About this file
This addendum provides vendor question-and-answer responses for RFP 2026-NHED-BSFIN-01, issued by the New Hampshire Department of Education, Division of Education Analytics & Resources, Bureau of School Finance for a School Finance Data System. The RFP seeks proposals for a comprehensive system to replace manual data collection processes across approximately 200 public school districts and charter schools. The system must include role-based access controls, data validation workflows, federal reporting capabilities (F-33, SLFS, and NPEFS), cost-per-pupil calculations, and public-facing dashboards, with migration of approximately ten years of historical data from the existing Department of Education Financial Reporting System (DFRS). A vendor conference is scheduled for July 15, 2026 via webinar, with proposals due September 9, 2026 at 2:00 p.m. Vendor selection is estimated for October 30, 2026, with anticipated Governor and Council approval in January 2027. The contract is structured as Firm Fixed Price for an initial two-year term aligned with the US Department of Education federal grant period ending September 27, 2027, with an option for a two-year extension at the Agency's sole discretion subject to satisfactory performance and continued funding.
The addendum addresses contractor concerns regarding liability limitations, default and remediation procedures, termination rights, intellectual property ownership, and subcontractor requirements. The State indicated openness to negotiating liability caps for indirect and consequential damages, revising default notice procedures to reflect industry standards, adding contractor termination rights for material State breach with 30-day cure periods, clarifying contractor ownership of pre-existing intellectual property with royalty-free State licensing rights, and modifying subcontract review requirements to allow contractor redaction of pricing and proprietary information. The project is funded through a US Department of Education grant awarded in September 2023. The RFP evaluation allocates 800 points (80 percent) to the technical proposal and 200 points (20 percent) to pricing. Proposals must be submitted using the RFP 2026-NHED-BSFIN-01 Vendor Workbook in searchable PDF format with the Technical Proposal separated from the Price Proposal. The system must comply with FERPA, New Hampshire Privacy Regulation HP1612, and the Americans with Disabilities Act.
