About this file

This document is a comprehensive technical specification for a building envelope replacement project at the Sioux Falls Regional Airport Air Traffic Control Tower (ATCT). The project involves extensive exterior renovation, including removing and replacing vinyl siding, windows, utilities, HVAC components, and walkway roofing systems. Specific scope items include installing insulated metal panel siding, new double-pane casement windows, refinishing walkway level louvers, and addressing interior window finishing.

The technical specification is detailed across multiple divisions, covering architectural and engineering requirements from site preparation through final finishes. Key technical components include thermal insulation, metal wall panels, sheet metal flashing, expansion joints, penetration firestopping, and various finishing treatments. The project is being managed by the Federal Aviation Administration's Central Service Area Terminal Engineering division, with the specification dated August 1, 2024, indicating a planned near-future construction timeline. The comprehensive document provides extensive technical guidance for contractors, including materials specifications, installation requirements, quality assurance standards, and performance expectations for each phase of the building envelope replacement.

1. Maintain access to existing walkways, corridors, and other adjacent occupied or used facilities. Do not close or obstruct walkways, corridors, or other occupied or used facilities without written permission from FAA.

2. Provide not less than 72 hours' notice to FAA of activities that will affect FAA's operations.

B. FAA Occupancy of Completed Areas of Construction: FAA reserves the right to occupy and to place and install equipment in completed areas of building, before Substantial Completion, provided such occupancy does not interfere with completion of the Work. Such placement of equipment and partial occupancy shall not constitute acceptance of the total Work.

1. Obtain a Certificate of Occupancy from authorities having jurisdiction before FAA occupancy.

2. Before partial FAA occupancy, mechanical and electrical systems shall be fully operational, and required tests and inspections shall be successfully completed. On occupancy, FAA will operate and maintain mechanical and electrical systems serving occupied portions of building.

3. On occupancy, FAA will assume responsibility for maintenance and custodial service for occupied portions of building.

1.5 WORK RESTRICTIONS

A. The Sioux Falls Regional Airport operates 24 hours a day, 7 days per week. It will be necessary to coordinate construction activity so as not to interfere with functions of the FAA. Loss of FAA equipment for any amount of time will jeopardize safety of the flying public and may result in criminal charges against the Contractor.

B. On-Site Work Hours: Work shall be generally performed inside the existing building during normal business working hours of 7:00 a.m. to 4:00 p.m., Monday through Friday, except otherwise indicated.

FEDERAL AVIATION ADMINISTRATION August 1, SUMMARY 01 10 00 - 3

1. Weekend Hours: Provide FAA written notice 72 hours in advance of requested weekend hours.

2. Mid-shift Work: Certain work activities must be performed during the hours of 6:00 pm to 5:30 am. These activities include any noisy work, and any work that would have an impact on the ordinary facility operations.

C. Existing Utility Interruptions: Do not interrupt utilities serving facilities occupied by FAA or others unless permitted under the following conditions and then only after arranging to provide temporary utility services according to requirements indicated:

1. Notify COR not less than (3) three days in advance of proposed utility interruptions.

2. Do not proceed with utility interruptions without COR's written permission.

D. Nonsmoking Building: Smoking is not permitted within the building or within 25 feet of entrances, operable windows, or outdoor air intakes.

E. AIR SPACE STUDY– If required for performing work under this contract, the Contractor shall be responsible to airspace the maximum height of his crane and construction equipment by submitting FAA Form 7460 – 1 Notice of proposed Construction or Alteration. Erection of the crane or equipment will not be permitted without approval of the form. No claim for delay will be allowed for failure to submit the form in a timely manner. Allow a minimum of sixty (60) days for processing.

F. ILLUMINATION (EXTERIOR) – Exterior lights will be permitted to facilitate construction activity upon approval of the COR. Remove and/or reposition lights as required without additional cost to the FAA. Location and direction of illumination will be subject to acceptance by Air Traffic Control, which shall have final authority concerning this matter. Remove and/or reposition lights as required without additional cost to the FAA.

1.6 SPECIFICATION FORMATS AND CONVENTIONS

A. Specification Format: The Specifications are organized into Divisions and Sections using the 50-division format and CSI/CSC's "MasterFormat" numbering system.

1. Section Identification: The Specifications use Section numbers and titles to help cross-referencing in the Contract Documents. Sections in the Project Manual are in numeric sequence; however, the sequence is incomplete because all available Section numbers are not used. Consult the table of contents at the beginning of the Project Manual to determine numbers and names of Sections in the Contract Documents.

2. Division 01: Sections in Division 01 govern the execution of the Work of all Sections in the Specifications.

B. Specification Content: The Specifications use certain conventions for the style of language and the intended meaning of certain terms, words, and phrases when used in particular situations.

These conventions are as follows:

1. Abbreviated Language: Language used in the Specifications and other Contract Documents is abbreviated. Words and meanings shall be interpreted as appropriate. Words implied, but not stated, shall be inferred as the sense requires. Singular words shall be

FEDERAL AVIATION ADMINISTRATION August 1, SUMMARY 01 10 00 - 4 interpreted as plural, and plural words shall be interpreted as singular where applicable as the context of the Contract Documents indicates.

2. Imperative mood and streamlined language are generally used in the Specifications.

Requirements expressed in the imperative mood are to be performed by Contractor.

Occasionally, the indicative or subjunctive mood may be used in the Section Text for clarity to describe responsibilities that must be fulfilled indirectly by Contractor or by others when so noted.

a. The words "shall," "shall be," or "shall comply with," depending on the context, are implied where a colon (:) is used within a sentence or phrase.

CONSTRUCTION PROGRESS DOCUMENTATION 01 32 10 - 1

SECTION 01 32 10- CONSTRUCTION PROGRESS DOCUMENTATION

PART 1 - GENERAL

1.1 SUMMARY

A. This Section includes administrative and procedural requirements for documenting the progress of construction during performance of the Work, including the following:

1. Preliminary Construction Schedule.

2. Contractor's Construction Schedule.

3. Submittals Schedule.

4. Daily construction reports.

5. Material location reports.

6. Field condition reports.

7. Special reports.

1.2 DEFINITIONS

A. Activity: A discrete part of a project that can be identified for planning, scheduling, monitoring, and controlling the construction project. Activities included in a construction schedule consume time and resources.

1. Critical activities are activities on the critical path. They must start and finish on the planned early start and finish times.

2. Predecessor Activity: An activity that precedes another activity in the network.

3. Successor Activity: An activity that follows another activity in the network.

B. Cost Loading: The allocation of the Schedule of Values for the completion of an activity as scheduled. The sum of costs for all activities must equal the total Contract Sum, unless otherwise approved by COR.

C. CPM: Critical path method, which is a method of planning and scheduling a construction project where activities are arranged based on activity relationships. Network calculations determine when activities can be performed and the critical path of Project.

D. Critical Path: The longest connected chain of interdependent activities through the network schedule that establishes the minimum overall Project duration and contains no float.

E. Event: The starting or ending point of an activity.

F. Float: The measure of leeway in starting and completing an activity.

1. Float time is not for the exclusive use or benefit of either FAA or Contractor, but is a jointly owned, expiring Project resource available to both parties as needed to meet schedule milestones and Contract completion date.

2. Free float is the amount of time an activity can be delayed without adversely affecting the early start of the successor activity.
