About this file
This is a Functional Assessment Plan (FAP) for Base Support Vehicles and Equipment (BSVE) contract number 1700000, establishing performance metrics and evaluation procedures for contractor services related to vehicle and equipment operations, support services, and maintenance.
The FAP defines three assessment levels (AL1, AL2, AL3) with escalating oversight frequency and methods based on contractor performance. Assessment frequencies range from monthly (M) to as required (R), using methods including Periodic Sampling (PS), Validated Customer Complaints (VCC), Unscheduled Visits (UV), and Customer Evaluations (CE). Performance objectives are organized into three main categories: Operations (Section 3.1) covering billing services, taxi service, shuttle/school bus service, warehouse/material handling equipment (WHE/MHE) services, railroad operations, and fuel delivery; Support Services (Section 3.2) including operator testing/licensing, dispatching, fuel dispensing facility operations, vehicle washing/waxing, and leased vehicle coordination; and Maintenance (Section 3.3) for government-owned and non-government-owned vehicles and equipment. Each performance objective specifies detailed performance standards, sample sizes (10% normal or 5% reduced), and assessment frequency. Section 4 covers Indefinite Delivery/Indefinite Quantity (IDIQ) work ordered through DoD eMALL or task orders, with performance assessed as required. The plan includes a Monthly Performance Assessment Summary form for recording ratings (Excellent, Very Good, Satisfactory, Marginal, Unsatisfactory) and documenting safety issues and recommended corrective actions.
