About this file
This is a Question and Answer document for Amendment 1 to federal contract solicitation 140R4025R0017 concerning the Brackish Groundwater National Desalination Research Facility Yard Piping and Flow Measurement Upgrade Phase One.
The document addresses an offeror inquiry regarding the availability of existing site plans, as-built drawings, SCADA diagrams, and system specifications for saltwater (SW), process water (PW), and cooling water (CW) systems. The Government clarified that Phase One evaluations are limited to assessing offerors' technical qualifications and high-level technical approaches, excluding detailed design or specific technical proposals. Consequently, detailed existing site data, utility layouts, SCADA diagrams, and system information will not be released during Phase One; instead, comprehensive site data, reference drawings, and technical specifications will be provided exclusively to shortlisted offerors advancing to Phase Two. Phase Two will require standard design-build deliverables including 30%, 60%, 90%, and 100% Issued-for-Construction drawings and specifications, with site visits conducted during Phase Two. The last day to submit questions for Phase One is Wednesday, October 28, 2026, and Phase One Qualifications submissions are due Friday, November 6, 2026, at 4:00 PM MST.

Amendment 1
140R4025R0017 Brackish Groundwater National Desalination Research Facility Yard
Piping and Flow Measurement Upgrade- Phase One
Question and Answer
1. Will existing site plans, as-built drawings, SCADA diagrams, and system specifications for the SW, PW, and CW systems be provided to assist in preparing Phase One submission, alongside clarification on the design deliverables/extent of design responsibility.
Pursuant to FAR 36.303-1, Phase One evaluations are strictly limited to evaluating an offeror's technical qualifications and high-level technical approach. Detailed design or specific technical proposals are excluded from this phase. Therefore, the requested existing site data, utility layouts, SCADA diagrams, and detailed system information will not be released during Phase One. The Government will provide comprehensive site data, reference drawings, and applicable technical specifications exclusively to the shortlisted offerors selected to advance to Phase Two. Offerors are advised to base their Phase One submissions on the high-level project scope and objectives outlined in the current Phase One Request for Proposals (RFP).
The successful Phase Two contractor will be required to submit standard design-build deliverables (e.g., 30%, 60%, 90%, and 100% Issued-for-Construction drawings and specifications), which will be fully detailed in the Phase Two RFP. The site-visit will be conducted in Phase Two.
The last day to submit questions for Phase One is Wednesday, October 28, 2026. Phase
One Qualifications are due Friday, November 6, 2026, at 4:00PM MST.
