A. INTRODUCTION
San Simon School, located in the Sonoran Desert of south-central Arizona, is a Tohono O’odham Bureau of Indian Education school serving approximately 280 students in kindergarten through the eighth grade. San Simon serves the three western districts of Pimiento, Gu-Vo District, and Hickiwan District of the great Tohono O’odham Nation.
B. PURPOSE & OBJECTIVE
The successful Contractor shall be responsible for providing all equipment, installation, manpower, accessories, transportation, tools, supplies and material in accordance with this SOW to provide a complete and satisfactorily operational HVAC and Building Automation System. The Contractor shall coordinate the features of all materials and equipment, so they form an integrated system, with components and interconnections matched for optimum performance at each location. The Contractor shall include all engineering, material, freight, labor, demolition, project management, commissioning, integration, testing, and training in their proposal.
C. SCOPE
Replace and repair HVAC systems as detailed in Section F, TASK IDENTIFICATION. Software Control System for Climate Control / Systems upgrades for the San Simon school. This includes installation, programming, graphics, and networking for each unit to create a new Building Automation System for the San Simon school. The new system shall communicate utilizing the BACnet communication protocol.
The Contractor shall furnish all supervision, materials, equipment, tools, and personnel necessary to manage and accomplish the work. The Contractor shall provide sufficient technical support and project management to assure quality, and the accuracy of estimates, and provide flexibility to the staff. Additionally, the Government shall rely on the Contractor's expertise in recognizing and addressing problematic issues and successful execution. It is the Government's expectation that work executed against this project shall exhibit superior quality, responsiveness, and customer service.
The Contractor's work responsibility shall include all planning, administration, coordination, and management necessary to provide all work as specified. The work shall be conducted by the Contractor in strict accordance with the contract and all applicable Tribal, Federal, State, and local laws, regulations, codes, or directives as applicable. The Contractor shall ensure that all work provided meets or exceeds critical reliability rates or tolerances specified or included in applicable documents.
The following general work requirements shall also apply:
• Field verifies all existing conditions, utilities, dimensions, and clearances impacted by the work.
• Notify the CS, Facility Manager and COR of any deficiencies or other conditions encountered.

• Coordinate work with applicable codes and school requirements.
• If classes are in session, the Contractor may be required to complete a construction integration phasing plan, or work before or after normal work hours and potentially on weekends. The Contractor shall be required to sign in at the work site during normal/school hours. After normal/school hours, the Contractor shall notify Security when they leave for the day and dispose of debris in a manner as specified by the COR, and local, State, and Federal regulations.
D. GOVERNMENT- FURNISHED RESOURCES
The Contractor can request with approval and coordination of the COR a request for the facility’s staff to assist with access to site areas and coordination of as-built development.
E. TASK IDENTIFICATION
The Contractor shall provide all materials and labor to implement HVAC system replacement and repairs as detailed below. The ductwork shall be cleaned as the air handlers are being replaced and portions of the ducting, piping, and insulation shall be replaced as needed. The Contractor shall bring to the owner’s attention any damaged ductwork, torn/separated connections, inoperative dampers, etc. The owner may choose to have the Contractor repair such defects at an additional expense or repair them through other means. The Contractor shall conduct a full TAB (testing and balancing) as part of the final commissioning and meet within 5% of the original design.
Additionally, all ductwork supply and return to the AHU/CVs shall be cleaned, and construction-installed filters are to be replaced before operation.
Apply and install all items per the manufacturer's written instructions. Refer conflicts between the manufacturer's instructions and the contract documents to the COR for resolution. Provide submittals and manufacturer installation instructions to the COR with submittals before commencing installation of any item. Installation of the item shall not be allowed to proceed until the recommendations are received and approved by the COR. Failure to furnish these recommendations is a cause for rejection of the material. All items that require access, such as for operating, cleaning, servicing, maintenance, and calibration, shall be easily and safely accessible by persons standing at floor level, mobile platform, or ladder.
Examples of these items include, but are not limited to, all types of valves, filters and strainers, transmitters, and control devices. Before commencing installation work, refer to conflicts between this requirement and contract documents to the CS and COR for CO resolution. Failure of the Contractor to resolve or point out any issues shall result in the Contractor correcting such issues at no additional cost or delay to the Government.
Complete coordination/shop drawings shall be required per Paragraph 12, PRODUCT DATA, AND SUBMITTALS. Construction work shall not start on any system until the submittals, safety plans, and coordination/shop drawings have been approved by COR. The contractor shall perform the following tasks:

