Background:

Iguaca Aviary is a US Fish & Wildlife facility that revitalizes Threatened and Endangered (T&E) species, specifically the Puerto Rican Green Parrot. The complex was constructed circa 2005. It is located within the boundary of the El Yunque National Forest.

Parrot Breeding Season occurs annually from December through June. Noise and major exterior activity is strictly prohibited during this time of year.

El Yunque National Forest is a tropical rain forest. Hurricanes Irma and Maria impacted the entire forest. Aviary facilities must be constructed with consideration of the potential for catastrophic hurricanes.

Rain water from the roofs is collected for non-potable uses (such as cleaning parrot cages, etc.). The existing roof systems are failing. They were constructed of silicone spray over urethane foam insulation, over a concrete deck. The existing roof design is inappropriate for the location.

Project Summary The project consists of the design and construction to:

1) Building 1 and 2 roofs shall be stripped to the concrete deck; then covered with insulation, cover board, and 80 mil thick TPO with 55 mil thick fleece back liner.

All work occurring within the existing Aviary compound shall be coordinated with USFWS staff to prevent impacts to the Puerto Rico Parrot and other Threatened and Endangered species. Activities that may create noise or disturbance will be only be allowed from June through December to avoid impacts to parrot breeding periods. All exterior construction work should be completed during this period. Mitigations for COVID-19 and sanitation requirements shall meet Centers for Disease Control (CDC) specifications and guidelines. DBC shall comply with all requirements of the latest Executive Order from the Governor of Puerto Rico regarding mitigation and control to prevent the spread of the Coronavirus (COVID-19). DBC shall provide all employee training, personal protection equipment and self-certification submissions to DTRH required by the Executive Order. No use of Aviary restroom facilities or other facility buildings will be permitted. DBC shall provide and maintain portable toilet facilities for construction workers. Contractor must provide separate portable toilet facilities for their employees. Contractor employees must maintain 6 foot separation distance and wear face masks when interacting with Government staff.

Scope includes a multi-disciplinary design based on USDA Forest Service provided TPO Roof and Photo Voltaic Battery Energy Storage System Design Specifications. DBC shall finalize into a complete set of construction drawings, specifications, schedule of items, and construction cost estimate. Include a building and site design that is compliant with all building codes, agency space policy, security requirements, and agency requirements as outlined. After acceptance of the Complete Stamped and Signed Construction Documents, the USDA Forest Service will issue a Notice to Proceed for the Construction Phase.

Construction Phase:

Construction shall be completed no later than and one hundred twenty (120) calendar days after acceptance of the Complete Stamped and Signed Construction Documents.

Project Schedule:

General: The DBC shall provide a color coded project schedule after award and before the design meeting. The schedule shall include a detailed design phase with design deliverable submission dates, review periods as well as a summary construction schedule with important milestones included for both phases.

Development and Updates: Fully develop the construction portion of the schedule and submit to the CO before the Preconstruction meeting or any construction begins. The project schedule shall be updated on a monthly basis throughout the entire contract period and until project substantial completion. The status date of each schedule update shall be 10 days before the progress payment request date.

Purpose: The purpose of the project schedule is to ensure adequate planning, coordination, scheduling, and reporting during execution of design and construction activities of the DBC. The project schedule will assist the DBC and the CO in monitoring the progress of the work, evaluating proposed changes, and processing the DBC's monthly progress payment requests.

Schedule Development: The project schedule shall cover the entire contract period. The late finish date of the project schedule shall be the same date as the established completion date of the contract.

The DBC shall use the Critical Path Method (CPM) with limited use of lead or lag durations between schedule activities. The DBC's project schedule shall consist of procurement activities (including mobilization, submittal, and the fabrication and delivery of key and long-lead procurement items) and construction activities.

The DBC's project schedule shall consist of, but not be limited to, the following for each activity:

Identify each and every activity number with numerical.

Concise description of the work represented by the activity (maximum 48 characters). Avoid the use of non-standard abbreviations. The work related to each activity shall be limited to one work trade.

Activity duration in whole working days, except for non-construction activities including mobilization, shop drawing and sample submittals, fabrication of materials, delivery of materials and equipment, and concrete curing.

In developing the project schedule, the DBC shall be responsible for ensuring that subcontractor work at all tiers, as well as its own work, is included in the project schedule.

The project schedule, as developed, shall show the sequence and interdependence of activities required for complete performance of the work. The DBC shall be responsible for ensuring all work sequences are logical and the project schedule shows a coordinated work plan. Proposed durations assigned to each activity shall be the DBC's best estimate of time required to complete the activity considering the scope and resources planned for the activity. Resource loading of each activity shall list all personnel by labor category and equipment type and capacity proposed to complete the activity in the duration shown. Include permit requirements and constraints. Seasonal weather conditions shall be considered and included in the planning and scheduling of all work influenced by high or low ambient temperatures, wind and/or precipitation to ensure completion of all work within the contract time.

Project Schedule Updates:

Monthly Updates: The monthly updating of the Project Schedule shall be an integral part and basic element of the estimate upon which progress payments shall be made under this contract. If, in the judgment of the CO, the DBC fails or refuses to provide a schedule of values and a complete schedule update or revision as specified hereinafter, the DBC shall be deemed to have not provided the required information upon which the progress payment may be made, and shall be subject to retainage of a portion of the payment.

Time Impact Analysis for Contract Modifications, Changes, Delays, and DBC Requests Requirements: When contract modifications or changes will delay the project schedule, the DBC shall submit to the CO a written time impact showing the influence of each delay on the contract time.

Time Extensions: Activity delays shall not automatically mean that an extension of the contract time is warranted or due the DBC. It is possible that a modification, change, or delay will not affect existing critical activities or cause non-critical activities to become critical. A modification, change, or delay may result in only absorbing a part of the available total float that may exist within an activity chain of the project schedule, thereby not causing any effect on the contract time. Time extensions will be granted in accordance with the terms of the contract.

Float: Float is not for the exclusive use or benefit of either the USDA Forest Service or the DBC. Extension of the contract time will be granted only to the extent the equitable time adjustments to the activity or activities affected by the modification, change, or delay exceeds the total (positive or zero) float available on a particular activity.

As-Constructed Drawings shall be completed no later than (7) calendar days after Project Completion.
