About this file
This document outlines a sample order and related federal contract opportunity for the Army Ground Aerial Target Control System (AGATCS) Support Development Production program. The sample order requests a response to develop three remotely operated high-speed fixed-wing aerial targets within 12 months to support the AGATCS. Targets must operate at 375 knots and 20,000 feet, be delivered to Redstone Arsenal, AL, and address hardware/software design, reviews, testing, production, documentation, and delivery. The related federal contract opportunity is a pre-solicitation for the AGATCS SDP program through the U.S. Army Contracting Command Orlando. The anticipated single-award IDIQ contract over five years plus two optional one-year periods will provide AGATCS capabilities for aerial, maritime, and ground targets. Interested vendors must submit a distribution agreement by July 14, 2020 to receive solicitation attachments and provide input on the documentation. A virtual one-on-one meeting will be held on July 21, 2020 with registration by July 15, 2020. Anticipated contract award is third quarter 2021.

(a) Sample Order A: Remotely Operated Aerial Target
(a)(1) Requirement: The Government has a new requirement to have a remotely operated high speed fixed-wing aerial target. The remotely operated aerial target must be ready to support a first mission in 12 months with three (3) aerial targets. Targets must operate under the control of the Army Ground Aerial Target Control System (AGATCS). Present a response that outlines the approach and indicates a thorough understanding of the requirement. Some hardware and software integration should be expected.
(a)(2) Operating Conditions: Targets must be able to operate using waypoint following at 375 knots indicated air speed and 20,000 feet (MSL).
(a)(3) Delivery Location: Redstone Arsenal, AL
(a)(4) Applicable Documents: For an actual aerial target control development, the contractor would be provided an interface control document (ICD) and would have access to an actual target. For the example task, no ICD will be provided, so the contractor must list all assumptions made.
