About this file

This is a Confidential Information List attachment for RFP 27-18, issued by the Hawaii Tourism Authority (HTA), soliciting destination brand marketing services for the Hawaiian Islands in the Taiwan market. The RFP seeks comprehensive marketing services limited expressly to leisure travel marketing, with all Meetings, Conventions & Incentives (MCI) market segment activities excluded from scope. The contractor will deliver services across five program categories: Consumer Travel, Trade, Public Relations, Cooperative Program, and Account Administration over a three-year contract period spanning 2027 through 2029. Proposals are due August 17, 2026. Offerors must submit at least three professional references demonstrating prior experience as prime contractors on comparable destination brand marketing work, with subcontractor references requiring signed letters from legally authorized representatives detailing scope of services, qualifications, and confidentiality protections.

Proposals must be submitted on official business letterhead with a Proposal Transmittal Letter acknowledging receipt of addenda, certifying independent pricing without collusion, and providing detailed company information including state of incorporation, Hawaii General Excise Tax License ID, Federal ID Number, and authorized signatory documentation. The budget plan worksheet requires offerors to detail staffing allocations, hourly rates, full-time equivalent positions, travel costs, and retainer fees across fiscal years 2027-2029. The attachment itself serves as a template for offerors to identify and list any confidential information contained within their proposals, with the explicit notation that pricing information is not considered confidential; however, actual costs or pricing data that would enable competitors to estimate profit margins and production costs may be marked confidential. Offerors may document exceptions to RFP requirements by referencing specific sections and proposing alternatives. Contract administration is governed by Hawaii Revised Statutes Chapter 103D, requiring tax clearance certificate submission before commencing work, three-year record retention, state audit rights, and ten-day subcontractor payment pass-through requirements.

CONFIDENTIAL INFORMATION LIST

If an Offeror believes that any portion of a proposal, offer, specification, protest, or correspondence contains information that should be withheld from disclosure pursuant the Chapter 92F-13, please provide a list of all confidential information referenced in the proposal. Price is not considered confidential and will not be withheld; however, actual costs or pricing information that would enable competitors to estimate profit margins and production costs may be marked as confidential.
