About this file

This document provides an amendment to a solicitation for roof replacement and photovoltaic system installation services. The USDA Forest Service is seeking to replace roofs and install a 26kW photovoltaic system and 24kW battery energy storage system at the Jimenez Aviary in Puerto Rico. The amendment provides clarification on bonding requirements, attendance at a pre-bid meeting, existing engineering studies, certification requirements, the facility's power system, on-site generators, and the application of Buy American policies. Questions and answers are also included to address these project details. The response deadline remains April 29, 2021, with responses to be submitted electronically and hard copy bonding due prior to award. Davis-Bacon prevailing wage rates apply, and the opportunity is a 100% small business set-aside with an estimated value between $250,000 to $500,000.

Questions and Answers:

Question 1: Do you want a 26kW or 24kW system?

Answer 2: Per Attachment 04 PHOTO VOLTAIC AND

BATTERY ENERGY STORAGE SYSTEM

(PV + BESS) DESIGN SPECIFICATIONS, Page 6 Design and build a minimum 26 kW roof mounted photovoltaic system and 24 kW, 100 kWh

Lithium-ion Battery Energy Storage Systems (PV +

BESS).

Provide a 26 kW system, with a 24kW battery.

Question 2: What wind load should the system be designed to?

Answer 2: Per Attachment 04 PHOTO VOLTAIC AND

BATTERY ENERGY STORAGE SYSTEM

(PV + BESS) DESIGN SPECIFICATIONS, Page 6: The PV system shall be designed to withstand category 5 hurricane winds.

The structure and BESS will survive up to a Cat 5 hurricane, but the panels will be expected to be a loss.

Question 3: During a power grid outage, what is the order of powering up the facility?

Answer 3: Per Attachment 04 PHOTO VOLTAIC AND

BATTERY ENERGY STORAGE SYSTEM

(PV + BESS) DESIGN SPECIFICATIONS, Page 6:

Grid outage scenario: Integrate the PV + BESS with the existing 60 kW Generac emergency generator and automatic transfer switch (ATS).

Install a microgrid control system and modify the existing ATS as necessary to provide electricity to the building upon grid failure as follows:

Provide electricity from the PV + BESS until the

BESS is drained to 20% (20 kWh) remaining.

When the BESS is at 20% start the emergency generator to power the building and recharge the

BESS. When the BESS is 80% charged turn off the emergency generator and power building with the

PV + BESS until BESS is at 20%, then start the emergency generator again. Repeat this cycle

Question 4: Has the designer completed a solar study of the roof? If so, does the Contractor need to do one?

Answer 4: Per Attachment 04 PHOTO VOLTAIC AND

BATTERY ENERGY STORAGE SYSTEM

(PV + BESS) DESIGN SPECIFICATIONS, Page 6, Existing Feasibility Studies and Engineering

Studies Done by Others¿

The Contractor is responsible for ascertaining relevant site conditions to determine project feasibility and final PV + BESS design and installation according to the terms of this solicitation. If any existing engineering studies or facility conditions reports are provided through this solicitation from the site information package or agency representative, the bidder and Contractor shall independently verify all information provided.

Question 5: Attachment 04 PHOTO VOLTAIC AND

BATTERY ENERGY STORAGE SYSTEM (PV + BESS) DESIGN

SPECIFICATIONS, Page 9 requires one person be

NABCEP certified. Puerto Rico doesn't typically require this certification. Do you want to keep this requirement?

Answer 5: Yes.

Question 6: Is the complex power system entirely

120/240V, single phase power?

Answer 6 Yes.

Question 7: How many emergency generators (and what size) are on site?

Answer 7: There are two generators on site. Each was originally rated at 100 kW. Both have been modified to provide 120/240 V power and now each is capable of 60 kW. There is a manual switch to operate one at a time, to provide a rest period for each generator.

Question 8: Is there an existing underground conduit from the emergency generators to Building

1 and 2 that this project can use?

Answer 8: An existing underground conduit is in place; however, it is full. This project should not require a new conduit from the emergency generator building to the BESS in Bldg 2.

Question 9: Can we climb up the ladders to inspect the existing roof conditions?

Answer 9: Unfortunately, it was raining during the pre-bid conference. The government determined the ladders were too slick to allow contractors to safely climb at that time. The government will provide photographs showing the existing Building 1 and 2 roofs. In addition, the government will provide photographs of the

Bldg 3 roof. Although Building 3 is not in the project scope, it has the specified roof in place. (PICTURES HAVE BEEN UPLOADED AS ATTACHMENTS

Question 10: Can we provide foreign manufactured components to reduce the project cost?

Answer 10: No. The Buy American Act will be strictly enforced.

End.