1. Obtain all Materials and Permits:
The Contractor shall ensure that all materials necessary to perform this statement of work are ordered promptly upon Notice to Proceed (NTP). AHUs may be replaced in phases to limit downtime of systems or equipment, as approved by the COR. To avoid delays, all parts and equipment shall be on hand or readily accessible for a given phase before the commencement of work. The Contractor shall also ensure that all work permits, licenses, bonds, accident prevention plans, scheduled products used, and safety data sheets are provided (and approved) before beginning construction.
2. Provide a Work Breakdown Schedule (WBS):
The Contractor shall provide the COR within ten business days of the Notice to Proceed (NTP) a detailed work schedule outlining how the Contractor shall meet the conditions of this contract. The work to be performed for this contract shall take place on the weekends/nights as necessary to avoid any conflicts with the day-to-day operations of the school.

3. Demolish Existing:
The Contractor is to verify with the school that asbestos is not present before the start of work. If asbestos is encountered the Contractor shall inform the COR.
The Contractor shall provide all necessary materials, expertise, and labor to perform the removal, and replacement of equipment. The Contractor shall replace all insulation that is disturbed as part of the SOW. Air handlers will be disassembled in their current locations.
All bulk waste shall be disposed of properly by all applicable laws and regulations.
Climate control systems are to remain active to the extent possible during the renovation process. The Contractor shall provide a phasing plan detailing how they will minimize the disruption of conditioned air to the facility.
School personnel and students shall not be disturbed in any way during construction. The Contractor is to confine the work to the immediate area concerned; maintain cleanliness and wet down demolished materials to eliminate dust. Debris accumulated in the area to the detriment of plant operation is prohibited. Perform all flame cutting to maintain the fire safety integrity of this facility. The Contractor is to employ a fire watch and ensure no flammable gases are stored at the school. Adequate fire extinguishing facilities shall always be available. Perform all work per recognized fire protection standards. Inspection shall be made by personnel of the Support Services Division, and the Contractor shall follow all directives of the COR regarding rigging, safety, fire safety, and maintenance of operations.
Unless specified otherwise, all piping, wiring, conduits, and other devices associated with the equipment not re-used in the new work shall be completely removed from Government property. This includes all concrete pads, pipes, valves, fittings, insulation, and all hangers including the top connection and any fastenings to building structural systems. All openings shall be sealed, or fire stopped as required after removal of equipment, pipes, ducts, and other penetrations in the roof, walls, and floors, in an approved manner and per contract documents where specifically covered. The structural integrity of the building system shall be maintained. Reference shall also be made to the contract documents of the other disciplines in the project for additional facilities to be demolished or handled. LOTO (Lockout tag out) practices shall be employed for safety.
The Contractor shall dispose of all other material and equipment, devices, and debris that is demolished as outlined in the contract documents. Such material shall be removed from Government property expeditiously and shall not be allowed to accumulate.
4. Install Air Handler Unit (AHU)
a. The new Air handlers and cooling system shall be set up per the manufacturers’ specifications. The newly installed air handler shall function per the manufacturer’s specifications. The Contractor is to perform a Test and Balance (TAB) after the installation of new AHUs. Each grille, diffuser, and register shall be identified as to the location and area on the schematic diagram or equipment schedule.

