Statement of Work (SOW) Delta Controls Digital Controller Unit (DCU)-050 Replacement Project

Buckley Space Force Base (BSFB) 26 August 2022

1.0 BACKGROUND

1.1 The DCU-050 controller was developed in the 1980s for use in the Version two (2) operating system of Delta Controls. The actual board was reused in the Version three (3) operating system. The processor and memory chips developed in the 1980s were replaced to be able to work with version 3. The network speed using Bacnet/ip or Bacnet/ethernet is 10MBS. These controllers are not supported by the manufacturer (Delta Controls) and are barely capable of communicating on the network and are slow at controlling the buildings. These controllers are not in production and there are not any replacements available. BSFB is in the process of installing the Community of Interest Network Enclave (COINE) system to monitor the Energy Management Control System (EMCS) network and is transitioning from a flat Bacnet/Ethernet network to a Bacnet/IP network with nine (9) distros. To accomplish this transition, the control system will have to use several DCU-050 in the capacity of bacnet routers to move data to and from the distros and the remaining DCU-050 will be used to control systems and communicate over bacnet/ip. With the network speeds of 10MBS and the lack of memory, this communication will be slow and contain problems. The Delta Controls Entelibus Manager replacements will ensure a secure and reliable control system for critical BSFB functions.

2.0 PROJECT SCOPE

2.1 This DCU project will replace the Delta Controls DCU-050 line of controllers with the Delta Controls EnteliBUS line of managers and controllers. The following eleven

3.0 CONSTRAINTS

3.1 The contractor will work during normal duty hours (0700-1600) Monday-Friday.

Excluding Federal Holidays. Weekend work may be considered but must be cleared by the Contracting Officer, however, the Contractor realizes that weekend work will not increase the value of the awarded contract.

3.2 The Contractor shall not interrupt existing utilities without written permission from 460 CES. All outages require a 30-calendar day notice in advance to the COR. This notice shall include the date and duration of the proposed outage. The 460 CES COR will be assigned at the time of the award and this information will be shared with the awarded Contractor.

3.5 The Contractor shall not impede the ability of emergency response vehicles to access the parking area supporting any building on Buckley SFB.

3.6 Each building has a facility manager who will need to be contacted prior to work started in each building. A list of the facility managers will be provided to the awarded Contractor.

4.0 GENERAL REQUIREMENTS

4.1 The Contractor shall provide all testing procedures, labor, materials, equipment, transportation, and supervision necessary for the installation of the equipment indicated in this SOW. The Contractor shall provide a detailed work schedule per building within two weeks of the contract being awarded by communicating with each building’s facility manager. Contractor must be registered in SAMS. The Contractor shall perform all other related or incidental work as required to finish the project and provide a complete and operational project.
