About this file
This is a Questions and Answers document for RFQ 36C25926Q0812, addressing clarifications to the Government's requirements for three solar-powered mobile CCTV camera trailers for Sheridan VA Medical Center in Wyoming.
Core Requirement and Specifications: The Government seeks to purchase (not lease) three solar-powered mobile surveillance trailers equipped with two 180-degree panoramic cameras, one Pan-Tilt-Zoom (PTZ) camera mounted on a retractable pneumatic mast extending approximately 30 feet, LED lighting, and a speaker system. Each trailer must operate continuously via solar recharge and battery backup with a minimum of 10 days off-grid autonomy and a 5-year battery warranty. Video recording is required locally on SD cards within each camera; cloud archival is not required. The Government has removed all brand-specific references (LiveView Technologies/LVT) and this is not a brand-name-or-equal procurement—all responsive quotations meeting the stated functional requirements will receive equal evaluation consideration regardless of manufacturer. No fuel-powered generator, FIPS-validated cryptographic modules, FedRAMP certification, VA Authority to Operate, dedicated federal cloud boundary (GovCloud), Emergency Readiness certification, or integration with existing VA Police dispatch or enterprise video management systems are required. Mast height, deployment method (pneumatic/manual/electric), color, and compressor type are at the offeror's discretion provided they support the camera package.
Pricing, Delivery, and Contract Terms: The Government will use its own mobile SIM cards for connectivity; contractor-provided LTE is optional and should be priced per gigabyte actually used rather than fixed monthly caps. The 12-month contract period applies only to software (VMS base license), setup, training, and any subscribed connectivity—not the physical trailers, which the Government acquires outright. CLIN 0002 (one-time trailer setup fee) should include on-site placement, system commissioning, camera configuration, and two hours of training. Delivery address is Sheridan VAMC, 1898 Fort Road, Sheridan, WY 82801, with F.O.B. Destination and a recommended delivery window of 30–60 days after award unless the Contracting Officer specifies otherwise. This is a total small business set-aside (NAICS 561621, $25 million size standard) under FAR Subpart 12.6 for commercial items. Questions deadline: September 10, 2026, 4:00 pm EST; quote submission deadline: September 17–18, 2026, 4:00 pm EST, email only (4 MB limit) to Jennifer.sanders11@va.gov or Jessica.lottman@va.gov. The Government reserves the right to make award on initial quotes received and may make no award.

Attachment 4 – Questions & Answers: RFQ 36C25926Q0812 CCTV Mobile Camera Trailers – Sheridan VAMC Attachment 4: Questions & Answers: RFQ # 36C25926Q0812 CCTV Mobile Camera Trailers – Sheridan VAMC Question 1: Can you please provide the heights requirement, what is your mast payload, how does the government wish to mount and deploy the mast, can you please provide your color preference, does the government need an electric compressor?
Government Response:
**The PTZ camera is mounted atop a pneumatic mast (per the proposed platform, extending up to approximately 30 feet); the two 180-degree cameras are trailer/mast-mounted per the manufacturer's standard configuration. The Government has not established a separate minimum/maximum mast height or payload threshold beyond what is needed to support the SOW's camera package — offerors should propose their standard mast height and deployment method (e.g., pneumatic, manual, or electric) provided it supports the required cameras, lighting, and speaker. Color is at the offeror's standard configuration. No electric air compressor is required; deployment/retraction method is at the offeror's discretion.
Question 2: In the combined synopsis, the below is stated. Is this N/A for this solicitation since it is not medical equipment? “Steris” seems unrelated to video equipment.
Government Response:
**This has been removed from the RFQ Description and can be disregarded.
Question 3: _Offeror shall be an OEM, authorized dealer and have authorized Steris equipment Certification is a requirement for the services and maintenance contracts of medical equipment (i.e. replacement parts), verified by an authorization letter or other documents from the OEM, such that the OEM’s warranty and service are provided and maintained by the OEM. All software licensing, warranty and services associated with the medical supplies, medical equipment and/or services contracts for maintenance of medical equipment shall be in accordance with the OEM terms and conditions._ Government Response:
**This has been removed from the RFQ Description and can be disregarded.
Question 4: What major cellular carriers/service is available at location of deployment.
Government Response:
T Mobile, Spectrum, AT&T, & Verizon Question 5: The listing indicates a “total small business set-aside”. However, the Salient Characteristics list specifically references LVT. LVT is a manufacturer of camera trailers and is not a small business. However, they do have a partner program. Is your solicitation stated that any trailer provided must be made by LVT? Will a camera trailer that meets the requirements (2) 180-degree panoramic cameras and (1) 360-degree camera mounted to a retractable mast, etc.) meet the requirements?
Government Response:
**All references to LVT have been removed from Attachment 2 as this is not a Brand Name or Equal requirement.
Question 6: The RFQ suggests purchase of 3 trailers. However, it also mentions an initial 12-month term. Is this solicitation wishing to purchase the trailers outright or lease them on 12-month terms?
