On each TAB, enter the requested data in the yellow highlighted cells. The offeror may edit the worksheet to accommodate the offeror's normal accounting practices but the general format shall remain intact for evaluation and contract administration purposes. TABs have been pre-populated with formulas to aid the offeror in calculating the proposed price. The offeror is responsible for ensuring that all calculations within each TAB are accurate and reflective of the offeror's proposed price.
STEP 1 TAB Labor Category Mapping: The Labor Category Mapping TAB is intended to be used by offerors to show the calculation of composite base labor rates for each RFP Labor Category. The worksheet has been pre-populated with formulas to calculate the composite base labor rate for each RFP labor category based on the offeror's proposed Contractor Internal Labor Categories and assigned weightings. The resulting composite base rates for each RFP labor category as shown in Row 19 shall be used to populate TAB 1a. Direct Labor Rates. If the base direct labor rates detailed are not used for both the CONUS and High CONUS Government Site and Contractor Site locations, develop a separate mapping for the applicable site, ensuring the tables are appropriately labeled.
NOTE: Not all proposed team members (prime and major subcontractors) are required to propose a Fully Burdened Labor Rate (FBLR) for every RFP labor category. However, the prime offeror shall ensure that the Contract Rate Tables contain at least one prime FBLR or major subcontract FBLR for every RFP labor category by calendar year for both CONUS and High-Cost CONUS areas and for both Government Site and Contractor Site.
Instructions:
1. Provide the offeror's contractor fiscal year (CFY) from and to dates.
2. Provide the proposed mapping of RFP labor categories to the offeror's contractor/corporate labor categories with minimum education, experience, and description of duties to demonstrate that the offeror is proposing qualified personnel for the effort in accordance with RFP Attachment 02. There are 110 rows available for detailing the offeror's contractor/corporate labor categories etc. If more than 110 rows are needed, insert additional rows ensuring the formulas for calculating the "Base Direct Labor Rates" are updated to include the added rows. Also, verify the added rows are included in the calculation of the total of the allocation percentages in the "Percentage Total" row at the bottom of the Labor Category Mapping Total.
3. If a particular RFP labor category is a composite of more than one of the offeror’s contractor/corporate labor categories, the offeror shall provide the calculation of the composite with the assigned weightings, identifying percentages the contractor/corporate labor categories are anticipated to work in the RFP labor categories. If a proposed RFP labor category is comprised of only one contractor/corporate labor category, the offeror shall provide the crosswalk to the offeror’s single contractor/corporate labor category and assign a weighting of 100 percent. Ensure the "Percentage Total" equals 100%. If a "No" is identified in the "Percentage Total = 100" row, ensure: (i)the allocation percentages are correctly identified to contractor/corporate labor categories and (ii)the calculation of the allocation percentage, in the "Percentage Total" row, includes any added rows.
4. For every proposed contractor/corporate labor category, input the proposed base labor rate for the offeror's contractor fiscal year identified in this worksheet.
5. The labor rates, identified in the "Base Direct Labor Rates" row (Row 19) shall be used to populate TAB 1a. Direct Labor Rates.

STEP 1: Labor Category Mapping
The Labor Category Mapping TAB is intended to be used by Offerors to show the calculation of composite base labor rates for each RFP Labor Category. The worksheet has been pre-populated with formulas to calculate the composite base labor rate for each RFP labor category based on the Offeror's proposed Contractor Internal Labor Categories and assigned weightings. The resulting composite base rates for each RFP labor category as shown in Row 19 shall be used to populate the TAB 1a. Direct Labor Rates. If the base direct labor rates detailed are not used for both the CONUS and High CONUS Government Site and Contractor Site locations, develop a separate mapping for the applicable site, ensuring the tables are appropriately labeled.
NOTE: Not all proposed team members (prime and subcontractors) are required to propose a FBLR for every RFP labor category. However, the prime offeror shall ensure that the Contract Rate Tables contain at least one prime FBLR or major subcontract FBLR for every RFP labor category by calendar year for both CONUS and High-Cost CONUS areas and for both Government Site and Contractor Site.
The offeror is responsible for ensuring that all calculations within this worksheet are accurate and reflective of the offeror's proposed price.
Red text is shown as an example only. The offeror shall ensure that red text amounts are not included in the offeror's proposed price.
