1.0 Purpose:
To define a list of controlled materials.
2.0 Scope:
Applies to all operations and services at BEP’s District of Columbia facility.
3.0 Roles and Responsibilities:
3.1 OEHS Program Managers and Department Managers are responsible for:
3.1.1 Assuring the information on this list is current with respect to their specific program(s); and
3.1.2 Communicating the need for changes to the DC EMS Management Representative.
3.2 The DCF EMS Management Representative is responsible for:
3.2.1 Submitting changes to the list in a timely manner; and
3.2.2 Acting as liaison between OEHS and Office of Acquisition with regard to this list.
3.3 CORs are responsible for:
3.3.1 Referencing this list, as applicable, when defining contract requirements; and
3.3.2 Communicating between contractors and OEHS with questions or comments regarding this list.
3.4 OEHS Office Chief is responsible for:
3.4.1 Permitting exceptions to these listed materials (exceptions must be in writing and signed by the OEHS Chief).

4.0 Materials Lists
4.1 Chemicals and materials that are forbidden from storage and use on BEP property:
Lead Based Paint Asbestos (except as stored after abatement per current regulations) Poly Chlorinated Biphenyl’s (PCB’s)
Chlorinated Solvents (as banned by the District of Columbia)(allowed in Durability Lab testing)
Halogenated Solvents Cadmium R-11 (Freon 11)
Benzene Arsenic
Cyanide Hydrofluoric Acid Halon Training ammunition that contains lead (including lead primers)
Note: police officers are allowed to carry leaded ammunition in their service weapons while on duty and may discharge leaded ammunition in the act of duty.
Materials, that when disposed of, will create an acute hazardous waste
Instruments or articles that contain ionizing radiation sources which may require general or specific licensing by either the Nuclear Regulatory Commission (NRC) or an authorized agreement state are prohibited. Exceptions will only be made after review and approval by OEHS for equipment that would fall under the scope of Radiation and Laser Safety 75D-05.0-01
4.2 Materials and Chemicals which have been targeted for reduction at BEP.

4.2.2 TRI Chemical list
Note: As of December 2010, TRI toxic chemical list contains 593 individually listed chemicals and 30 chemical categories (including 3 delimited categories containing 62 chemicals). This list does change; the most current list may be found on http://www.gpo.gov/fdsys/.
4.2.3 TRI PBT Chemical list
Note: As of December 2010, the Tri PBT Chemical list contained 16 PBT chemicals and four (4) PBT compound categories (Dioxin and dioxin-like compounds, Lead compounds, Mercury compounds and Polycyclic aromatic compounds (PACs)). Users of this procedure are responsible for following the most current version of this list.
4.2.4 Other chemicals or materials targeted for reduction:
Methyl Isobutyl Ketone (MIBK);
R- 113 (Freon 113);
Products which contain Volatile Organic Compounds. (examples may include some aerosol penetrating oils, degreasers, nail polish removers, aerosol paints, PVC cement, citrus oil or pine oil cleaners); and
Ethylene Glycol