Government Response:
**The 12-month performance period applies to the associated software (VMS) license, trailer setup/training, and any subscribed connectivity — not to the physical hardware, which the Government will own upon delivery and acceptance.
Question 7: The Addendum to FAR 52.212-1 states that the offeror shall be an OEM or authorized dealer and references an “authorized Steris equipment Certification” related to medical equipment. Since this procurement is for mobile security surveillance trailers, please confirm whether this OEM/authorized dealer requirement applies to this acquisition and, if so, what documentation must be submitted with the quotation to demonstrate compliance.
Government Response:
**This has been removed from the RFQ Description and can be disregarded.
Question 8: The Statement of Work states that the contractor is required to provide verification that it is a “certified and authorized Emergency Readiness company” and that authorized and certified personnel must perform the work. Please clarify what specific certification or authorization is required to satisfy this provision and whether documentation must be included with the quotation.
Government Response:
Question 9: **Sensor Architecture Evaluation (Multi-Sensor 360° vs. Dual 180°)** “The SOW requests a multi-camera configuration consisting of two (2) 180-degree panoramic cameras. Will the Government consider an ‘equal or better’ single 360-degree high-resolution multi-sensor camera array that eliminates blind spots, reduces drag and mast weight, and operates on a single cable run/network drop while delivering equivalent or superior coverage?”
Government Response:
**The Government's requirement is fixed at two (2) 180-degree cameras plus one (1) PTZ camera per trailer, consistent with the current SOW. A single 360-degree multi-sensor array is not an equal substitute for evaluation purposes, as the SOW does not include a mast-mounted 360° camera requirement.
Mast-Mounted 360° Requirement & PTZ Functionality Clarification Question 10: “The SOW calls for one (1) 360-degree high-definition camera mounted to the retractable mast. Is the Government requesting a Pan-Tilt-Zoom (PTZ) camera with 360-degree continuous rotation and optical zoom to fulfill this requirement, or is the Government seeking a fixed 360-degree panoramic/fisheye view?”
Government Response:
**The PTZ camera is mast-mounted, consistent with the offered platform's pneumatic mast design. The Government is not requiring 360-degree continuous rotation as a separate mandatory feature; the PTZ camera's standard pan-tilt-zoom range combined with the two 180-degree cameras is intended to provide full coverage. A camera with a 360° mounting design/optics is acceptable but not separately mandated beyond meeting overall coverage.
Brand Name vs. Equal Determination & Mandatory J&A Requirements “The Salient Characteristics document explicitly lists brand-specific LiveView Technologies (LVT) features and product terminology. However, no formal Justification & Approval (J&A) for Brand Name or Brand Name or Equal justification was posted with the solicitation. Can the Government confirm that this acquisition is being conducted as a full ‘Brand Name or Equal’ procurement under FAR 11.104 and FAR 13.106-1(b), and that alternative equal platforms meeting or exceeding functional requirements will receive full and equal evaluation consideration?”
Government Response:
**All references to LVT have been removed from Attachment 2 as this is not a Brand Name or Equal requirement.
Adherence to VA Physical Security Directives & Standards Question 11: “VA Physical Security Directives mandate high-resolution perimeter coverage, active forensic retention, and rapid incident response integration. Will the Government clarify if proposed solutions must natively support physical security integration with VA Police dispatch and existing campus monitoring infrastructure to satisfy facility security level (FSL) requirements?”
Government Response:
**Native integration with VA Police dispatch or campus-wide monitoring infrastructure is not a requirement of this SOW. The trailers are a standalone mobile surveillance solution for parking-lot coverage with local SD storage and a standard web/mobile VMS viewing license.
Question 12: FIPS 140-2 / 140-3 Cryptographic Validation for PII Protection Question 13: “To ensure full compliance with federal data security standards and the protection of Personally Identifiable Information (PII) captured on VA medical center grounds, will the Government confirm that all video footage, metadata, and cellular telemetry captured by the mobile trailers must be encrypted at rest and in transit using FIPS 140-2 (or FIPS 140-3) validated cryptographic modules?”
Government Response:
**This SOW does not currently impose a FIPS-validated module requirement. Standard VA data-security and PII-handling requirements applicable to commercial-off-the-shelf video equipment apply; a specific FIPS certification is not a stated salient characteristic.
Question 14: Cloud Security Boundaries & Commercial Network Exclusion Question 15: “Considering VA IT security directives regarding remote access and surveillance storage, does the Government require that off-site video management, cloud processing, and remote user access strictly operate within a dedicated federal cloud boundary (e.g., AWS GovCloud) rather than traversing or storing data on unverified commercial cloud infrastructure?”
Government Response:
**Not required. There is no mandate that video management or remote access operate within a dedicated federal cloud boundary (e.g., AWS GovCloud) for this acquisition.
