About this file

This is a Statement of Work (SOW) for the Sheridan Veterans Affairs Health Care System Mobile Security Surveillance Trailers acquisition. The Sheridan VA will procure three (3) solar-powered mobile surveillance trailers equipped with specialized multi-camera configurations consisting of two 180-degree panoramic cameras and one 360-degree high-definition camera mounted on a retractable mast. Each unit features Wi-Fi and cellular connectivity for data transmission and remote accessibility, with local recording on high-capacity SD cards. The acquisition includes a one-time comprehensive trailer setup fee and two hours of dedicated operational training for designated VA personnel. The contract performance period is twelve months following the date of award.

The trailers serve two primary functions: deterrence through visible presence to discourage criminal activity and unauthorized access on federal property, and post-incident analysis providing evidentiary footage for security breaches, vehicle accidents, and safety concerns. The contractor must be a certified and authorized Emergency Readiness company providing services in accordance with manufacturer specifications, with only authorized and certified personnel performing work on the contract. Contractor personnel are required to obtain badges for Sheridan VA property access and notify the VA Safety Office for access to controlled areas requiring escort. The contractor must maintain current registration through the System for Award Management (SAM). Government responsibilities include coordinating with the vendor for delivery and placement, identifying internal personnel for training and system administration, and identifying stationary hardware and software locations.

STATEMENT OF WORK

A. GENERAL INFORMATION

1. Title of Project: Sheridan Veterans Affairs (VA) Health Care System Mobile Security Surveillance Trailers.

2. Scope of Work: The Sheridan VA will purchase three (3) solar-powered mobile surveillance trailers to enhance the overarching physical security posture of the facility. Each unit will be equipped with a specialized multi-camera configuration consisting of two (2) 180-degree panoramic cameras and one (1) 360-degree high-definition camera mounted to a retractable mast. These units utilize both Wi-Fi and cellular connectivity to ensure consistent data transmission and remote accessibility. These units are designed to provide a versatile, rapidly deployable visual surveillance solution that integrates seamlessly into existing safety protocols. The cameras will record locally on high-capacity SD cards situated within the hardware. This acquisition includes a one-time comprehensive trailer setup fee and two hours of dedicated operational training for designated VA personnel.

3. Background: This request is initiated to provide continuous, 24-hour mobile surveillance for VA parking lots and peripheral areas to ensure the highest level of patient and employee safety. While the units provide 24-hour recording capabilities, the system will not be actively monitored by personnel for the full 24-hour duration. As the Sheridan VA currently lacks permanent outside surveillance cameras, these mobile units serve two primary critical functions:

Deterrence: The high-visibility profile of the trailers serves as a proactive visual deterrent to discourage criminal activity, unauthorized access, and loitering on federal property.

Post-Incident Analysis: In the event of a security breach, vehicle accident, or safety concern, the recorded high-definition footage provides essential evidentiary data for post-incident investigations and forensic review.

4. Performance Period: The term of this contract shall be effective for a twelve-month period following the date of award.
