REPLACE OF 2 EXISTING HOT HEATERS WITH ASSOCIATED, VALVES, TRAPS WITH 2 INSTANANEOUS STEAM WATER HEATERS, VALVES, TRAPS, PIPING AND ASSOCIATES PARTS AT BLDG. #010A MECHANICAL ROOM B2R4 AND OPTIONALLY THE SAME AT BLDG. 001 MECHANICAL ROOM

STATEMENT OF WORK

PROJECT LOCATION: Beltsville Agricultural Research Center (BARC), Bldg. #010 Greenhouse, Room B2R4, Beltsville, Maryland 20705 DESCRIPTION OF WORK: Emergency replace of the existing heat exchangers #1 and #2 along with the associated parts, fittings, replace 4 existing valves with Control Valves including the associated required parts to be deleted from the scope of work. As well as to supply and install 2 Leslie/ Graham Instantaneous Steam Water Heater #1 and #2 along with the associated parts, steel piping, (L) copper piping, fittings and pipe insulation. To replace 2 existing valves with Control Valves including the associated required parts. Supply and install (L) copper pipe for the hot water supply; return as well as black steel pipe and pipe insulation. Once the onsite work is completed cleanup job site. This is an emergency project that requires a stringent deliverable time frame that must be adhered to.
In accordance with this contract, the contractor shall provide all labor, material, equipment, and transportation to include all accessories and incidentals necessary to complete this job to government requirements. The facility under this contract may contain asbestos materials. The contractor(s) is/are warned not to disturb any asbestos material during the performance of this work. Should the contractor encounter any material that in his judgment may contain asbestos, he must stop work immediately and notify the contracting officer (CO) within 24 hours.
Prior to commencing work, the contractor is required to obtain Construction Authorization, vehicle permits, and identification badges. These can be obtained from the Engineering and Construction Office, Building 426A, BARC-East, Beltsville, Maryland. Vehicle permits and identification badges shall be returned to the Government prior to the final payment being issued.
NOTE: THE CONTRACTOR SHALL NOTIFY THE GOVERNMENT TECHNICAL REPRESENTATIVE ON 301-504-8434 at least 24 HOURS BEFORE ANY WORK IS SCHEDULED TO START. All contractor's work shall be monitored and inspected by BARC personnel and done in accordance with the Statement of Work and attached drawings, specifications, graphics, BARC Special Conditions, and performed in accordance with all federal, state, and local regulations as well as all applicable local building codes, Construction Standards and Codes, Americans with Disabilities Act, local and State traffic codes, Maryland Department of the Environment, the Maryland Highway Specifications, and the Maryland Department of the Environment Regulations concerning Clean Water Act. In the event of conflict, the most stringent regulation shall prevail.
Scope of Work: Emergency replace of the existing heat exchangers #1 and #2 along with the associated parts, fittings, replace 4 existing valves with Control Valves including the associated required parts. As well as to supply and install 2 Leslie/ Graham Instantaneous Steam Water Heater #1 and #2 along with the associated parts, steel piping, (L) copper piping, fittings and pipe insulation. To replace 2 existing valves with Control Valves including the associated required parts and cleanup job site. This is an emergency project that requires a stringent deliverable time frame that must be adhered to.
The following work shall be performed:
A. Mobilization
· Mobilize all necessary personnel, specialized tools and equipment, shoring, soil stabilization approved materials, dumpsters, safety items, etc., to commence work after point of award of the contract and approval of submittals from the COR.
· Dumpster locations shall be coordinated with the COR as well as the final approval of that location.
· Contractor shall submit a construction schedule to the COR. Contractor shall coordinate with Using Activity through the COR for the construction schedule 10 business days after issuance of the Notice to Proceed and prior to beginning construction.
· Hours of service shall be Monday – Friday between 7:30 a.m. – 4:00 p.m. Contractor shall not work on government holidays or weekends. Any work performed other than normal working hours shall be approved by the CO in advance.
· Contractor shall request, through the COR, an outage to any utility a minimum of 5 days in advance. See general requirements and government special conditions.
B. Demolition
· The contractor shall protect areas that are not to be disturbed and remove the damaged hot water heater #1 and #2 along with the valves, traps, associated parts and fittings. The COR shall approve all items to be demolished prior to demolition. See drawings and pictures for more details.
· The contractor shall control the dust from entering the adjacent building work spaces, remove and discard all debris off site at an approved land fill. The contractor shall not at any time use the USDA, ARS, BARC Waste Disposal System such as trash can nor dumpsters to discard project debris.
Demolition Option #1 Replace Water Heater, Valves, Traps, associated parts and fittings at Bldg. #001
· The contractor shall protect areas that are not to be disturbed and remove the damaged (1) hot water heater along with the valves, traps, associated parts and fittings. The COR shall approve all items to be demolished prior to demolition. See drawings and pictures for more details.
· The contractor shall control the dust from entering the adjacent building work spaces, remove and discard all debris off site at an approved land fill. The contractor shall not at any time use the USDA, ARS, BARC Waste Disposal System such as trash can nor dumpsters to discard project debris.
C. Installation
· The contractor shall supply and install (4) new control valves that will replace (2) 1 1/2” and (2) 2” valves including their associated required parts. The Control Valves shall be Series E006 NLA E026 stainless steel body 12W EFS 24VAC Warren Controls: VA2009EC-E026 as sold by M & M Controls, Inc., P.O. Box 250, Grayslake, IL, 60030, Tel.: (847) 356-0566 or Approved equal by the COR. See Drawings for piping locations, details, flow and sizing information. Also, view pictures to see location, pipe configuration and pipe condition.
· The contractor shall supply and install 2 new skid mounted Leslie/Graham E600L/RH-60 Upright Instantaneous Steam Water Heater units #1 and #2 along with the associated parts and fittings or Approved equal by the COR. They shall be a replacement units for the existing steam generator. The flow capacity shall be 60 GPM (based on inlet and outlet) and the requirements listed below:

· Inlet water temperature 40 degrees F.
· Outlet water temperature 120 degrees F.
· The maximum steam pressure to exchange is 15 psig.
· The system shall contain a heat exchanger, blending valve, and recirculation system on a steel skid platform.
· A main steam trap, main steam strainer, drip trap, drip trap strainer, thermometer and pressure gauge.
· A hydro-tested interconnecting piping and support framework shall be provided.
· A heat exchanger insulated blanked shall be provided and installed.
· The 2-new skid mounted Leslie/Graham E600L/RH-60 Upright Instantaneous Steam Water Heater units #1 and #2 shall be install in the mechanical room on the Southwest side of the room and South of the existing water heaters with the columns creating a separation between the existing and new equipment with a minimum of a 4’-0” separation clearance distance.

· The contractor shall supply and install on each of the Leslie/ Graham Instantaneous Steam Water Heater (1) new Leslie pilot Steam-Operated Steam pressure Reducing Valve Type GPKP-1 main valve with integral pilot with 1.5 inch threaded cast iron body; based on 55 psig inlet steam- spring range 5-20 psig or Approved equal by the COR. · The contractor shall supply and install 1 ½” schedule 80, 150# flanged steel piping from the existing condensate return shutoff valve to the condensate return outlet at the Leslie/ Graham Instantaneous Steam Water Heater.
· To be added to the scope: The contractor shall supply and install for Condensate Outlet a 1 1/2” 150# flanged with schedule 80 black steel piping going, a Steam Inlet 3” 150# flanged with schedule 80 black steel piping. The contractor shall supply and install for the domestic cold water inlet of 2” MNPT Type (L) copper piping and domestic hot water outlet of 2” FNPT Type (L) copper piping. These pipes are to be connected to the newly installed Leslie/ Graham Instantaneous Steam Water Heaters.
· The contractor shall supply and install pipe 1” thick pipe insulation and jacketing to match the existing insulation and jacketing 1 1/2” and 3” for black steel pipe, 2” for domestic copper water inlet and outlet piping.
· The contractor shall supply and install 3” schedule 80, 150# flanged steel piping from the existing steam shutoff valve to the steam inlet at the Leslie/ Graham Instantaneous Steam Water Heater.
· The contractor shall supply and install 1 1/2” schedule 80, 150# flanged steel piping from the existing steam shutoff valve to the steam inlet at the Leslie/ Graham Instantaneous Steam Water Heater.
· The contractor shall supply and install 2” MNPT Type (L) copper piping from the existing cold water shutoff valve to the cold-water inlet at the Leslie/ Graham Instantaneous Steam Water Heater.
· The contractor shall supply and install 2” FNPT Type (L) copper piping from the existing hot water shutoff valve to the hot water outlet at the Leslie/ Graham Instantaneous Steam Water Heater.
· The contractor shall start up, test the and commission the new equipment including setting the steam pressure to the proper operational setting.
· The contractor shall provide the required training of the new equipment prior to Government acceptance.
· The contractor shall have at least one Maryland State Licensed Masters Plumber Installer that can install and give all piping all fittings, all joints and associated parts in accordance to the manufacturer specifications, industry standard professional practices and all relevant local and national codes whichever one is most stringent. A copy of the Plumbers Maryland State Masters Plumber License to the EPM/COR.
· INSPECTING AND CLEANING: Note to the contractor the pipes shall be cleaned flushed with cold or hot water after finishing the installation. Inspect and test piping systems following procedures of authorities having jurisdiction and as specified by the piping system manufacturer. Clean and disinfect water distribution piping following procedures of the authority having jurisdiction.
· The installation of all work shall be in accordance with the manufacturer’s specifications, International Building Code current regulation, International Plumbing Code current regulation, International Mechanical Code, National Electrical Code, BARC Special Conditions and Industry Professional Standards. Note to the contractor that BARC Special Conditions and International Codes Supersede Industry Professional Standards.
· CLEAN-UP & FINAL PUNCH LIST: The contractor shall clean the site of any loose debris and schedule a final walk thru with Contracting Officer technical representative (COR) and Contracting Officer (CO). Upon completion of all punch list items, the parking passes and badges remitted to the (COR). The Contractor and the COR will instruct the CO that the contract has been to the completed in its entirety.
· The contractor shall provide at least a one-year warranty on the Work/Labor. The contractor shall indicate the years of the warranty upon submission of proposal.
· The contractor shall field verify all field conditions, measurements, quantities and safety constraints prior to bidding and forward any discrepancies or concerns to the Contract Office Representative (COR). Otherwise it’s our intent that all is inclusive of everything regardless of quantity, measurement or level of protection required to accomplish scope of work.
Installation Option #1 Replace Water Heater, Valves, Traps, associated parts and fittings at Bldg. #001
· The contractor shall supply and install (2) new 5” valves that will replace (2) 1 1/2” and (2) 2” valves including their associated required parts. The Control Valves shall be Series E006 NLA E026 stainless steel body 12W EFS 24VAC Warren Controls: VA2009EC-E026 as sold by M & M Controls, Inc., P.O. Box 250, Grayslake, IL, 60030, Tel.: (847) 356-0566 or Approved equal by the COR. See Drawings for piping locations, details, flow and sizing information. Also, view pictures to see location, pipe configuration and pipe condition.