Question 16: FedRAMP Certification & Active VA Authority to Operate (ATO) Question 17: “To mitigate supply chain risks and eliminate lengthy post-award Risk Management Framework (RMF) assessment delays, will the Government give preference to or require mobile trailer platforms whose cloud management architecture holds an active FedRAMP Moderate Authorization and an existing Department of Veterans Affairs Authority to Operate (ATO)?”
Government Response:
**Not a mandatory requirement or evaluation preference for this acquisition. Offerors are not required to hold an existing VA ATO or FedRAMP Moderate authorization to be considered.
Question 18: Regional Interoperability & Enterprise Sharing (Cheyenne VAMC Dispatch) Question 19: “Given that neighboring facilities within NCO 19—such as the Cheyenne VA Medical Center—utilize enterprise video surveillance systems with integrated dispatch workflows, would the Government consider solutions that offer native, single-pane-of-glass integration to allow real-time feed sharing with regional dispatch center operators without requiring separate standalone software platforms?”
Government Response:
**No, single-pane-of-glass integration with a regional dispatch center is not required. Sheridan VAMC does not currently hold an enterprise video management tenancy that these units are expected to join.
Question 20: Bandwidth Efficiency & Data Overage Elimination Question 21: “The Salient Characteristics document outlines monthly cellular streaming data limits (e.g., 5GB/15GB) and asks for per-gigabyte overage pricing. Will the Government evaluate alternative cloud-hybrid architectures that stream via low steady-state bandwidth models (20–50 kbps), thereby eliminating fixed data caps and potential per-gigabyte overage charges over the lifetime of the contract?”
Government Response:
**The Government intends to use its own mobile SIM cards for connectivity; contractor-provided LTE (priced per gigabyte) is only needed if the Government elects not to use its own SIMs. Alternative low-bandwidth streaming architectures may be proposed but are not required.
Question 22: OEM Certification & Warranty Standards (VAAR 852.212-71) Question 23: “In accordance with VAAR 852.212-71 (Gray Market Items), will the Government confirm that vendors must provide direct OEM authorization and that proposed physical camera hardware must include multi-year factory warranties (e.g., 5 to 10 years) to guarantee long-term sustainment without unexpected maintenance costs to the VA?”
Government Response:
**Offerors must comply with VAAR 852.212-71 (Gray Market Items) generally. A specific 5–10 year factory hardware warranty is not separately mandated; the SOW's only stated warranty term is the 5-year battery warranty. Standard manufacturer hardware warranty documentation should be included with the quote.
Question 24: **Do you need a CCTV solar trailer with or without a camera system?** Government Response:
**The requirement is for solar-powered trailers with the full camera/lighting/speaker package described in the SOW, not a bare solar trailer platform. Application: 24-hour mobile surveillance of VA parking lots for patient and staff safety.
Question 25: ** What’s the application for those solar-powered trailers? ** Government Response:
The VA does not have an answer to this.
Question 26: **What height of telescopic mast do you need? We have 7meters and 9meters options.** Government Response:
**The Government has not established a fixed minimum/maximum mast height (e.g., 7m vs. 9m) or a required lifting method (manual, electric, or pneumatic). Offerors should propose their standard mast configuration provided it adequately supports and elevates the required camera package for effective parking-lot surveillance coverage.
Question 27: **What type of lifting do you need for the telescopic mast? We have manual and electric lifting options. ** Government Response:
**The Government has not established a fixed minimum/maximum mast height (e.g., 7m vs. 9m) or a required lifting method (manual, electric, or pneumatic). Offerors should propose their standard mast configuration provided it adequately supports and elevates the required camera package for effective parking-lot surveillance coverage.
Question 28: Attachment 2 identifies a “Base Solar-powered LVT mobile surveillance unit” and references several LVT-specific services and features. Is the VA requiring LVT equipment, or will an equal mobile surveillance trailer that meets or exceeds the stated functional requirements be acceptable?
Government Response:
**All references to LVT have been removed from Attachment 2 as this is not a Brand Name or Equal requirement.
Question 29: Attachment 2 lists a “Smart Generator” and states that a backup power generator is included. Is an onboard fuel-powered generator specifically required, or may an equivalent solar/battery backup-power solution meeting the required operating duration be proposed?
Government Response:
**No fuel-powered generator is required. The requirement is continuous operation via solar recharge and battery, with a minimum of 10 days off-grid autonomy and a 5-year battery warranty, as stated in the SOW.
Question 30: The SOW requires local recordings on high-capacity SD cards. Would an onboard NVR/edge recording system with equal or greater local storage capacity be considered acceptable?
Government Response:
**Recording is required to local SD cards within each camera, consistent with the SOW. An equal or greater-capacity onboard NVR/edge system is not required.
Question 31: Attachment 2 references LVT Command Center, Enterprise Management, Detect & Deter, and related cloud services. Are these specific LVT services required, or may an offeror provide equivalent remote management, event notification, analytics, deterrence, cybersecurity, and VMS functionality?
