The Department of Veterans Affairs Technology Acquisition Center seeks nationwide elevator modernization services across 101 VA medical center locations, with Step One technical proposals due May 22, 2026 at 14:00 EDT. Contract line items 0001–0013 are exclusively set aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSBs); CLINs 0014–0101 are unrestricted. This is a two-step sealed bidding process, with only offerors accepting acceptable technical proposals invited to Step Two bid opening.
Place of performance spans the United States across multiple Veterans Integrated Service Networks (VISNs), with periods of performance ranging from 286 to 1,825 calendar days depending on location and elevator quantity. The most recent Master Spreadsheet (dated May 28, 2026) reflects 100 CLINs following removal of CLIN 0051 (Buffalo, VISN 2) and addition of one elevator to CLIN 0061 (Brooklyn, VISN 2), increasing Brooklyn from 16 to 17 elevators.
Bidders must hold an active state-issued elevator contractor license or certification in their own name; a single state license satisfies the requirement regardless of worksite locations. All personnel must comply with background investigations commensurate with VA facility access. Bidders must demonstrate proof of bonding capacity for performance and payment bonds equal to 100 percent of contract price, current workers' compensation and general liability insurance ($500,000 per occurrence), and employer's liability coverage of at least $100,000. Work encompasses complete turnkey modernization of hydraulic and traction elevator systems. Scope includes new geared or gearless machines, controllers, governors, safety devices, hoist ropes, microprocessor control systems, and non-proprietary elevator control systems with open diagnostic and programming access. All work must comply with VA Master Specifications (Divisions 01, 07, 09, 14), ASME Safety Codes (A17.1–A17.6, A18.1, 2022 editions), NFPA standards (13, 70, 72, 101, 252), International Building Code, ANSI/ASME QEI-1, ASSE A10.4, VA Barrier Free Design Standard PG-18-13, and VA Seismic Design Handbook H-18-8. A Professional Engineer is required where work modifies structural, plumbing, electrical, fire protection, or other building systems. Contractors must conduct thorough pre-bid evaluation and submit requests for information (RFIs) for identified discrepancies; in the absence of RFI submissions, the contractor will be assumed to deliver as specified and code-compliant. Deliverables include electronic O&M manuals, programming and diagnostic tools with keys and codes, VA staff training on operation and emergency procedures, and minimum one-year full coverage warranty. VA arranges and provides Qualified Elevator Inspector (QEI) inspections; contractors cooperate but do not include QEI services in the bid.
Prevailing wage rates apply across all CLINs per Davis-Bacon requirements; wage determinations are organized by CLIN grouping (0001–0013, 0014–0034, 0035–0053, 0054–0075, 0076–0101). Award will be made on lowest-price basis to individual CLINs with bids opened sequentially. Large business concerns on unrestricted CLINs must submit a small business subcontracting plan within seven calendar days of award, with VA-recommended goals including 10.33 percent small business, 7.0 percent VOSB, 5.0 percent SDVOSB, and 5.0 percent each for SDB and WOSB. Payment follows milestone structure with financing payments for bonds (1%), submittals and design (5%), equipment ordered (12%), mobilization and demolition (32%), and installation complete and final acceptance (50%), monthly progress and interim payments unavailable.