or other finished spaces as required.
c. NFPA 5000®, Building Construction and Safety Code® mandates where fire dampers are required and their required ratings as well as access and identification requirements for fire and smoke dampers.
5. Conduct Punch List Walk Through:
The Contractor shall conduct a pre-punch list before conducting a joint punch list walk-through with the COR. The Contractor is to correct all deficiencies to the satisfaction of
COR.
6. Equipment Standards:
a. Equipment and installation shall comply with Section 10000 to 10060– Mechanical of the BIA School Facilities Design Handbook
b. Equipment shall be designed for MERV-13 filter capability, if applicable.
c. No changes/substitutions/modifications to the list of equipment provided in the proposal may be made without approval.
d. New original equipment from the manufacturer (less than 1 year from the date of manufacture) without blemish or defect are allowed. No used or refurbished equipment or parts will be accepted.
e. Where a specific piece of equipment has been discontinued and/or replaced by a new model, submission of the new model does not guarantee acceptance. If the Contractor is proposing a model other than that specified, the Contractor must provide descriptive literature with the proposal to ensure the product offered follows specifications as detailed in paragraph 12. (d) Data and submittals.
7. Execution of Work at the Site:
a. Upon receipt of the Notice to Proceed (NTP) the Contractor shall survey the existing site conditions and agree with the COR to a phasing plan. Removing & installing the new units shall be done after hours on regular workdays & weekends. In no event shall the work of the Contractor interfere with the operations of the school.
b. The Contractor shall make sure that all the working personnel shall be well trained & equipped to carry out the job.
c. The Contractor shall provide all wiring, control wiring (including thermostats), and install devices required for the operation of the system.
d. Provide Ground Fault Circuit Interrupter (GFCI) receptacles for all outlets as required by code.
e. The Contractor shall have limited access to the compound only to the areas designated for the project. The Contractor shall be responsible for safeguarding all materials and equipment required for the work.
f. It shall be the Contractor’s responsibility to protect and keep the surrounding work area clean and free from spills & debris.
g. No work shall begin at the site until all equipment & materials for that part of the work are 100% available at the site and temporary barricades have been installed to isolate the area as agreed with COR.

h. The Contractor shall make sure that the working space is kept free of safety hazards and is cleaned after work in each shift. All the equipment body shall be thoroughly cleaned without any damages to the satisfaction of COR or the designated person.
i. The Contractor shall ensure all workers have passed criminal background checks to be able to work on this project.
j. The work is to be completed safely per OSHA rules and regulations. Including the use of proper PPE (personal protective equipment). And provide the school with SDS (Safety Data Sheet) sheets as required.
k. The Contractor shall comply with the school’s security procedures, and policies as enforced by the school.
l. Any rework due to the Contractor's fault should be promptly rectified by the Contractor at no additional cost to the school.
m. The Contractor shall partake in inspection and punch list walk-throughs with the COR and school (or appointee of the school) and rectify identified deficiencies promptly.
n. Firestopping through any fire-rated partition shall be performed by the Contractor. The fire-stopping system used shall be UL-compliant.
o. The Contractor is to ensure that all vibration control protocols are in place including vibration dampening hangers and pads as required.
p. Seismic forces for equipment shall be incorporated.
8. Product Data and Submittals:
a. Provide manufacturer's certification that products comply with referenced standards.
b. Submit a complete phasing plan/schedule with manpower levels before commencing work. The phasing plan shall be detailed enough to provide milestones in the process that can be verified.
c. The contractor shall make all necessary field measurements and investigations to assure that the equipment and assemblies shall meet contract requirements and that all equipment that requires regular maintenance, calibration, etc. are accessible from the floor, mobile platform, or ladder.
d. The Contractor shall provide submittals to the COR for approval within ten business days from the Notice to Proceed (NTP). If at any time during the project, it is found that any item does not meet the BIA School Facilities Design Handbook specifications and there was no variance approval, the Contractor shall correct such deficiencies at no additional cost or time to the Government even if a submittal was approved.
9. Drawing Submissions:
a) No equipment shall be fabricated or delivered until the receipt of approved shop drawings from the COR or approved representative.
b) The equipment manufacturer shall provide the following information with each shop drawing/product data submission:
1) Dimensioned arrangement drawings for each piece of equipment including a plan and elevation view of the assembled unit with overall dimensions, lift points, unit shipping split locations and dimensions, installation and operating weights, and installation, operation, and service clearances.