Government Response:
**All references to LVT have been removed from Attachment 2 as this is not a Brand Name or Equal requirement.
Question 32: The SOW states that the contractor must provide verification that it is a “certified and authorized Emergency Readiness company.” Could the VA please clarify the specific certification or authorization required to satisfy this provision?
Government Response:
The VA does not have the answer to this.
Question 33: Attachment 2 lists the shipping destination as Cheyenne VA Medical Center, 2360 E. Pershing Blvd., Cheyenne, WY, while the solicitation and SOW identify Sheridan VAMC. Please confirm the required delivery and set up location for the three trailers.
Government Response:
**Delivery Address has been corrected on Attachment 2: Salient Characteristics.
Question 34: For the required two 180-degree panoramic cameras and one 360-degree HD camera per trailer, are these viewing-coverage requirements, or are specific camera form factors or technologies required? May an offeror propose functionally equivalent NDAA-compliant cameras that provide the specified coverage?
Government Response:
**The two 180° panoramic cameras and one PTZ camera are functional/coverage requirements. NDAA-compliant cameras that provide equivalent coverage, resolution, and functionality are acceptable; a specific brand form factor is not mandated.
**Emergency Readiness Certification**The SOW requires verification that the contractor is a “certified and authorized Emergency Readiness company.” Please identify the specific certification, issuing organization/manufacturer, and documentation the Government requires to satisfy this requirement.
Government Response: The Government has removed this certification requirement from the SOW. SOW has been revised to REMOVE the following from Section E: “Required to provide verification they are a certified and authorized Emergency Readiness company and can provide services in accordance with manufacturer specification for emergency systems” 30.
**OEM / Manufacturer Authorization and Steris Language**FAR 52.212-1 Addendum paragraph (b) references an OEM/authorized dealer requirement, an OEM authorization letter or other OEM documentation, and “authorized Steris equipment Certification.” Please confirm:
Question 35: whether the OEM/authorized dealer requirement and manufacturer authorization documentation apply to this mobile surveillance trailer acquisition; and Question 36: whether the Steris certification language is applicable or may be disregarded as unrelated to this requirement.
Government Response:
**This has been removed from the RFQ Description and can be disregarded.
31**.** **LVT Brand Name or Equal**Attachment 2 specifically references an “LVT mobile surveillance unit,” while the quotation instructions discuss submitting documentation for “equal” products. Please confirm whether LVT is the required brand or whether brand-name-or-equal mobile surveillance systems meeting all salient characteristics are acceptable.
Government Response:
**All references to LVT have been removed from Attachment 2 as this is not a Brand Name or Equal requirement.
32.
**Required Storage and Cellular/Data Configuration**Attachment 2 references both 7 days of local storage / 5 GB of data streaming and 30 days of local storage / 15 GB per month, as well as both single-camera and multi-camera viewing. Please identify the minimum required configuration for each trailer for storage, monthly cellular data, and camera viewing capability.
Government Response:
**Storage is local, on SD cards within each camera (capacity per manufacturer standard configuration; not cloud-tiered). Monthly cellular data is not a Government-funded requirement if VA-provided SIM cards are used; if contractor LTE is quoted, price per gigabyte actually used rather than a fixed monthly cap.
33.
**Delivery Location:**The RFQ/SOW identifies the Sheridan VAMC at 1898 Fort Road, Sheridan, WY 82801-8320, while Attachment 2 identifies delivery to the Cheyenne VA Medical Center, 2360 E. Pershing Blvd., Cheyenne, WY 82001. Please confirm the required delivery and set up location for pricing purposes.
Government Response:
**Delivery Address has been corrected on Attachment 2: Salient Characteristics.
34.
Software, Cellular/Data, and Subscription Term The requirement includes Command Center access, VMS integration, cellular connectivity, alert management, and related software functionality, while the SOW establishes a 12-month contract period. Please confirm whether all software licenses, platform access, cellular/data service, and other recurring subscriptions are required for the full 12-month period, and whether any renewal periods beyond 12 months should be included in the quoted price.
Government Response:
**All software licensing (VMS base license), setup, and training must be included for the 12-month base period. LTE/monitoring subscriptions beyond the base period, if any, will be handled as options/renewals and should be separately priced on a monthly basis rather than bundled into the base price.
**Existing VMS Integration**Attachment 2 requires “current VMS integrations.” Please confirm whether integration with an existing VA VMS is required under this contract. If so, please identify the VMS manufacturer/platform and version with which the proposed system must integrate.
Government Response:
**Sheridan VAMC does not have an existing VMS requiring integration. A standalone, browser/mobile-accessible cloud-based VMS providing live and recorded video access is acceptable.
