This is a Scope of Work and specification document for the New Hampshire Department of Transportation (NHDOT) for the procurement of portable, trailer-mounted changeable message signs (PCMS). The procurement requires the purchase of new, full-matrix LED dynamic message signs available in two sizes—large signs with a width of 136 inches (±5 inches) capable of displaying 3 lines of 18-inch-high letters with 8 characters per line, and medium signs with a width of 96 inches (±4 inches) capable of displaying 3 lines of 12-inch-high letters with 8 characters per line. Each PCMS unit must include wireless and wired communications equipment, hardware, software, delivery, integration, training, technical assistance, and warranty information. The specification does not explicitly state response deadlines, due dates, or bidder conference dates within the document; however, the specification establishes comprehensive technical and operational requirements that bidders must meet for contract award.
The specification requires that PCMS manufacturers demonstrate a minimum of 5 years of prior experience in manufacturing large and medium outdoor PCMS systems and must have at least 10 different LED PCMS systems currently in operation using the National Transportation Communications ITS Protocol (NTCIP 1203 v02). Sellers are required to provide a two-year warranty beginning after a two-month burn-in period, with on-site warranty service within 24 hours of notification and temporary equipment provisions if repairs cannot be completed within seven days. Payment terms are Net 30 to the NHDOT Bureau of Turnpikes, with a single payment for the total quantity and type of signs furnished and delivered as specified. The procurement includes mandatory training on sign operation, maintenance, communication systems, and remote software control at the delivery destination, with seller-provided training materials. Delivery must be coordinated to the NHDOT Bureau of Mechanical Service in Concord, New Hampshire, with advance notice of at least 24 hours required and delivery restricted to Monday through Friday between 08:00 and 14:30 local time.
