4. QUALITY ASSURANCE PROVISIONS.
4.1 Responsibility for inspection. Unless otherwise specified in the contract or purchase order, the contractor is responsible for the performance of all inspection requirements (examinations and tests) as specified herein. Except otherwise specified in the contract or purchase order, the contractor may use his own or any other facilities suitable for the performance of the inspection requirements specified herein, unless disapproved by the Government. The Government reserves the right to perform any of the inspections set forth in the purchase description where such inspections are deemed necessary to ensure supplies and services conform to prescribed requirements.
4.1.1 Responsibility for compliance. All items shall meet all requirements of sections 3 and 5. The inspection set forth in this purchase description shall become a part of the contractor’s overall inspection system or quality program. The absence of any inspection requirements in the purchase description shall not relieve the contractor of the responsibility of ensuring that all products or supplies submitted to the Government for acceptance comply with all requirements of the contract. Sampling inspection, as part of manufacturing operations, is an acceptable practice to ascertain conformance to requirements, however, this does not authorize submission of known defective material, either indicated or actual, nor does it commit the Government to acceptance of defective material.
4.1.2 Component and material inspection. The contractor is responsible for insuring that components and materials are manufactured, examined, and tested accordance with referenced specifications and standards, as applicable.
4.2 Classification of inspections. The inspection requirements specified herein are classified as follows:
a. First article inspection (see 4.3).
b. Quality conformance inspection (see 4.4),

4.4 Quality conformance inspection.
4.4.1 Examination. Each roller shall be examined as specified in 4.5.1. Presence of one or more defects shall be cause for rejection.
4.4.2 Test. Each roller shall be completely assembled, properly adjusted, and otherwise serviced for operation. Each roller shall be operated for not less than 2 hours. The roller shall be driven in both the forward and reverse mode for a total distance of not less than 5 miles. All controls shall be operated as many times as necessary, but not less than 30 times, to determine ease of operation, effectiveness, and responsiveness, and that the mechanisms actuated by the controls operate promptly, fully, and without restriction, malfunction, or excessive vibration. Gear cases, bearings, and other moving parts shall be examined for excessive heating or abnormal operation insofar as is practicable and possible.
Tests shall be run using JP-8 or diesel fuel conforming to MIL-T-83133 and VV-F- 800, respectively’(see 3.13). The entire roller shall be examined for evidence of failure, slippage, or deformation. Failure to pass any phase of this test shall be cause for rejection.

Nonconformance to 3.13.3 or-failure of any component or wiring in the DCA harness which results in inability to obtain the measurements previously recorded with the STE/ICE shall constitute failure of this test.
4.5.2.12 Operational test. The operational test shall consist of a vibratory and static operation as specified in table I.
TABLE I. Operational test schedule.
Vibratory mode Mobility mode Total hours 32 hours 08 hours 40 hours

In the vibratory mode, the roller shall generate 350 PLI centrifugal force on both front and rear drums. This operation shall consist of forward and backwards passes of the roller, performing both static and vibratory operation on asphalt surface. The duration of the vibratory mode and the static mode shall be as specified in table I.
Evidence of any failure of the internal components of the engine, transmission, transfer case, drive shafts, hydraulic pumps, vibratory mechanisms, or failure of structural members or inability to achieve the static and centrifugal forces specified shall constitute failure of this test.
