About this file
This is a Master Elevator Specifications Spreadsheet for a nationwide VA elevator modernization program that provides contractors with detailed information necessary to develop accurate bids across 101 Contract Line Item Numbers (CLINs) spanning multiple Veterans Integrated Service Networks (VISNs).
The workbook organizes elevator modernization requirements across two primary tabs: the CLIN Information tab identifies 101 separate CLINs by location, VISN assignment, period of performance (ranging from 286 to 1,825 days), and number of elevators per site (1 to 28 units); the Master Elevator List tab provides granular site-specific equipment details including elevator type (hydraulic or traction), capacity, speed, floor coverage, roping configuration, plunger size, building criticality ratings, seismic design categories, phasing restrictions, and comprehensive condition assessments. Key operational considerations documented include laydown space availability (200 square feet for hydraulic, 400 for traction), internal storage capabilities, contractor parking restrictions and availability, machine room drawing availability, electrical single-line drawing availability, hydraulic plunger assembly installation dates, and site-specific hazardous material impacts. The elevators represent diverse vintages and conditions—ranging from 1928 drum-driven units to 2012 modernized systems—with recommendations spanning from minor component repairs to complete system replacements. Contractors must cross-reference CLINs to specific elevators using site names and VISN numbers, with all data current as of the solicitation issuance date and subject to updates from the program team.

| Instructions for Use of Workbook |
| Purpose of This Workbook: |
This workbook provides contractors with the information necessary to develop accurate bids for the elevator modernization efforts within the program. The data is organized to allow clear navigation between CLIN-level requirements and detailed elevator specifications.
How to Use This Workbook:
1. Start with the CLIN Information (Tab: “CLIN Info”) Begin by reviewing the CLIN breakdown to understand which Contract Line Item Number (CLIN) you will be bidding on.
The CLIN Info tab provides:
-The CLIN number associated with each group of elevators.
-The site/city where the elevators are located.
-The VISN associated with each site.
-The Period of Performance (PoP) for each CLIN.
-The number of elevators included at each site under that CLIN.
Use this tab to identify the correct CLIN and associated site before reviewing detailed specifications.
2. Review Detailed Elevator Information (Tab: “Master Elevator List”) After determining the CLIN you will be pricing, refer to the Master Elevator List for detailed, site-specific equipment information.
This tab includes:
-Elevator type (hydraulic or traction) -Floors served -Platform size -Phasing requirements or restrictions -Condition assessment summaries -Additional operational or site-specific considerations Use this information to verify scope elements and ensure your proposal addresses each elevator’s unique requirements.
3. Cross-Referencing CLINs to Elevators -Each elevator in the Master Elevator List is associated with a specific site and VISN, which align with the sites listed in the CLIN Info tab.
-Use the site/city name and VISN number to cross-reference between the two tabs as needed.
4. General Notes -Ensure you review both tabs before finalizing your bid.
-All data is current as of the date of issuance; updates will be provided if required.
-If discrepancies or questions arise, contact the program team for clarification prior to submission.