**Minimum Trailer/Camera Technical Specifications**The SOW identifies two 180-degree panoramic cameras and one 360-degree HD camera per trailer but does not provide minimum resolution, mast height, low-light/night capability, power autonomy, or similar performance thresholds. Please confirm whether the Government has minimum specifications for these features that must be met for technical acceptability.
Government Response:
**The Government has not established separate minimum resolution, low-light, or power-autonomy thresholds beyond those stated in the SOW (10-day off-grid autonomy, 5-year battery warranty). Offerors should propose their standard commercial specifications for the listed camera/lighting package, and technical acceptability will be evaluated against the SOW's stated functional requirements.
37.
**Trailer Setup / Commissioning Scope**Please clarify what the Government expects under CLIN 0002, “Trailer Setup,” including whether the price should include on-site placement, system commissioning, cellular/software activation, camera configuration, generator setup, system testing, and the required two hours of training.
Government Response:
**The one-time trailer setup fee (CLIN 0002) should include on-site placement, system commissioning, camera configuration, and the two hours of training specified in the SOW. Cellular/software activation should be included where applicable to Government-selected connectivity.
**Required Delivery / Installation Schedule**The solicitation states F.O.B. Destination and a 12-month contract period but does not specify a required delivery date after award. Please provide the required or desired timeframe for delivery, setup, commissioning, training, and Government acceptance of all three trailers.
Government Response:
**Recommend stating a delivery window of 30–60 days after award unless the CO specifies otherwise; no specific date is currently fixed in the SOW.
Question 37: Warranty / Support Period The solicitation requires OEM warranty and service to be maintained through the OEM but does not state a minimum warranty duration. Please confirm the minimum required hardware warranty, software support, and maintenance/support period to be included in the quotation.
Government Response:
**Minimum warranty is the 5-year battery warranty specified in the SOW. A separate multi-year hardware/software support period beyond standard manufacturer terms is not otherwise mandated.
Question 38: Is this for purchasing the trailers or leasing them for 12 months?
Government Response:
**Purchase. See response to Q6 above — the three trailers are acquired outright; the 12-month period governs software/services only.
Question 39: Is there an aerial map of the location these will be placed? Would like to show coverage area of the trailers.
Government Response:
** No formal aerial map or site survey is being issued with this solicitation. Offerors may reference publicly available satellite/mapping imagery of Sheridan VAMC, 1898 Fort Road, Sheridan, WY 82801, for general site layout.
The VA does not have a response to this.
Question 40: Is this a bid for a solar trailer or a solar hybrid trailer?
Government Response:
**Solar-powered with battery backup, per the SOW (10 days off-grid autonomy). A "hybrid" (solar + fuel generator) configuration is not required.
Question 41: What is the expectation of storage video? 7 days? 30 days?
Government Response:
** The Government has not established a minimum required retention period, such as 7 days or 30 days, for stored video. Storage is local, on SD cards within each camera, and retention duration will depend on the card capacity and recording settings of the offeror's standard platform. Offerors should state the typical retention duration their system provides under standard recording configuration so the Government can evaluate it against the intended use of continuous parking-lot surveillance.
Question 42: Could you please confirm whether mobile camera trailers are required to have built-in generators, or whether a separate external generator may be provided if it meets the required operational and power needs of the system?
Government Response:
**Storage is local to SD cards in each camera; the Government has not established a specific minimum retention day-count beyond standard card capacity. Offerors should state their standard local-storage duration based on card capacity and typical usage.
Question 43: Additionally, do you have any preferred camera trailer brands for this requirement that offerors should consider?
Government Response:
** No, the Government does not have a preferred camera trailer brand for this requirement. All brand-specific references, including those to LiveView Technologies (LVT), have been removed from Attachment 2, and this is not a Brand Name or Equal procurement. Any offeror proposing a solution that meets or exceeds the salient characteristics described in the Statement of Work, including the required camera configuration, lighting, speaker, and power-autonomy specifications, will receive full and equal consideration.
There is no preference.
Question 44: Should mobile camera trailers integrate with an existing Sheridan VAMC VMS? If so, please provide the VMS manufacturer/platform and version. If not, please confirm whether a standalone, browser-accessible cloud-based VMS providing live/recorded remote video access and integration capability is acceptable.
Government Response:
** No, the mobile camera trailers are not required to integrate with an existing Sheridan VAMC video management system, as Sheridan VAMC does not currently have an existing VMS in place for outdoor camera surveillance of this kind. A standalone, browser and mobile-accessible, cloud-based VMS that provides live and recorded remote video access is acceptable, consistent with the one-year VMS base license contemplated in the Statement of Work.
Question 45: -Brand-name determination and Justification & Approval.
Attachment 2 – Salient Characteristics is written in LiveView Technologies (LVT) product and package terminology ("Solar-powered LVT mobile surveillance unit," "Smart Generator," "Detect and Deter," "Alert Management," "Enterprise Management," "Command Center"), and no Justification & Approval was posted with the solicitation.
