About this file
This technical specification (Section 01 7419) details Construction Waste Management and Disposal requirements for a federal contract at the Mike Monroney Aeronautical Center (MMAC). The document establishes comprehensive guidelines for managing construction and demolition waste, with a mandatory requirement for contractors to divert at least 55 percent of non-hazardous solid waste from landfills and incinerators through salvaging, recycling, and reuse strategies.
Key requirements include developing a detailed waste management plan, submitting monthly waste reduction progress reports, and implementing specific procedures for handling various waste types including demolition waste (concrete, brick, metal, equipment) and construction waste (metal scraps, packaging materials). The specification covers waste identification, separation, transportation, and disposal processes, with an emphasis on environmental responsibility. Contractors must train workers on waste management procedures, designate specific areas for waste sorting, and provide documentation on waste diversion efforts, including records of donations, sales, recycling, and disposal.

3.05 SURPLUS SOIL:
A. Soil Sampling and Testing: All soil must be sampled and tested prior to disposal or relocation on the MMAC. If designated elsewhere in the contract documents, the contractor will be responsible for sampling and testing the soil. Refer to Specification Section 312000 Earth Moving for additional information.
01 7419 - 6 CONST. WASTE MGMT. & DISP.
1. If contract documents indicate that soil will be tested by the contractor:
a. The contractor shall collect one (1) composite sample (composed of five (5) to seven (7) discrete subsamples) per 500 cubic yards of soil that will be removed from the construction site. Based on this, the contractor shall determine the number and frequency of samples that need to be collected from the soil excavations and generated stockpiles. The soil samples will be analyzed by USEPA SW-846 methods for TPH, VOCs, SVOCs, RCRA metals, PCBs, and Pesticides. In the unlikely event during excavation that a waste release is encountered, such as odor, etc., then VOC samples shall be collected as discrete, not composite, samples for analysis. Contractor shall assume up to ten (10) additional discrete VOC samples may be required.
b. Soil analysis must be submitted to and approved by the FAA prior to moving soil from the site.
B. Soil Reuse, Relocation or Disposal: The contract documents will specify what will be done with the surplus soil, based on our current understanding of the soil’s properties. If the soil analysis is not acceptable for the specified action a contract modification will be required. Refer to Specification Section 312000 Earth Moving for additional information.
1. Surplus Soil Removed for Sale or Reuse Off Owner’s Property: If designated elsewhere in the contract documents, the contractor will remove and transport the surplus soil from the MMAC and legally dispose of it. Removed soil will be sold or reused to meet waste diversion requirements.
2. Surplus Soil Relocated on the MMAC: If designated elsewhere in the contract documents, the contractor will transport the surplus soil to a designated area on the Owner’s property. The area will be designated prior to the start of construction.
a. The Contractor’s Oklahoma City Land Disturbance Permit, the Oklahoma
Department of Environmental Quality (ODEQ) General Permit (OKR-10), and the Storm Water Pollution Prevention Plan (SWPPP) must include the designated soil relocation area. Refer to Section 015723.
b. The Contractor is responsible for the installation and maintenance of erosion control devices at the designated soil relocation area. The Contractor is responsible for the repair and replacement of damaged erosion control devices at the designated soil disposal area.
c. No foreign / inorganic materials or rocks larger than 2 inches shall be mixed in with the relocated soil.
d. Spread soil 3” thick while maintaining the existing contours of the land. No soil will be relocated into wetland areas or stormwater run-off features.
3. Soil Disposal as Special Waste: If designated elsewhere in the contract documents, soil determined to be unsuitable for use as backfill shall be considered special waste.
The contractor will transport and legally dispose the unsuitable soil to a Non- Hazardous Industrial Waste (NHIW) Landfill located in Oklahoma County and certified by Oklahoma Department of Environmental Quality (ODEQ). The contractor will coordinate with the FAA to profile and manifest the waste for transport to the landfill. Contractor shall transport unsuitable soil in a lined container.
C. Remove waste materials, including trash and debris, from surplus soil to the extent practicable prior to removing surplus soil from the construction site. Recycle waste materials if possible. Otherwise, remove waste materials and legally dispose at a construction debris landfill.
