INSTRUCTIONS:
1) Sign-In Sheet.
2) Pass out handouts and go over with contractors:
a. SF 1442 page #2 – block #19, must acknowledge all amendments

3) Review the Statement of Work/Project Specifications (if applicable)
4) SAM Registration – must be registered with UEI number and be considered a small business for the specific size standard associated with NAICS code mentioned above
5) Payment/Performance Bonds are only to be provided if your company is awarded the contract. Original (notarized) Bid Bond will need to be provided with Contractor’s bid/quote/proposal at time of submission.
a. Payment Bond, or otherwise annotated in the Solicitation under FAR Clause 52.228-13 – Alternative Payment Protections: MUST HAVE OVER $35K
b. Performance Bond: MAY HAVE OVER $35K; MUST HAVE OVER $150K
c. Bid Bond/Guarantee: MUST HAVE OVER $150K
d. Block 12a of the SF 1442 states in parenthesis, “If YES, indicate within how many calendar days after award in item 12b.” Once the contract is awarded to the winning proposal, payment/performance bonds will be required AFTER AWARD in the timeframe listed in block 12b – the bid bond, if required, BY THE CLOSE DATE OF THE SOLICITATION
6) Stay together during the walk-through.
7) Questions must be submitted in writing, then the questions and answers will be posted to SAM.gov as an amendment to the solicitation. It is each contractor’s responsibility to check for any amendments issued and to acknowledge the amendments. Failure to acknowledge the amendments when submitting your bid/quote/proposal package may render your bid/quote/proposal unresponsive.
8) Bids/Quotes/Proposals are due by: see solicitation/SF1442 for details – Block 13a
9) Questions are to be submitted to ruth_pagan@ios.doi.gov no later than 5 calendar days following the organized site visit OR July 22, 2026 @ 12PM ET. Communicate only with Ruth Pagan during the solicitation phase of this project.
