About this file
This is an amendment notice to RFP 2026-NHED-BSFIN-01 issued by the New Hampshire Department of Education, Division of Education Analytics & Resources, Bureau of School Finance, regarding a School Finance Data System procurement. The RFP seeks a comprehensive system to replace the current manual data collection process and collect, warehouse, and analyze school finance data from approximately 200 public school districts and charter schools using a newly developed Uniform Chart of Accounts. The system must include mandatory capabilities such as role-based data access and permissions, cross-walking functionality to map existing charts of accounts, data validation and submission workflows, federal reporting output generation, cost-per-pupil calculations, public-facing dashboards, and integration with existing state systems. The vendor must also migrate approximately ten years of historical data from the existing Department of Education Financial Reporting System. The amendment modifies the original schedule by adding a second mandatory vendor conference on Wednesday, July 22, 2026 at 2:00 p.m. via webinar (with an optional first conference on July 15, 2026), extending the vendor inquiry period to July 29, 2026, and extending the final state response to vendor inquiries to August 5, 2026. The final proposal submission deadline is Wednesday, September 9, 2026 at 2:00 p.m., with vendor selection estimated for October 30, 2026 and anticipated Governor and Council approval in January 2027.
The contract is structured as Firm Fixed Price for an initial two-year term aligned with the US Department of Education federal grant period ending September 27, 2027, with an option for a two-year extension at the Agency's sole discretion, subject to satisfactory performance and continued funding. The evaluation allocates 800 points (80 percent) to the technical proposal—comprising Company Profile (300 points), Proposed Solution (400 points), and Technical Requirements (100 points)—and 200 points (20 percent) to pricing. Vendors must submit proposals using the RFP 2026-NHED-BSFIN-01 Vendor Workbook in searchable PDF format, with the Technical Proposal separated from the Price Proposal. The project is funded through a US Department of Education grant awarded in September 2023. The vendor must ensure compliance with FERPA, New Hampshire Privacy Regulation HP1612, and the Americans with Disabilities Act.