Question 46: Please confirm that there is no brand-name requirement for the mobile camera trailers and that offerors are to propose solutions that meet or exceed the salient characteristics.
Government Response:
** No, this acquisition is not being conducted as a brand-name-or-equal procurement under FAR 11.104. Brand-name-or-equal procedures require the solicitation to identify a specific brand as the basis of the requirement while permitting equal substitutes, and this solicitation no longer names any brand, since all LiveView Technologies (LVT) references have been removed from Attachment 2. It is instead a standard functional, salient-characteristics-based procurement, meaning every responsive quotation, regardless of manufacturer, will be evaluated equally against the same stated functional requirements. Because no brand-name restriction exists in the solicitation, no Justification & Approval is required to support one.
Question 47: If a Justification & Approval for a brand-name or brand-name-or-equal procurement exists for this requirement, will the Government please post or share that document?
Question 48: Please confirm that this acquisition is being conducted as a brand-name-or-equal procurement under FAR 11.104 and FAR 13.106-1(b), and that alternative platforms meeting or exceeding the functional requirements will receive full and equal evaluation consideration.
Question 49: The Addendum to FAR 52.212-1 states that "The Government is not requesting or accepting alternate quotations," while Volume I requires cut sheets confirming that an "equal" product meets or exceeds the salient characteristics. Please confirm that a quotation offering an "equal" product is not an "alternate quotation" and is responsive.
Government Response:
**All references to LVT have been removed from Attachment 2 as this is not a Brand Name or Equal requirement.
Medical equipment, Steris, and "Emergency Readiness" language.
Question 50: Please confirm that the references to medical equipment and Steris certification are erroneous and will be removed. The Addendum to FAR 52.212-1 states that "This procurement is for new OEM medical supplies, medical equipment and/or services contracts for maintenance of medical equipment (i.e. replacement parts)" and that the "Offeror shall be an OEM, authorized dealer and have authorized Steris equipment Certification." This is inapplicable to solar-powered mobile surveillance trailers. We request the paragraph be amended to reference the actual end items while retaining the gray-market prohibition of VAAR 852.212-71.
Government Response:
**This has been removed from the RFQ Description and can be disregarded.
Question 51: SOW Section E requires the contractor to "provide verification they are a certified and authorized Emergency Readiness company and can provide services in accordance with manufacturer specification for emergency systems." No such certification is defined and no accrediting body is named. Please confirm whether this is also erroneous carryover; if it is intended to apply, please identify the specific certification, the accrediting body, and the acceptable documentary evidence.
Government Response:
** No state-specific electrical, low-voltage, or alarm-contractor license is anticipated, as the trailers are self-contained units that do not require fixed building installation or a permanent electrical connection Question 52: SOW Section E also requires "appropriate certifications for all individuals performing duties on this project." Please identify those certifications, and confirm whether a State of Wyoming electrical, low-voltage, or alarm-contractor license is required given that the units are self-contained trailers requiring no fixed building installation or permanent electrical connection.
Government Response:
** No state-specific electrical, low-voltage, or alarm-contractor license is anticipated, as the trailers are self-contained units that do not require fixed building installation or a permanent electrical connection NAICS/PSC classification, limitations on subcontracting, and the Nonmanufacturer Rule.
Question 53: The solicitation assigns NAICS 561621 – Security Systems Services (except Locksmiths), a services code, while the posting assigns PSC 6350 – Miscellaneous Alarm, Signal and Security Detection Systems, a supply code, and the requirement is predominantly the delivery of three trailers. Please confirm the intended classification and which limitation on subcontracting applies. FAR 52.219-14 is not marked applicable in the clause matrix; please confirm that is intentional.
Government Response:
** This requires a formal determination on (1) whether NAICS 561621 (services) or PSC 6350 (supply) properly governs a predominantly hardware-delivery requirement, and (2) whether an SBA class or individual nonmanufacturer waiver applies given that trailer platforms in this class are generally produced by other-than-small manufacturers.
Question 54: FAR 52.219-33, Nonmanufacturer Rule, is marked applicable. Under 13 CFR 121.406(b), a nonmanufacturer must supply the end item of a small business manufactured in the United States absent an SBA waiver, and mobile surveillance trailer platforms in this class are manufactured by other-than-small concerns. Please confirm whether an SBA class waiver or individual waiver applies to this requirement and, if so, cite it by amendment. If no waiver applies, please clarify how a small-business offeror can comply, as this may materially restrict competition on a total small-business set-aside.
Domestic preference — which certificate applies.
FAR 52.225-3 (Buy American – Free Trade Agreements – Israeli Trade Act) is marked applicable as a clause, but Volume III requires FAR 52.225-2 (Buy American Certificate), which pairs with clause 52.225-1 — and 52.225-1 is not marked. FAR 52.225-5 (Trade Agreements) is likewise not marked.
