About this file

This is a Questions and Answers document for RFI Responses related to solicitation 36C24926R0049 - 626-25-101 for Upgrade Critical Environments.

The solicitation requires proposals submitted in two attachments: Attachment I for all pricing factors and Attachment II for all technical information based on evaluation factors. The proposal due date is May 15, 2026, at 2:00 PM ET. For past performance requirements, respondents should follow instructions listed in the evaluation factors; one project may satisfy multiple requirements. Phasing will follow restrictions outlined on Drawing Number AS001 rather than a fixed one-floor-at-a-time approach with 50% room turnover per phase. The turnover period between phases depends on room functionality and proper HVAC control rather than a fixed one-week period. Warranty periods begin after each room is formally accepted and signed off, not upon occupancy. Light fixtures must be cleanroom/healthcare LED flat panels that are UL-rated, fully dimmable (0-10V), 277V, with selectable Kelvins at 3500k, 4000k, and 5000k; fixtures in rooms with hard ceilings must be designed as access panels. Additional technical requirements include steam traps with pressure gauges installed before and after the trap, and for AHU 3C, a Pressure Independent Control Valve (PICV) that interfaces with the Building Automation System via BACnet/IP protocol to maintain constant flow rate regardless of pressure using 0-10 VDC proportional signals or digital commands.

RFI RESPOSNES

36C24926R0049 - 626-25-101 - Upgrade Critical Environments

1. Solicitation requires proposals in two attachments, a) Price and b) Technical. However, there is no clear list of what each volume should contain. Please provide a table of contents for each volume OR please consider a one volume proposal that contains all requested information.

Answer: Attachment I is all pricing factors. Attachment II all technical information based on the evaluation factors

2. There are multiple requirements in the past performance section. Can one project satisfy multiple requirements, or does the government expect a different project for each past performance requirement?

Answer: Please follow the instructions listed in the evaluation factors

3. Bid documents refer to a due date of 5/15 and 5/7. Please clarify Proposal due date.

Answer: Proposal due date is May 15, 2026, 2PM ET.

4. Phasing—please confirm phasing plan is (1) floor at a time with 2 phases per floor, with 50% of the rooms on each floor being turned over per phase.

Answer: NO Please refer to Phasing Restrictions on Drawing Number AS001

5. Please confirm 1-week turnover period between phases.

Answer: Turnover period will depend on if room is functional and the HVAC properly controlling before the next room can begin.

6. Please confirm that warranties will be applied per phase, as they are occupied and put into use by the facility.

Answer: After Each room is formally accepted and signed off warranty period for that room will begin

7. Can you please provide a light fixture schedule showing brand and part # as a basis of design for the replacement light fixtures? Please advise

Answer:

a. Cleanroom/healthcare LED flat panel

b. UL rated

c. Fully Dimmable (0-10V)

d. 277V

e. Selectable Kelvins – 3500k, 4000k, 5000k

f. If the fixture is going into a room with a hard ceiling, the fixture will need to be designed as the access panel

8. The AE didn’t include the following verbiage for the two items listed below:

A. Steam traps need to have a pressure gauge before and after the trap.

B. Regarding AHU 3C, the two-way modulating control valve needs to be Pressure Independent Control Valve (PICV). The (PICV) shall interface to the Building Automation System (BAS) frontend. These valves communicate with the (BAS) via electronic actuators using protocols like BACnet/IP to modulate flow, monitor performance, and optimize energy efficiency. They typically receive a 0-10 VDC proportional signal or digital commands from a controller to maintain a constant flow rate regardless of pressure.