· The contractor shall supply and install 2” FNPT Type (L) copper piping from the existing hot water shutoff valve to the hot water outlet at the Leslie/ Graham Instantaneous Steam Water Heater.
· The contractor shall start up, test the and commission the new equipment including setting the steam pressure to the proper operational setting.
· The contractor shall provide the required training of the new equipment prior to Government acceptance.

Clean and disinfect water distribution piping following procedures of the authority having jurisdiction.
· The installation of all work shall be in accordance with the manufacturer’s specifications, International Building Code current regulation, International Plumbing Code current regulation, International Mechanical Code, National Electrical Code, BARC Special Conditions and Industry Professional Standards. Note to the contractor that BARC Special Conditions and International Codes Supersede Industry Professional Standards.

General:
A. Demolition: The contractor shall remove and dispose of Government property, all items indicated as TO BE REMOVED. Such items become the property of the contractor and shall be loaded, transported per applicable DOT regulations, and disposed at approved landfills.
B. Field Verification: The contractor is responsible for field verification of all measurements, quantities and field conditions prior to commencing work.
C. Staging: All equipment, supplies and materials for this contract shall be stored in the work area at the contractor’s risk. The buildings and grounds at BARC will be secured at the end of each day by BARC Security. The security at BARC is not responsible for any of the contractor's stored material, equipment, either inside or outside the building at any time.
D. Construction Project Schedule: See contract, FAR 52.236-15 Schedules for Construction Contracts. The Contractor will not begin actual work until the construction project schedule has been approved by the Contracting Officer. The Contractor shall submit one electronic copy of the updated construction project schedule with each progress payment request.
E. Contract Inspector’s Daily Report: Contractor shall submit to the Contracting Officer a daily report listing the names of all those present on the job site each day, along with their Job Classification, hours of work and a brief description of the work performed by each on that day. The Contract Inspector’s Daily Report is to be submitted at the beginning of work each day for the previous day’s work and shall be maintained throughout the term of the contract.
F. Formal Meetings: Any meeting (deemed formal by the contractor, the COR, or the Contracting Officer) will have the minutes of said meeting prepared by the contractor (and a copy provided to the Contracting Officer). The minutes will include: Date, Name of Attendees (with contact info), Old Business, and New Business subjects (or narratives). Regardless of who requests a meeting (the COR or the Contractor or the Contracting Officer) the contractor may be required to provided hard copy pictures of the issues to be discussed. Each issue will be linked to a contract specification section number and/or subject area by page number. Issues discussed will also include an action/completion date.
G. Safety Submittals: Contractor shall submit a "site specific" Safety Plan to the Contracting Officer that describes how the contractor is to comply with all applicable OSHA standards and NFPA codes pertaining to construction work to include, but not limited to: General Safety and Health Provisions, Occupational Health and Environmental Controls, Personal Protective and Life Saving Equipment, Hand and Power Tools, Welding and Cutting, Electrical, Scaffolds, Fall Protection, Excavations, Demolition, Stairways and Ladders, Toxic and Hazardous Substances, Confined Space Entry, Lockout/Tagout, Respiratory Protection, Hearing Protection. Safety Plan shall identify Contractor and sub-contractor employees who are authorized/qualified to perform electrical work. No work shall proceed until written approval of the Safety Plan by the Contracting Officer. Safety Plan shall describe how the Contractor and/or sub-contractors are to secure equipment, supplies, tools, and chemical products. Contractor and/or sub-contractor equipment, supplies, tools, and chemical products are to be under the control of the Contractor at all times, equipment, supplies tools, and chemical products found not to be under the control of the Contractor or sub-contractor are subject to confiscation and will be reported to the Contracting Officer. Note see the enclosed sample of a Site-Specific Safety Plan.
H. The Contractor shall inspect the entire construction site daily, including days without construction work if there are NFPA 101 Life Safety Code deficiencies existing while construction work is shut down, the results of that inspection shall be documented on the attachment “DAILY INSPECTION FORM”, and the form is to be signed and submitted to the Contracting Officer.
