The project involves comprehensive upgrades to source water (SW), potable water (PW), and concentrate water (CW) piping systems, along with associated flow measurement and control infrastructure.

Key work includes: installation of a TP10 Flow Measurement Vault with three magnetic flow meters for monitoring SW from three storage tanks; replacement of a damaged 4" TP10 return line; removal and rerouting of buried piping to new above-grade manifolds; installation of three TP10 Piping Manifolds with connections to SW, PW, and CW sources; pressure CW drain piping from manifolds to a CW Vault with valving distribution capability to three evaporation ponds; installation of additional magnetic flow meters at TP7, Well 2/4 bypass line, and within the CW Vault; modification of SW piping from the acid room valve manifold to test pads TP7, TP8, and TP9; installation of four concrete vaults at existing valve locations; full SCADA integration with controls cabling, conduit installation, surge suppression, and signal programming; temperature-controlled heat trace and insulation for all pressure piping; and facility commissioning, testing, and training. An optional line item includes locating and replacing 50-500 feet of damaged SWST2 pipeline in 50-foot sections. The contractor must comply with Reclamation Safety and Health Standards, manage multiple concurrent contracts in the vicinity, and follow detailed submittal requirements including design packages at 30-, 60-, 90-, and 100-percent completion levels, with Government review and approval required before construction of each phase. FOREWORD

Work is located on the Brackish Groundwater National Desalination Research Facility

(BGNDRF) site at 500 Lavelle Road in Alamogordo, New Mexico in Otero County.

The Project shall provide upgrades to site source water (SW), potable water (PW) and concentrate water (CW) piping and flow measurement infrastructure. Drawings and conceptual layout figures to be provided in Phase 2 and are cited as follows; Figure C6-2026, Figure C8-

2026, Figure C9-2026, Figure C10-2026, Figure M6-2026, and Figure M4-2026 which are provided in Section 52 00 00.

Design and Construct:

1. Yard piping and flow measurement upgrades:

a. The following descriptions reference points A through Q, which are shown on

Figure C6-2026, Figure C9-2026, Figure C10-2026, Figure M6-2026, and Figure

M4-2026, provided in Section 52 00 00.

b. OPTIONAL CLIN: Locate leak and replace 50-500 ft (50-ft sections priced in Price

Schedule C) of damaged Source Water Storage Tank 2 (SWST2) pipeline shown on

Figure C9-2026.

c. TP10 Flow Measurement Vault (Point C) including below grade vault, access hatch(es), power and controls, valves, piping, accessories, and three magnetic flow meters:

TP10 Manifolds (Point E).

2) Provide, controls, and integration with SCADA, electrical power to flow meters and heat trace, including duct bank and conduit. The flow meters shall provide local readout and remote readout to the existing plant SCADA system.

d. Replace existing 4” TP10 return line to SWST2 (Point B) using similar route as existing temporary (shallow) line. This requires replacement of sun-damaged piping and valves at the test pad (see Photos 51-52 in 51 00 90). The approximate location of the existing piping is shown on Figure C9-2026.

e. Removal of the existing partially buried TP10 manifold, which contains existing piping from SWST1 (SW 1), SWST2 (SW 2), SWST3 (SW 3), and PW source, and rerouting buried piping to the TP10 Flow Measurement Vault (Points C, D).

f. Buried piping for SW 1, SW 2, SW 3, and PW from TP10 Flow Measurement Vault

(Point C, D) to three above grade piping manifolds at TP10 (Point E).

00 00 30 - 2