2) All electrical, piping, and ductwork requirements, including sizes, connection locations, and connection method recommendations.
3) Each component of the unit shall be identified, and mechanical specifications shall be provided for the unit and accessories describing construction, components, and options.
4) All performance data, including capacities, and airside and waterside pressure drops, for components.
5) Fan curves shall be provided for fans with the design operating points indicated. Data shall be corrected to actual operating conditions, temperatures, and altitudes.
c) If the Contractor proposes the installation of new equipment on rooftops or mezzanines, the Contractor shall provide, at their own expense, engineering data to prove the structure can withstand the additional loading. The Contractor is responsible for all costs associated with reinforcing the structure to withstand the additional loading.
d) FINAL DELIVERABLES – The contractor shall provide a set of shop drawings as well as one (1) electronic copy of all deliverables. Electronic copies shall be provided in the following formats: Reports in PDF format, Drawings in PDF format, three sets.
Specifications in Microsoft Word format, Cost Estimates in Microsoft Excel format Engineering Calculations, Notes, and or Test results in PDF format.
e) The Contractor shall list any exceptions to this specification.
10. Design Submissions The DB Contractor shall provide five (5) design submissions corresponding to the following levels of design development:
• Schematic Design (20%)
• Design Development (40%)
• Preliminary Construction Documents (70%)
• Completed Construction Documents (99%)
• Final Construction Documents (100%)
Design submissions shall comply with references listed in section 22 of Codes and Standards. Reviews shall be made by the Government and/or the Government’s authorized representative(s). As part of its review, the Government may offer submission reviews to local code officials. The Contractor shall provide complete sets (2 full and 2 half-size hard copies) of current progress plans, calculations, and specifications for the design reviews. In addition, the Contractor shall provide a PDF electronic copy of all drawings, calculations, and material catalog cuts. The DB Contractor shall show design activities in their Construction Project Management schedule for all submissions. The schedule must include 21 calendar days for Government review time.
11. DSRM Review and Approvals

In accordance with the Indian Affairs Manual Part 23, Ch. 1, the Office of Facilities, Property and Safety Management (OFPSM), Division of Safety and Risk Management (DSRM) is responsible for enforcement of IA policy, adopted safety and health codes and mandated standards for IA controlled facilities. The project design shall be approved by DSRM per the U.S. Department of the Interior Safety, Health, and Accessibility Design Guidelines for Architects, Engineers, and Design Firms (2020).
Preliminary Construction Documents (70% design) shall be submitted to the DSRM for review for compliance with IA-adopted safety and health codes, policy, and mandatory standards. Subsequent document submittals are required at the 99% and 100% design levels. The Contractor shall allow DSRM twenty-one (21) calendar days to review and approve submissions. The Contractor must receive written approval from IA before proceeding with construction activities.
12. Contractor Field Quality Control:
The Contractor shall develop and maintain a Quality Control Plan (QCP) to ensure services are performed per the contract and this SOW. The Contractor shall develop and implement procedures to identify, prevent, and ensure non-recurrence of defective services. The Contractor’s QCP is how they ensure that all work complies with the requirements of the contract.
The finalized QCP shall be accepted by the Government at the time of the award. The Contracting Officer may notify the Contractor of required modifications to the plan during the period of performance. The Contractor then shall coordinate suggested modifications and obtain acceptance of the plan by the Contracting Officer. Any modifications to the program during the period of performance shall be provided to the Contracting Officer for review no later than 10 business days before the effective date of the change. The QCP shall be subject to the Governments review and approval. The Government may find the QCP "unacceptable" whenever the Contractor’s procedures do not accomplish quality control objective(s). The Contractor shall revise the QCP within ten (10) business days from receipt of notice that the QCP is found "unacceptable."
13. Manufacture’s Field Services:
The manufacturer’s representative shall provide technical assistance and guidance for installation. The quality of all work shall be the responsibility of the Contractor. Sufficient inspections and tests of all items of work, including that of subcontractors, to ensure conformance to applicable specifications and drawings concerning the quality of materials, workmanship, construction, finish, functional performance, and identification shall be performed continuously.
14. Omissions:
Omissions from the drawings or specifications or the misdescription of details of work which are manifestly necessary to carry out the intent of the drawings and specifications, or

which are customarily performed, shall not relieve the Contractor from performing such omitted or misdescribed details of the work but they shall be performed as if fully and correctly set forth and described in the drawings and specifications.
15. Schedule:
The work may begin immediately upon BIE contract approval, signatures of the contract and NTP are given. The Contractor shall provide the COR within ten business days of the Notice to Proceed (NTP) with a detailed work schedule outlining how the Contractor shall meet the conditions of this contract. The work to be performed for this contract shall take place after school to avoid any conflicts with day-to-day operations. All work shall conform to the BIA School Facilities Design Handbook: Coordinate all work activities and anticipate interruptions with the site Facility Manager:
a) The project shall be completed according to the submitted schedule.
b) The Contractor shall furnish product data and review the submittals for materials that will be used as part of the construction with COR.
c) The Contractor shall provide all close-out documents, copies of certifications, warranties, etc., as required by the contract.
d) Submit deliverables to the Contracting Officer Representative (COR).

