G. Background:
Iguaca Aviary is a US Fish & Wildlife facility that revitalizes Threatened and Endangered (T&E) species, specifically the Puerto Rican Green Parrot. The complex was constructed circa 2005. It is located within the boundary of the El Yunque National Forest.
Parrot Breeding Season occurs annually from December through June. Noise and major exterior activity is strictly prohibited during this time of year.
El Yunque National Forest is a tropical rain forest. Hurricanes Irma and Maria impacted the entire forest. Aviary facilities must be constructed with consideration of the potential for catastrophic hurricanes.
Rainwater from the roofs is collected for non-potable uses (such as cleaning parrot cages, etc.). The existing roof systems are failing. They were constructed of silicone spray over urethane foam insulation, over a concrete deck. The existing roof design is inappropriate for the location.
Project Summary H. The project consists of the design and construction to:
1) Building 1 and 2 roofs shall be stripped to the concrete deck; then covered with insulation, cover board, and 80 mil thick TPO with 55 mil thick fleece back liner.
2) Provide a complete Photovoltaic and Battery Energy Storage System, interconnected with the existing Aviary electrical system. All design and construction work shall be in accordance with the attached document “Photovoltaic and Battery Energy Storage System Design Specifications”.
3) Special conditions. All work occurring within the existing Aviary compound shall be coordinated with USFWS staff to prevent impacts to the Puerto Rico Parrot and other Threatened and Endangered species. Activities that may create noise or disturbance will be only be allowed from June through December to avoid impacts to parrot breeding periods. All exterior construction work should be completed during this period. Mitigations for COVID-19 and sanitation requirements shall meet Centers for Disease Control (CDC) specifications and guidelines. DBC shall comply with all requirements of the latest Executive Order from the Governor of Puerto Rico regarding mitigation and control to prevent the spread of the Coronavirus (COVID-19). DBC shall provide all employee training, personal protection equipment and self-certification submissions to DTRH required by the Executive Order. No use of Aviary restroom facilities or other facility buildings will be permitted. DBC shall provide and maintain portable toilet facilities for construction workers. Contractor must provide separate portable toilet facilities for their employees. Contractor employees must maintain 6-foot separation distance and wear face masks when interacting with Government staff.
I. Scope includes a multi-disciplinary design based on USDA Forest Service provided TPO Roof and Photo Voltaic Battery Energy Storage System Design Specifications. DBC shall finalize into a complete set of construction drawings, specifications, schedule of items, and construction cost estimate. Include a building and site design that is compliant with all building codes, agency space policy, security requirements, and agency requirements as outlined. Upon final approval of the Complete Stamped and Signed Construction Documents, the building and site shall be constructed as designed and specified, according to all applicable law and requirements.
J. The project will include, but not be limited to, the following:
Review the data and material provided in the RFP package.
Upon award, determine and provide design schedule of work.
Submit list of required permits.
Analyze site and electrical utilities Submit (Preliminary) Conceptual Design, (50%) Design Development, (100%) Draft Construction Documents and (Final) Design Drawings and Specifications for Government review and approval.
Provide schedule of construction work.
Secure work area and provide for continued access to the facility.
Construct project.
Create and provide operations and maintenance manual.
Provide As-Constructed drawings.
K. Design work shall include, but not be limited to, the following:
Building 1 and 2 roofs:
Replace roofs per Specifications provided by the USDA FOREST SERVICE.
Complete photovoltaic and battery energy storage system. Include automatic transfer devices required to integrate backup and renewable energy systems interconnected with the existing Aviary electrical system, per the technical specifications written by Nation Renewable Energy Lab and provided by USDA FOREST SERVICE.
Evaluate options to use renewable energy sources as the primary power to the site during the Design Development phase. Provide necessary site improvements to facilitate use of renewable energy system during Design Development as the site’s primary power energy source. Connection to the existing utility grid shall remain, and back-up generator system design shall be capable of providing full power to the facility.
Complete lightning protection and grounding system as required by code.
