9. GENERAL UNCLASSIFIED DESCRIPTION OF THIS PROCUREMENT
The scope of this document includes technical support and training, facilities management functions, operational activities, logistical activities, and security support. The Contractor shall support III Corps MTC operations at Fort Hood, Texas and designated spoke sites MTCs at Forts Carson, Riley, Bliss and Sill to include Live, Virtual, Constructive and Gaming environments in order to train Soldiers, leaders and military units. Access to SCI materials is limited to Forts Hood, Bliss, Carson, and Riley MTCs only.

The security classification guidance for classified information needed for this effort is identified below. If any difficulty is encountered in applying this guidance or if any other contributing factor indicates a need for changes in this guidance, the contractor is authorized and encouraged to provide recommended changes; to challenge the guidance or the classification assigned to any information or material furnished or generated under this contract;
and to submit any questions for interpretation of this guidance to the official identified below. Pending final decision, the information involved shall be handled and protected at the highest level of classification assigned or recommended.

10e1: Contractors performing services under this contract must possess security level of Secret. Some contractors must be granted up to Top Secret level access. Contractors shall follow all security regulations. SCI Access required. No public release of information authorized, public disclosure or confirmationof any subject related to the support contract is not authorized without first obtaining written approval from the CM. The contractor shall provide operational support and management for the Sensitive Compartmented Information Facility (SCIF) within the MTC and support the III Corps SSO for SSR/CSSR within the MTCs SCIF.
10e2: Non-SCI Information is not releasable to contractor employees who have not received a clearance at the appropriate security level.

10f: The Company will have a law enforcement background check completed for all employees who will be entering Army-controlled installations or facilities. Documentation of these checks will be made available to the COR upon request. The contractor is responsible for ensuring employees meet (and continue to meet) the security criteria from this contract, and incur all cost associated with obtaining the required clearances. Contractor personnel will ensure their clearance investigations do not expire (i.e. periodic Reinvestigations [PRs]

10g: Personnel not assigned to a NATO staff position, but requiring access to NATO classified information, NATO COSMIC, NATO Secret or access to the NATO accredited SIPRNET terminals, must possess the equivalent FINAL or Interim U.S. Security Clearance based upon the appropriate personnel security investigation required. Personnel with access to NATO ATOMAL information must have the appropriate level FINAL U.S. Security Clearance. The government program/project manager is the designated representative that will ensure the contractor security manager and concerned employees are NATO briefed prior to access being granted. The contractor will maintain strict compliance in regards to NATO information IAW NISPOM Ch 10, Section 7. Prior approval from the CM is required for subcontracting. Additional notes: Personnel not assigned to a NATO staff position, but requiring access to NATO classified information, NATO COSMIC, NATO Secret or access to the NATO accredited SIPRNET terminals, must possess the equivalent FINAL or Interim U.S.

10j: For Official Use Only (FOUO) Information generated and/or provided under this contract shall be safeguarded and marked as specified in DoD 5200.1-R.
11a: Contractor performance is restricted. Government agency or activity will provide security classification guidance for performance of this contract. Visit request to the CM and/or Security Management Office for need-to-know verification is done through JCAVS IAW Oct 2005 memo.
11f: Contractors performing services under this contract must possess personal security level of Secret. Some contractors must be granted up to Top Secret level access to perform their duties. Contractors shall follow all security regulations.
11j: Per AR 530-1, Operation Security, new contractor employees must complete Level 1 OPSEC Training within 30 calendar days of reporting for duty. This training is online and is accessed by URL: https://iatraining.us.army.mil/ . This training usually takes less than one
(1) hour to complete. The contractor shall develop an OPSEC Standard Operating Procedure (SOP)/Plan within 60 calendar days of contract award, to be reviewed and approved by the responsible Government OPSEC officer, per AR 5301, Operations Security. This SOP/ Plan will include the governments critical information, why it needs to be protected, where it is located, who is responsible for it, how it will be protected, and how the information will be disposed of or returned to the government agent after the information is no longer needed. Unauthorized release of critical/sensitive information can result in criminal or civil prosecution.
11l: The For Official Use Only (FOUO) marking is assigned to information at the time of its creation in DoD User Agency. It is not authorized as a substitute for s security classification marking, but is used on official government information that may be withheld from the public under exemptions 2 through 9 of the Freedom of Information Act (FOIA).

| text: 10e1: Contractors performing services under this contract must possess security level of Secret. Some contractors must be granted up to Top Secret level access. Contractors shall follow all security regulations. SCI Access required. No public release of information authorized, public disclosure or confirmationof any subject related to the support contract is not authorized without first obtaining written approval from the CM. The contractor shall provide operational support and management for the Sensitive Compartmented Information Facility (SCIF) within the MTC and support the III Corps SSO for SSR/CSSR within the MTCs SCIF. |
10e2: Non-SCI Information is not releasable to contractor employees who have not received a clearance at the appropriate security level. 10f: The Company will have a law enforcement background check completed for all employees who will be entering Army-controlled installations or facilities. Documentation of these checks will be made available to the COR upon request. The contractor is responsible for ensuring employees meet (and continue to meet) the security criteria from this contract, and incur all cost associated with obtaining the required clearances. Contractor personnel will ensure their clearance investigations do not expire (i.e. periodic Reinvestigations [PRs] submitted prior to the 5 year point f or Top Secret and sensitive positions requiring SSBI and 10 years for Secret).
10g: Personnel not assigned to a NATO staff position, but requiring access to NATO classified information, NATO COSMIC, NATO Secret or access to the NATO accredited SIPRNET terminals, must possess the equivalent FINAL or Interim U.S. Security Clearance based upon the appropriate personnel security investigation required. Personnel with access to NATO ATOMAL information must have the appropriate level FINAL U.S. Security Clearance. The government program/project manager is the designated representative that will ensure the contractor security manager and concerned employees are NATO briefed prior to access being granted. The contractor will maintain strict compliance in regards to NATO information IAW NISPOM Ch 10, Section 7. Prior approval from the CM is required for subcontracting. 11a: Contractor performance is restricted. Government agency or activity will provide security classification guidance for performance of this contract. Visit request to the CM and/or Security Management Office for need-to-know verification is done through JCAVS IAW Oct 2005 memo.

11j: Per AR 530-1, Operation Security, new contractor employees must complete Level 1 OPSEC Training within 30 calendar days of reporting for duty. This training is online and is accessed by URL: https://iatraining.us.army.mil/ . This training usually takes less than one (1) hour to complete. The contractor shall develop an OPSEC Standard Operating Procedure (SOP)/Plan within 60 calendar days of contract award, to be reviewed and approved by the responsible Government OPSEC officer, per AR 5301, Operations Security. This SOP/Plan will include the governments critical information, why it needs to be protected, where it is located, who is responsible for it, how it will be protected, and how the information will be disposed of or returned to the government agent after the information is no longer needed. Unauthorized release of critical/sensitive information can result in criminal or civil prosecution.
11l: The For Official Use Only (FOUO) marking is assigned to information at the time of its creation in DoD User Agency. It is not authorized as a substitute for s security classification marking, but is used on official government information that may be withheld from the public under exemptions 2 through 9 of the Freedom of Information Act (FOIA).
