STATEMENT OF WORK

A. GENERAL INFORMATION

1. Title of Project: Sheridan Veterans Affairs (VA) Health Care System Mobile Security Surveillance Trailers.

2. Scope of Work: The Sheridan VA will purchase three (3) solar-powered mobile surveillance trailers to enhance the overarching physical security posture of the facility. Each unit will be equipped with a specialized multi-camera configuration consisting of two (2) 180-degree panoramic cameras and one (1) 360-degree high-definition camera mounted to a retractable mast. These units utilize both Wi-Fi and cellular connectivity to ensure consistent data transmission and remote accessibility. These units are designed to provide a versatile, rapidly deployable visual surveillance solution that integrates seamlessly into existing safety protocols. The cameras will record locally on high-capacity SD cards situated within the hardware. This acquisition includes a one-time comprehensive trailer setup fee and two hours of dedicated operational training for designated VA personnel.

3. Background: This request is initiated to provide continuous, 24-hour mobile surveillance for VA parking lots and peripheral areas to ensure the highest level of patient and employee safety. While the units provide 24-hour recording capabilities, the system will not be actively monitored by personnel for the full 24-hour duration. As the Sheridan VA currently lacks permanent outside surveillance cameras, these mobile units serve two primary critical functions:

Deterrence: The high-visibility profile of the trailers serves as a proactive visual deterrent to discourage criminal activity, unauthorized access, and loitering on federal property.

Post-Incident Analysis: In the event of a security breach, vehicle accident, or safety concern, the recorded high-definition footage provides essential evidentiary data for post-incident investigations and forensic review.

4. Performance Period: The term of this contract shall be effective for a twelve-month period following the date of award.
