Questions from Industry 12305B22Q0093 As of 27 July 2022

1. Paragraph 1 on page 2 of the SOW says, “replace 4 existing valves with Control Valves including the associated required parts to be deleted from the scope of work.” However, the last paragraph on the page references replacing these four valves with control valves. On page 3, the first bullet under Installation calls out the make and model of the control valves. Please confirm these four existing valves are not to be replaced and the sentence at the bottom of page two and the bullet at the bottom of page three should be deleted.

Government Response: In Bldg. 010A the contractor shall supply the following (3) Valves:

Spence Steam Pressure Reducing Valve Type E main valve with D Pilot and tubing

Size: 2 inch 125# RF Flanged Pilot spring 3-20 psig

In Bldg. 001 the contractor shall supply the following (2) Valves:

2. Can work start prior to 7:30 am? For instance, 6 or 6:30 am?

Government Response: The contractor can work during the hours of 7:30 A.M. to 4:00 P.M. without an escort. If the contractor wishes to work outside these hours the contractor would have to pay for a Government Escort if one is available.

3. Multiple places in the SOW reference pictures with bold underlined lettering for both building 10A and 001. We did not see any pictures provided in the solicitation. Will pictures be provided?

Government Response: The Contractor is to disregard the statements in the SOW concerning pictures.

4. It appears the concrete pad at building 10A will need to be enlarged for the hot water heaters.

Please confirm that this contractor is to include pricing to enlarge equipment pad.

Government Response: The Contractor shall supply the materials and install additional concrete and steel reinforcing to enlarge the existing concrete pad. The concrete for the pad to be used shall be high strength concrete 3,500 psi. The contractor shall drill ½” holes 6” deep into the side walls of the concrete pad every 12”. Then pour epoxy adhesive in each hole and hammer a #4 12” long steel rebar into the hole. Frame for the new concrete pad extension and install steel reinforcing and tie both the new and existing concrete pad steel reinforcing together. The reinforcing shall be inspected by the COR prior to the concrete being poured.

5. Will the contractor be able to use the restroom on site, or should we provide a john outside of building 10B for contractor usage?

Government Response: The contractor may use the restrooms on site but be mindful not to tract construction debris into the restrooms.

6. The work is indicated as an “Emergency Project”. Is the system in building 10A currently operational?

Government Response: The Bldg. 010A is without hot water and both water heaters aren’t functional.

Although one water heater has new coils that were shipped defective so the Government want to retain them so that the coils can be shipped back to the manufacturer for a refund. The Contractor is to remove the coil safely and turn over to the Government.

7. The first bullet on page 6 of the SOW says that the contractor shall provide a one-year warranty on labor. Letter T on page 10 indicates a two-year warranty on labor. Please confirm the warranty on labor shall be for one year only.

Government Response: The Contractor shall provide a 1 year Labor warranty.

8. For Option 1 at building 001 – confirm that two control valves are to be supplied.

Government Response: In Bldg. 001 the contractor shall supply the following (2) Valves:

Size: 5 inch 125# RF Flanged Pilot spring 3-20 psig

Spence Steam Pressure Reducing Valve Type E main valve with D Pilot and tubing Size: 5 inch 125# RF Flanged

9. Letter M on page 10 of the SOW says that material submittals have already been approved. Letter

N says that there are 5 days to deliver submittals and 5 days for submittal review. Please confirm that the contractor must submit on all materials to be used in this project.

Government Response: The contractor is to disregard Letter M on page 10 of the SOW says that material submittals have already been approved. The contractor must submit on all materials to be used in this project for approval by the EPM/COR

10. In the solicitation, the POP is defined as 60 days. The SOW page 10 lists 38 days on site, but then delineates 14 days for ordering material and performing the work. Please confirm the POP.

Government Response: The Period of Performance (POP) is 60 calendar days after the Notice to Proceed is issued.

11. At building 10A – SOW page 2 paragraph 1 states “Emergency replace of the existing heat exchangers #1 and #2….As well as to supply and install 2 Leslie/Graham Instantaneous Steam Water Heater #1 and #2.” Is it the intent of this project scope to have the L/G equipment replace the heat exchangers?

Government Response: The contractor is to replace 2 water heater as shown in picture #1 with (2) Leslie/Graham Instantaneous Steam Water Heater #1 and #2.

12. SOW page 3, Demolition bullet 1 says that the contractor is to remove hot water heaters #1 and #2.

On page 2, the heat exchangers are called out to be replaced. Please confirm that the two heat exchangers should be demo’ed only.

Government Response: The contractor is to replace 2 water heater as shown in picture #1 with (2) Leslie/Graham Instantaneous Steam Water Heater #1 and #2.

13. SOW page 3, Demolition bullet 1 says that the contractor is to remove hot water heaters #1 and #2.

On page 2, the heat exchangers are called out to be replaced. Please confirm that the two heat exchangers should be demo’ed only.

14. At building 001 - Demolition bullet on page 2 calls for demo of one hot water heater. Installation bullet on page 6 says that two new Leslie Graham units will be replacement units for the existing steam generator. Please clarify intent of this project scope.

Government Response: The contractor is to replace 1 water heater as shown in picture #2 with (2) Leslie/Graham Instantaneous Steam Water Heater #1 and #2.

15. At building 001 – Installation bullet 1 on page 6 calls for two new 5” valves. Also, two valves are called out to replace four valves. There is no 5” piping called for on page 7. Please provide sketch showing new piping system and how these valves will work with the new system.

Government Response:

16. At building 001 – Installation bullet 11 does not appear to be applicable to this building in terms of mounting location. Please confirm.

Government Response: Please see Picture #3 & #4 which will show the exact location of where the 5” valves are to be replaced.

17. Equipment lead time – Letter N on SOW page 10 indicates there is a 14-day lead time for the equipment. As of 7-21-22, Jobe and Company cannot commit to a 14-day lead time. Please confirm this requirement will be struck from contract documents.

Government Response: Lead time for long lead materials will be calculated into the POP when the Notice to Proceed is issued.
