4.4 Tests.
4.4.1 First Article Test. All first article tests shall be run using aviation, kerosine type turbine fuel, JP-8.
4.4.1.1 Run-in Test. Roller(s) produced in fulfillment of the contract or order shall be completely assembled, adjusted, lubricated, and otherwise serviced for operation. A run-in test shall be conducted in accordance with the manufacturer's recommendations. During this test, all controls, adjusting mechanisms, brakes, hydraulic systems, electrical accessories, instruments, and other accessories shall be operated to ensure against restrictions, malfunctions, or leaks.
4.4.2 Transportability Inspection/Tests. The roller(s) shall be inspected and tested for transportability as follows:
4.4.2.1 Transportability Inspection: To determine conformance with the transportability criteria defined in MIL-STD-209 and MIL-STD-1366, the roller(s) shall be inspected for adequacy of lifting and tiedown provisions and instructions for component removal and tiedown of those removed components when required for transport. Not conforming to the criteria, inadequacy of the lifting and tiedown provisions, or lack of adequate instructions for removal and tiedown of components as per 3.5.5 shall constitute failure of this inspection.
4.4.2.2 Air Transportability Test The roller(s) shall first be inspected and calculations provided for meeting the criteria of MIL-STD-1791. If the inspection or calculations show possible interference, the roller(s) shall be loaded, tied down, and unloaded in a C-130 or C-141 aircraft to determine conformance with
3.5.1. Non conformance to the criteria in MIL-STD-1791, inability to be loaded and tied town in the C-130 or C-141 and unloaded, or inability to be disassembled or reassembled in 60 minutes shall constitute failure of this test.
4.4.2.3 Marine Transport Verification. To determine conformance with 3.5.3, the roller(s) shall be inspected to determine conformance with the dimensions and weight limitations for transport on breakbulk, RORO, barge-carrying ships, and the LARC-LX lighterage. Inability to be transported by breakbulk, RORO, barge-carrying ships, or the LARC-LX lighterage, without disassembly, shall constitute failure of this verification.
4.4.2.4 Highway Transport Verification. To determine conformance to 3.5.4, the roller(s) shall be inspected for agreement with the dimensions and weight limits of the U.S. and NATO countries highway legal limits published by the ATA and IRF.
Details on state and NATO countries legal limits are available from the Director, Military Traffic Management Command Transportation Engineering Agency, ATTN: MTTE- DPE, 720 Thimble Shoals Blvd., Suite 130, Newport News, VA 23606-257420, (phone:

4.4.2.5 Rail Transport Test. The roller(s) shall be tested in accordance with
4.4.2.6 prior to the rail impact test. To determine conformance to 3.5.2, the roller(s) shall be inspected for agreement with the dimensions of the AAR and GIC diagrams, and shall be subjected to the rail impact test. This test shall be conducted by mounting the test item on a rail car in its rail shipment configuration and then performing a series of at least four impacts. The first three impacts shall be at 6.4, 9.7, and 13 km/h (4, 6, and 8 mph), respectively, in the same direction. The fourth shall be conducted at 13 km/h (8 mph) in the reverse direction. All four impacts shall have a tolerance of +0.8, -0.0 km/h.
If the test commodity can be shipped in two orientations (such as lengthwise and crosswise on a rail car), the four impacts shall be repeated for each orientation.
After each impact, the roller(s) shall be inspected for spillage of lubricants, fuel, water and structural damage after each impact. Electrical shorts and normal operations and performance shall be checked and tested following the completion of the test. Performance degradation or permanent deformation of any part is considered a deficiency and a failure. Spillage of lubricants, fuel or water;
structural damage; or electrical shorts shall also constitute failure of this test.
4.4.2.6. Lifting and Tiedown Provision Test. To determine conformance to 3.5.5, lifting and tiedown provisions, marking and the connecting structural members of the roller(s) shall be inspected for conformance with MIL-STD-209. All lifting and tiedown provisions shall be statically tested to ensure that the provisions and the connecting structural members meet the criteria of the MIL-STD-209. Test results that show the provisions do not meet the criteria of MIL-STD-209 shall constitute failure of this test.
4.4.2.7 Airdrop Test for Type III only. Two vehicles are required for this test.
Each vehicle will be equipped with a drum, one with the pad foot drum and one with the smooth drum. The rollers and each additional interchangeable drum(pad foot and smooth) shall be subjected to airdrop tests in accordance with MIL-STD- 669 to prove conformance to 3.5.7. These tests shall be conducted by the Government at a Government facility, however, acceptance of the first article models shall be dependent on the successful completion of these tests. The tests shall consist of the following:
a. Rig the rollers and extra interchangeable drums in accordance with MIL- STD-669 and confirm that the rigged weight and dimensions conform to the requirements of MIL-STD-1791.
b. Drop test the rollers and drums in accordance with MIL-STD-669.
c. After the first drop, the rollers and drums shall be de-rigged and examined. The rollers shall be started and driven forward and backward twenty (20) feet, and all controls shall be actuated.
d. Repeat steps a through c.
e. After all simulated drops are complete, the drums shall then be interchanged to ensure the dropped drums are still interchangeable and function as intended.
f. Upon completion of the simulated drops described above, the rollers and drums shall then be subjected to not more than three (3) live drops from aircraft at operational altitude. Following the final live drop, the rollers shall be demonstrated for 8 hours performing its intended function(s), then the drums interchanged and repeat the 8 hours of performing its intended function.
Not conforming to the criteria of MIL-STD-669, MIL-STD-814, MIL-STD-209, and MIL- STD-1791, rigged height, and tip off curves; and damage or not being operational after testing shall constitute failure of these tests.
4.4.2.8 Helicopter Transportability Test for Type I and III only. The lifting and tiedown provisions of the roller shall be tested in accordance with 4.4.2.6 and checked for proper instillation and location prior to this test. To determine conformance with 3.5.6, the roller shall be externally transported by CH-47 helicopter in the following scenario: 4,000 ft elevation, 95 degrees F, 30 nautical miles, 100 knots true air speed (KTAS). After testing, the roller shall be inspected for test related damage. Degradation, damage of any kind, or inability to be transported externally by the required helicopter, in the required scenario, shall constitute failure of test.
4.4.3 Performance Test. The fill material shall be as specified in 3.6 and group GC and SC of the Unified Soil Classification System in accordance with ASTM D 2487. The compacted fill strip shall be rectangular.
Each strip shall be 30 ft. by 150 ft. The time to compact the area shall be recorded and a compaction rate extrapolated. Soil testing with the nuclear density tester will not count against compaction time.
Before testing is started, moisture content shall be determined and a separate test strip of the same material shall be compacted using the vibratory roller(s) to determine proper drum configuration (pad foot or smooth), vibration, amplitude, speed and uncompacted lift thickness. Hauling equipment shall not be run over spread, uncompacted fill material before or after dumping the material. Water distribution equipment may be used as required. The material to be compacted shall be of sufficient thickness to give a compacted lift of not less than 12 inches.
The laboratory density of the soil to be compacted shall be determined in accordance with ASTM D 698. The Government reserves the right to witness any laboratory testing. When the contractor feels that the compaction rate of fill material has been compacted to a density of 95 percent of standard Proctor values, they may stop compaction operations. Two density samples shall be taken at each 100 foot station. The first sample shall be taken 5 feet left of the centerline and the second sample 7 feet right of the centerline. This pattern shall be repeated for the length of the fill. In addition, other samples shall be taken at random locations as deemed necessary by the Government. The Government reserves the right to modify sampling pattern as necessary.