Question 55: Please confirm which certificate offerors must complete: 52.225-2 or 52.225-4.
Government Response:
** Recommend confirming (1) whether FAR 52.225-2 (Buy American Certificate) or 52.225-4 governs given the clause matrix currently shows 52.225-3 without its usual 52.225-1 pairing; (2) whether the trailers/cameras qualify as COTS items exempt from the domestic-content component test under FAR 25.101(a)(2)(i) — commercial camera trailers of this type are plausibly COTS Question 56: Please confirm whether the Government considers the trailers and cameras commercially available off-the-shelf (COTS) items, which are exempt from the domestic-content component test under FAR 25.101(a)(2)(i).
Government Response:
** Recommend confirming (1) whether FAR 52.225-2 (Buy American Certificate) or 52.225-4 governs given the clause matrix currently shows 52.225-3 without its usual 52.225-1 pairing; (2) whether the trailers/cameras qualify as COTS items exempt from the domestic-content component test under FAR 25.101(a)(2)(i) — commercial camera trailers of this type are plausibly COTS Question 57: The required Buy American Certificate is not among the posted attachments (Attachment 1 – SOW and Attachment 2 – Salient Characteristics). Will the Government issue it as an attachment, or should offerors reproduce and complete the provision of the text?
Government Response:
** Recommend confirming (1) whether FAR 52.225-2 (Buy American Certificate) or 52.225-4 governs given the clause matrix currently shows 52.225-3 without its usual 52.225-1 pairing; (2) whether the trailers/cameras qualify as COTS items exempt from the domestic-content component test under FAR 25.101(a)(2)(i) — commercial camera trailers of this type are plausibly COTS Purchase versus 12-month subscription, and the end of the base term.
Question 58: SOW Section A.4 states that "the term of this contract shall be effective for a twelve-month period following the date of award," while CLIN 0001 is a purchase of three trailers. Please clarify whether the Government is acquiring title to the trailers as a one-time purchase with a separate 12-month software and connectivity subscription, or a 12-month lease/service subscription with the units returned to the contractor at end of term. This determination materially changes the price and structure of every quote received.
Government Response:
** the trailers are a one-time purchase (Government takes title upon delivery/acceptance); the 12-month period applies only to the VMS software license and any recurring connectivity/monitoring subscriptions.
Question 59: Attachment 2 requires “data overages cost per gigabyte."
Government Response:
** Where an offeror's architecture includes unlimited or uncapped data and therefore has no overage rate, how should that line be completed — "$0.00," "Not Applicable," or "No overage — included"? Please confirm such an entry will not be treated as an incomplete submission.
Question 60: (b) Will the Government evaluate alternative cloud-hybrid architectures that stream at low steady-state bandwidth, thereby eliminating the fixed monthly data caps referenced in Attachment 2 (e.g., 5 GB / 15 GB tiers) and any per-gigabyte overage charges over the life of the contract?
Government Response:
** offerors with uncapped/unlimited data architectures may enter "$0.00" or "N/A — included" on the per-gigabyte overage line.
Camera configuration — sensor architecture and mast camera.
Question 61: The SOW requests a multi-camera configuration consisting of two (2) 180-degree panoramic cameras. Will the Government consider an "equal or better" single 360-degree high-resolution multi-sensor camera array that eliminates blind spots, reduces mast drag and weight, and operates on a single cable run/network drop while delivering equivalent or superior coverage?
Government Response:
** the requirement is fixed at two 180-degree cameras plus one PTZ camera per trailer; a single 360-degree multi-sensor array is not being solicited as an equal substitute, and 360-degree continuous rotation is not a separate mandatory PTZ feature.
Question 62: The SOW calls for one (1) 360-degree high-definition camera mounted to the retractable mast. Is the Government requesting a pan-tilt-zoom (PTZ) camera with 360-degree continuous rotation and optical zoom, or a fixed 360-degree panoramic/fisheye view?
** the requirement is fixed at two 180-degree cameras plus one PTZ camera per trailer; a single 360-degree multi-sensor array is not being solicited as an equal substitute, and 360-degree continuous rotation is not a separate mandatory PTZ feature.
Backup generator — mandatory component or performance outcome?
Attachment 2 requires a solar-powered base unit with "back-up power generator included" and references a "Smart Generator." Please confirm whether a fuel-burning generator is a mandatory salient characteristic, or whether the underlying requirement is continuous uninterrupted operation, satisfiable by a higher-capacity solar array and lithium battery system with a 120 VAC shore-power charging input. Given deployment on a VA medical center campus, please also confirm whether on-site fuel storage, refueling, spill containment, and applicable NFPA and fire-code compliance would be the responsibility of the contractor or the Government.
