About this file
This is a Questions and Answers document for Amendment 2 to federal solicitation 140R4025R0017 for the Brackish Groundwater National Desalination Research Facility Yard Piping and Flow Measurement Upgrade Phase One.
The amendment addresses five key clarifications regarding Phase Two evaluation factors and submission requirements. The internal work requirement for the Teaming Agreements evaluation factor has been reduced from 50 percent to 15 percent of total work to be performed by the prime contractor. The solicitation has been revised to clarify that work performed by design subcontractors counts as internal work and to include detailed instructions under Section L for Factor 3 (Teaming Agreement) submissions, specifying that offerors should submit subcontractor names, roles, work percentages, and teaming agreement documentation. The price proposal submission has been clarified as Attachment 12, to be provided during Phase Two, rather than Attachment 11. The amendment also extends two submission deadlines: the Phase One Qualification deadline from Friday, November 6, 2026, to Thursday, November 12, 2026, at 4:00 PM MST, and the Past Performance Questionnaire deadline from November 3, 2026, to November 9, 2026. Completed questionnaires should be submitted via email to Valerie_jiron@ios.doi.gov.

Amendment 2
140R4025R0017 Brackish Groundwater National Desalination Research Facility Yard
Piping and Flow Measurement Upgrade- Phase One
Questions and Answers
1. Section M, Phase Two Factor (iii) Teaming Agreements, states: “Higher percentages of internally completed work will be rated more favorably, 50 percent internal work minimum.” Is the prime contractor required to self-perform a minimum of 50 percent of the work? Would an offeror proposing less than 50 percent be rated unacceptable, or only rated less favorably?
Answer: The solicitation will be amended to state 15% instead of 50%.
2. Does work performed by the prime contractor’s design subcontractor count as internal work for Factor (iii)?
Answer: See revised solicitation Factor 3 Teaming Agreement under Section L and
Section M.
3. Section L lists Teaming Agreements as a Phase Two Technical Evaluation Factor and
Section M references it, but Section L does not provide Technical Evaluation Factor 3 instructions. Please provide what offerors should plan to submit for this factor if selected for Phase Two (e.g., subcontractor names, roles, percentages of work, teaming agreements, page limits).
Answer: Solicitation revised to include Factor 3 Teaming Agreement under Section L.
4. Section I incorporates FAR 52.219-14, Limitations on Subcontracting, which for general construction limits the amount paid to subcontractors that are not similarly situated entities to 85 percent of the amount paid by the Government, excluding the cost of materials. Section M, Phase Two Factor (iii), states “50 percent internal work minimum.”
Is this minimum intended to establish a self-performance requirement higher than FAR
52.219-14? If so, (a) will it become a contract requirement after award or apply only to evaluation, and (b) will the Government calculate it using the FAR 52.219-14 method, including excluding the cost of materials and counting work performed by similarly situated entities as work performed by the prime?
Answer: The solicitation will be amended to state 15 percent instead of 50 percent.
5. Section L, Phase Two, identifies the Price Proposal as “Attachment 11,” while Section J lists the Price Schedule as Attachment 12 and Attachment 11 as Conceptual Layout
Figures. Please confirm which attachment governs the Phase Two price proposal.
Answer: Price proposal is Attachment 12 and will be provided in Phase Two.
Phase One Qualification due date is also being extended from Friday, November 6, 2026, to Thursday, November 12, 2026, at 4:00PM MST.
The Past Performance Questionnaire due date is also being extended from November
3, 2026, to November 9, 2026. Please have references complete and return the questionnaires via email to Valerie_jiron@ios.doi.gov.