The Contractor shall complete the on-site construction work within 60 calendar days. The review of submittals is not included in the contractor’s performance time. The total contract period of performance will be 180 calendar days after issuance of the Notice to Proceed.
16. Contract Administration:
a) The Contractor shall not perform work that is outside the SOW (included) unless directed in writing by the Contracting Office (CO). Any work done by the Contractor outside the SOW without direction from the Contracting Officer shall be at the Contractor's own risk.
b) The CO shall provide a Notice to Proceed (NTP) to begin the performance of work after the contract has been awarded.
c) The Contracting Officer's Representative (COR) or Facility Manager at the San Simon School shall be designated for the oversight of this contract. The COR shall coordinate the schedule for each phase, approve technical submittals, inspect work, monitor progress, accept completed work, review invoices, review change orders, and issue/receive Government Furnished Items. The COR has the authority to direct the Contractor to stop the performance of work if unsafe work conditions are observed.
d) 42 CFR § 137.379- Davis Bacon Act and Wage Rate The laws regulating wages and hours of workers employed under this contract are subject to the Davis-Bacon Act.

The Contractor shall provide the COR with all appropriate Original Equipment Manufacturers (OEM) and user manuals for new AHUs and network controllers:
a) Warranty for equipment
b) Installation and operating manuals for each air handler
c) Valve warranty and paperwork
d) Shop drawings and wiring diagrams
e) Structural analysis and drawings as applicable for new equipment installations on roofs, mezzanines, or existing building structures whereby additional loads could affect the structural integrity of the building.
f) System Commissioning documents
g) Training Material
h) Equipment Preventive maintenance schedule
i) Software Documentation
j) CAD or other recognized industry standard drawings
k) Provide each unit, one spare set of air filters. Suitable box and label spare filters as to their usage. Provide also spare belts for belt-driven equipment.
l) Filters shall be min MERV 13 for occupied spaces.
18. Warranties:
a) The Contractor shall be providing a comprehensive warranty that covers a period of one year from substantial Acceptance. This warranty shall cover all parts, labor, shipping, and expenses, such that no additional cost is incurred by the school for warranty work.
b) Warranties for refrigerant compressors shall be 5 years minimum and shall include parts, labor, and refrigerant.
19. Testing:
a) Refrigerant System:
Every refrigerant-containing part of every system that is erected on the premises, except compressors, condensers, vessels, evaporators, safety devices, pressure gauges and control mechanisms that are listed and factory tested, shall be tested, and proved tight after complete installation, and before operation. Tests shall include both the high-and low-pressure sides of each system at not less than the lower of the design pressures or the setting of the pressure relief device(s). The design pressures for testing shall be those listed on the condensing unit, compressor, or compressor unit nameplate, as required by ASHRAE 15-2001.
All positive pressure tests shall be run for one-hour duration without any observed leakage. Release pressure, repair any leaks, and retest each system as necessary until no leaks occur.
Tests shall be performed with an inert-dried gas including, but not limited to, nitrogen and carbon dioxide. Oxygen, air, flammable gases, and mixtures containing such gases

shall not be used.
Dehydration: Following the positive pressure tests, dehydrate each system with a vacuum pump. Draw and hold an initial vacuum of 500 microns for five (5) minutes.
Break this vacuum by pressurizing it with dry nitrogen to 50 psig. Draw and hold a second vacuum of 250 microns for five (5) minutes. Verify the vacuum obtained with a mercury (HG) column or an electronic vacuum gauge.

The Contractor shall provide a multi-disciplined team to furnish the services required to complete the work. Each team member responsible shall be knowledgeable of and provide work in compliance with the most current editions of all applicable codes, standards, and guidelines as adopted by BIA.