Government Response: No, a fuel-burning generator is not a mandatory salient characteristic. The underlying requirement is continuous, uninterrupted operation, which may be satisfied by a higher-capacity solar array and lithium battery system with a 120 VAC shore-power charging input, consistent with the SOW's 10-day off-grid autonomy and 5-year battery warranty terms. Because no fuel-burning generator is required, on-site fuel storage, refueling, spill containment, and associated NFPA and fire-code compliance are not applicable to this acquisition; the Government is not assuming responsibility for fuel logistics or code compliance for equipment it has not required.
Question 63: Will the Government identify the three placement locations prior to quote submission, and are they paved, level, and free of significant overhead shading?
Question 64: Delivery is F.O.B. Destination with "location to be specified upon award." Please provide the delivery address for quoting purposes and state the required delivery date or number of days after award, as the SOW establishes no delivery schedule.
Government Response:
**Delivery Address has been corrected in Attachment 2: Salient Characteristics.
Question 65: To ensure compliance with federal data security standards and protection of PII captured on VA medical center grounds, will the Government confirm that all video footage, metadata, and cellular telemetry must be encrypted at rest and in transit using FIPS 140-2 or FIPS 140-3 validated cryptographic modules?
** none of these are mandatory requirements for this acquisition. FIPS-validated cryptographic modules, a dedicated federal cloud boundary (e.g., GovCloud), and FedRAMP Moderate/VA ATO are not required or evaluated as a preference.
Question 66: Does the Government require that off-site video management, cloud processing, and remote user access operate strictly within a dedicated federal cloud boundary (e.g., AWS GovCloud) rather than traversing or storing data on commercial cloud infrastructure?
** none of these are mandatory requirements for this acquisition. FIPS-validated cryptographic modules, a dedicated federal cloud boundary (e.g., GovCloud), and FedRAMP Moderate/VA ATO are not required or evaluated as a preference.
Question 67: To mitigate supply chain risk and avoid post-award Risk Management Framework assessment delays, will the Government give preference to, or require, platforms whose cloud management architecture holds an active FedRAMP Moderate authorization and an existing VA Authority to Operate?
Government Response:
** none of these are mandatory requirements for this acquisition. FIPS-validated cryptographic modules, a dedicated federal cloud boundary (e.g., GovCloud), and FedRAMP Moderate/VA ATO are not required or evaluated as a preference.
Question 68: VA physical security directives mandate high-resolution perimeter coverage, forensic retention, and rapid incident-response integration. Will the Government clarify whether proposed solutions must natively support integration with VA Police dispatch and existing campus monitoring infrastructure to satisfy Facility Security Level requirements?
Government Response:
** Native integration with VA Police dispatch or campus monitoring infrastructure is not a requirement of this SOW, consistent with the answer at Q11 above.
Question 69: Given that neighboring facilities within NCO 19 — such as the Cheyenne VA Medical Center — operate enterprise video surveillance with integrated dispatch workflows, would the Government consider solutions offering native single-pane-of-glass integration allowing real-time feed sharing with regional dispatch operators without a separate standalone software platform?
Government Response:
** Not required, consistent with the answer at Q18/19 above. Sheridan VAMC does not currently hold an enterprise video management tenancy that these units are expected to join.
Question 70: Does the VA (VISN 19 / Sheridan) hold an existing enterprise video management tenancy that these three units are expected to join? If so, who is the designated administrator, and does the Government hold an existing enterprise license agreement?
Government Response:
** No, Sheridan VAMC does not have an existing enterprise video management tenancy for these trailers to join. A standalone VMS (e.g., the 1-year base license contemplated in the SOW) is acceptable.
Question 71: Please state the minimum required video retention in days, confirm whether onboard retention alone is acceptable or cloud archival is also required, and identify the required export format for release of footage to VA Police for evidentiary use.
Government Response:
** No minimum retention day-count is established beyond local SD card capacity (see Q41 above); cloud archival is not required Question 72: In accordance with VAAR 852.212-71 (Gray Market Items), will the Government confirm that offerors must provide direct OEM authorization, and that proposed camera hardware must include multi-year factory warranties (e.g., five to ten years) to guarantee long-term sustainment at no unexpected maintenance cost to the VA? Please also confirm whether an OEM authorization letter is a required submittal with the quotation, as it is required by the Addendum to FAR 52.212-1 but is not listed among Volumes I through III.
Government Response:
** A multi-year (5–10 year) factory hardware warranty is not separately mandated; the SOW's only fixed warranty term is the 5-year battery warranty.
Question 73: Restatement of Attachment 2 as measurable requirements.
Will the Government restate Attachment 2 as measurable functional and performance thresholds rather than one manufacturer's package tiers — specifically minimum camera resolution and field of view, minimum deployed mast height and wind rating at full mast, minimum days of battery autonomy without solar recharge, minimum onboard video retention in days, minimum ingress protection (IP) rating, and required deterrent capabilities? As written, evaluation Factor 1 ("the extent to which it can meet and/or exceed the Government's requirements") cannot be applied objectively to a non-LVT solution.
Government Response: “LVT was removed from requirement”
