About this file

This is a Statement of Work (SOW) for Base Support Vehicles and Equipment (BSVE) services at Naval Weapon Station Earle (NWSE) in New Jersey, structured as an IDIQ (Indefinite Delivery/Indefinite Quantity) contract vehicle.

The contractor shall provide mobile hydraulic cranes ranging from 75 to 250 tons with qualified operators, riggers, and cribbing to handle ordnance handling equipment (OHE) and non-ordnance weight handling equipment. Key requirements include: (1) cranes must comply with 29 CFR 1917 requiring third-party certification for cargo transfer operations; (2) crane operators are not required to be in the ordnance qualification program, as the government controls all ordnance movement; (3) the contractor must possess scheduling agility to accommodate crane requests with as little as one day's notice; and (4) simultaneous support of up to three crane operations within a 30-mile radius is required. Critical certifications required before work begins include annual and quadrennial crane inspections, operator medical certificates, state/federal licensing, third-party crane certifications, rigger qualifications, load charts for each lift configuration, and accident investigation procedures per NAVFAC P-307. The contractor must complete operator daily preventive maintenance records per NAVFAC P-300 and P-307 standards. Performance standards mandate service delivery within plus or minus 15 minutes of scheduled time and processing all orders within 24 hours. Pricing shall include all labor, overhead, management, supervision, fringe benefits, fuel, consumables, permits, insurance, and other costs as line-item rates per crane day. The contractor bears responsibility for all state Department of Transportation violation fines and obtaining permits for overweight/oversized load movements at no government cost.
