About this file
This Statement of Need details the requirements for replacing an electric shelving system for the 140th Wing of the Colorado Air National Guard's Materiel Management warehouse. The current shelving system is a critical safety hazard and has been shut down, impacting the storage and issuance of deployment equipment, critical mission parts, and weapons for over 1,800 Air National Guard members. The existing system significantly reduces operational efficiency, increasing equipment processing time from 14 to 30-40 minutes per mobility bag.
The proposed replacement system aims to streamline mobility processing, decrease return-to-stock timing by more than half, and increase warehouse storage flexibility. Key benefits include processing more personnel simultaneously, reducing personnel needs, improving safety, increasing accessible warehouse cubic footage, and minimizing potential equipment failure points. The shelving system replacement is critical for supporting the NORAD alert mission, 120th Fighter Squadron operations, and overall mission capabilities across three warehouse areas: IPE/mobility shelves, warehouse shelves, and weapons vault shelves.

STATEMENT OF NEED
SUBJECT: Materiel Management Electric Shelving System Replacement
The primary function of the electronic mobility shelves is to house all the items and gear that are to be issued and maintained daily by the Mobility/Individual Protective Equipment (IPE) section.
The electric shelving system has been reported as a critical safety hazard and has been shut down. The shelving system currently houses all the real-world deployment equipment issued to the 140th Wing. The current shelving system is not sustainable for the tempo and real world taskings for the more than 1800 Colorado Air National Guard members. The inadequacy of the electronic system requires in most scenarios double or triple the work to issue the mobility gear.
An additional function of the materiel management warehouse is to store, issue, and provide critical parts and supplies for the NORAD alert mission and the 120th Fighter Squadron. Any impact on the shelving system could have a big impact on mission capability. The final function of the materiel management warehouse is to store and issue weapons from a secure facility. The electric shelving system inside of the weapons vault has been labeled as a critical safety hazard and has been shut down. Without proper working shelves the functions of this section are limited, and efficiency is slowed down drastically. The IPE/mobility shelves in the back of the warehouse, the warehouse shelves in the middle of the warehouse, and the shelves in the weapons vault all need to be taken out and replaced.
The current system, when functioning, takes one member fourteen minutes to fully complete an A and C mobility bag. When the system is not functioning, the time to completion increases to 30-40 minutes per member. The proposed system not only streamlines mobility processing lines by improving efficiency but also decreases the return to stock timing by more than half. This proposal provides the IPE section with the ability to process more PAX at a time while also decreasing the need for additional personnel and augmentees. An additional benefit to modifying the system is that it will provide flexibility to adjust in real time to the space necessary to store real world and training deployment gear. Additionally, this proposal provides a safer alternative.
As well as increasing the accessible warehouses cubic feet. The proposed system also limits the number of moving parts, decreasing the amount of potential failure points and excess repairs.
