About this file
This document is a Small Business Participation (SBP) Report Template related to a federal contract opportunity. The template is designed to ensure consistency in SBP reporting during contract performance. It requires the contractor to provide data on small business participation, including dollars obligated to small businesses, small disadvantaged businesses, veteran-owned small businesses, service-disabled veteran-owned small businesses, women-owned small businesses, and HUBZone small businesses. Contractors are required to submit annual reports during the contract period, as well as a final consolidated report within 60 days of contract completion. The template also includes instructions for completing the report and calculating the SBP percentages.
The related federal contract opportunity is for the United States Army Space and Missile Defense Command (USASMDC) Design, Development, Demonstration, and Integration II (D3I2) Domain 1 (D1) requirement. This is a draft Request for Proposals (DRFP) that has been released for informational purposes only, and a formal RFP solicitation is not yet available. The DRFP includes various exhibits and attachments, such as the Statement of Work, labor category descriptions, cost and pricing information, and other contract instructions and templates.

Small Business Participation Progress Narrative:
Instructions
Small Business Participation (SBP) Report Instructions
The SBP Report template is designed to ensure consistency among SBP reports received by the Government. Other than Cell A-28 - Total Prime Contract Dollars Obligated, only data for Small Businesses (SB) obligations (to include SB Primes) is required for this report. Do not enter any dollars obligated to Large Business or Other Than Small Business in Rows 2-26.
The SBP Report shall be submitted during contract performance annually for the period ending 30 September. Reports are due 30 days after the close of each reporting period. A summary SBP report is also required for each task order within 60 days of task order completion. Additionally, a final consolidated report detailing performance for the entire contract is required within 60 days of contract completion. Reports are required when due, regardless of whether there has been any activity since inception of the contractor or the previous reporting period. (reference CDRL A111)
1. Populate Rows 2-26 (as needed) with requested data. The date of the dollar figures used for Columns C thru H should coincide with the end of the reporting period. Columns C thru H will be auto-summed in cells C-28 thru H-28. Any small business prime contractor is reminded that it should use its own performance (to include any applicable socioeconomic designations) in calculating SBP achievements. Additionally, the same dollar amount entered in the SB column for individual firms should be reentered into any applicable socioeconomic cell and match the dollar amount entered in the SB column. For example, a SB firm that is also a WOSB and HUBZone SB would require the same dollars obligated amount to be populated in the SB, WOSB, and HUBZone cell.
2. Populate Cell A-28 (highlighted green) with Total Prime Dollars Obligated by the Government. The date of the dollar figure used for Cell A-28 should coincide with the end of the reporting period. Once A-28 is populated, the SBP percentages will be auto-calculated in cells C-30 thru H-30.
3. Populate Cells C-31 thru H-31 (highlighted green) with SBP Percentages proposed in final proposal. Once populated, the SBP performance vs. goals Delta will be auto-calculated in cells C-32 thru H-32. A negative percentage indicates that a goal is not being met.
4. Use merged cells starting at Row 34 to provide narrative of SBP performance against goals. If not meeting proposed goals, provide rational for the shortfall and evidence of a good faith effort plan to address the situation.