I. Contractor shall provide continuous monitoring for noise, dust, chemical vapor generation, volatile organic compounds, and vibration. At no time shall noise exposure to any ARS staff exceed 75 dB. Contractor shall provide to the Contracting Officer a written weekly update of the all test results and also for proposed work for the subsequent two weeks (a two week “look-ahead”)involving any construction activity that will produce loud noises, heavy vibrations, strong smells, or significant dust inside ARS staff occupied space.
J. Contractor and sub-contractors shall notify in writing the Contracting Officer at least one week prior to executing high risk work (this may be included in the two week “look-ahead” update). High risk work includes, but is not limited to, tasks requiring Lockout/Tag Out, live electrical work, hot work, work at heights, trenching/ shoring, crane operations, and confined space entry. Contractor’s Competent Person shall provide the Contracting Officer written weekly documented safety inspection results.
K. Contractor shall provide to the Contracting Officer for approval, copies of Safety Data Sheets (SDS) for EVERY CHEMICAL WITHOUT EXCEPTION prior to bringing such chemical on the work site.
L. Hot and Grinding Work Permits: The Contractor will not be permitted to work without this permit when performing Hot and Grinding Work.
M. To be added to the scope: Revised schedule Because the material submittals have already been approved the contractor has 10 calendar days to complete the new work.
N. Scheduling: This is an emergency project that requires a stringent deliverable time frame that must be adhered to. The total contract period shall be 38 calendar days from the point of contract award. A period of 5 calendar days shall be allotted for the submittal, 5 calendar days for review and re-submit process. A period of 14 days shall be allotted for ordering materials. The work on-site shall be limited to one Thirty-Eight (38) calendar days. The final inspection shall be scheduled a maximum of 36 calendar days from point of contract award, leaving 2 days for punch list remedies. The contractor shall submit a copy of his proposed schedule to the CO for approval. Please note that the shipping time line is 14 delivery time after approved submittals. The actual construction work period shall be 7 calendar days deducted from the days minus 7 days to prepare and submit the construction schedule; minus 5 days to deliver submittals, five 5 days for submittal review leaving 14 days for ordering and delivery of the materials equal 38 days.
O. Submittals: The contractor shall submit the manufacturer’s technical data sheets and shop drawings for the items listed in the Submittal Registry 5 calendar days from the point of contract award. Each submittal shall be attached to a Submittal Transmittal Form (enclosed), signed by the Contractor, and delivered to the Contracting Officer. Provide 6 copies of each material submittal. All Aquatherm materials shall list name of each product to be used identified by manufacturer and product number.
P. Coordination: The contractor shall coordinate with the COR, with adequate notice, all work which will require an inconvenience or work stoppage to Government personnel due to noise, dust, extreme temperatures or interruption in utilities.
Q. Complete Work: It is the intent of this project to contract for a complete, functioning mechanical and or electrical system, finished in all respects, accomplished by mechanics skilled in the trades involved and performed in the highest standards of workmanship.
R. Manufacturer Warranty: Manufacturer shall warrant pipe and fittings for 2 years to be free of defects in materials or workmanship. Warranty shall cover labor and material costs of repairing and/or replacing defective materials and repairing any incidental damage caused by failure of the piping system do to defects in materials or workmanship. Warranty shall be in effect only upon submission by the contractor to the manufacturer valid pressure/leak test documentation indicating that the system was tested and passed the manufacturer’s pressure/leak test.
S. Contractor Guaranty and Warranty: All contracted work shall be guaranteed by the contractor for a period of two (2) year for labor from the date of final acceptance against defective materials, design and workmanship. The material shall be as specified in the manufactures specifications but at least one year. Upon receipt of notice from the Government of failure of part or parts of the guaranteed equipment during the warranty period, the affected part or parts shall be replaced within 48 hours with new parts by and at the expense of the contractor. ALL WARRANTIES SHALL BE TURNED OVER TO THE COTR PRIOR TO FINAL INVOICING.
