About this file
This is a comprehensive specification document for the Upgrade Critical Environments I project (626-25-101) at Tennessee Valley Healthcare System in Nashville, Tennessee, accompanied by an asbestos and lead inspection report.
The project involves removing approximately 1,200 square feet of asbestos-containing floor tile and mastic from multiple locations within the facility (rooms F5, F4, D112, F150, and adjacent hallways). The work requires full compliance with OSHA 29 CFR 1926.1101 (Construction Standard for Asbestos), EPA regulations, DOT transportation requirements, and Tennessee state regulations. The contractor must establish personnel and waste decontamination facilities, maintain negative pressure containment with HEPA filtration systems, and conduct continuous air monitoring. All personnel require asbestos abatement training, medical examinations, and current respirator fit tests. The contractor must provide a Contractor's Professional Industrial Hygienist (CPIH/CIH) with minimum five years of asbestos monitoring experience and a Competent Person with four years of abatement experience. The project involves Class II asbestos work with non-friable materials that have become regulated. Disposal must occur at EPA-approved landfills with proper waste documentation and transportation protocols. The accompanying inspection report identifies asbestos contamination in floor tile mastic samples from rooms F5 (5% chrysotile), F4 (2%), F2 hallway (3%), D112 (4%), and F150 (4%), all containing chrysotile asbestos. No lead-based paint above 1.0 mg/cm² was detected in 258 paint samples tested. The specification mandates detailed submittals including staff qualifications, equipment specifications, Asbestos Hazard Abatement Plans, waste disposal arrangements, and emergency action plans before work commences. Work must generally occur during administrative hours (8:00 AM to 4:30 PM) Monday through Friday, with pre-start meetings required with VA industrial hygienists and the Contracting Officer's Representative.
