Please confirm that two elevators are required.

Answer: It is up for the Contactor to work with the A/E firm to meet ADA requirements, and other relevant codes, based on the size of the design.

1. Reference the Statement of Work for Design Build Services 3.14, 3.8.2 where it states that the A/E is responsible for making “weekly construction site visits”. Weekly site visits seem overly excessive. Are monthly site visits during construction acceptable?

Answer: Weekly site visits are not inherently required. We would expect the AE to be on the weekly calls. It is likely that earlier in the project, more frequent site visits might be necessary. The AE would also need to perform site visits as needed for design issues, omissions, site conflicts, errors, etc. It is not an expectation that the AE to oversee the construction team more than necessary, but to be available as needed.
