About this file
This Technical Exhibit 1 (TE 1) Performance Requirements Summary outlines custodial service performance standards for a federal contract. The document specifies three primary performance objectives: (1) Scheduled custodial services for physical fitness centers, administrative offices, buildings, restrooms, and kitchens, which include tasks like cleaning windows, vacuuming, mopping floors, and emptying trash/recycle bins; (2) Custodial services for special events outside standard cleaning frequencies; and (3) Annual or semi-annual comprehensive cleaning for restroom and general areas.
Each performance requirement includes specific standards, performance thresholds, and remedies. For scheduled services, the contractor must maintain restrooms and kitchens sanitized, floors free of debris, and waste receptacles clean, with a maximum of three valid customer complaints per month. Special event cleaning must be completed four hours before each event, and annual/semi-annual cleaning must meet 100% compliance with the contract's Performance Work Statement. The primary performance remedy for failing to meet these standards is re-performance, with Acceptable Quality Levels (AQLs) ranging from 95% to 100% depending on the specific service requirement.
