About this file

This is an Offeror Checklist for RFP 27-18 issued by the Hawaii Tourism Authority (HTA) for Destination Brand Marketing Services in the Taiwan market area. The RFP solicits a qualified contractor to provide comprehensive destination brand marketing services for the Hawaiian Islands within the Taiwan major market area, with the scope limited expressly to leisure travel marketing and excluding all Meetings, Conventions & Incentives (MCI) market segment activities. Proposals are due August 17, 2026, and the contract will span three fiscal years from 2027 through 2029. The contractor will organize marketing services across five program categories: Consumer Travel, Trade, Public Relations, Cooperative Program, and Account Administration. Offerors must submit a minimum of three professional references demonstrating prior experience as a prime contractor on comparable destination brand marketing work, and any subcontractor references require signed letters from legally authorized representatives detailing scope of services, competitive selection rationale, qualifications, and arrangements for protecting HTA confidential information and intellectual property.

The proposal submission consists of multiple components organized into specific files: one comprehensive PDF file containing cover page, table of contents, cover letter, organizational capacity, professional experience, and brand marketing plan; three Excel files containing budget plan worksheets, activity measures worksheets, and subcontractor references; and a second PDF file containing the offeror checklist, proposal transmittal letter, corporate resolution, standard qualifications questionnaire, conflict of interest disclosures, contractor references, partnership opportunities matrix, certificate of vendor compliance, and confidential information list if applicable. All offerors must be registered on HIePRO and must include certification of non-debarment status and documentation of any exceptions to RFP requirements. The budget plan worksheet requires detailed staffing allocations, hourly rates, full-time equivalent positions, travel costs, and retainer fees across the three fiscal years, and standard conditions are governed by Hawaii Revised Statutes Chapter 103D.
