General Description. Electrical, electronic, mechanical, hydraulic, pneumatic, and robotic troubleshooting, programming, and repair of the equipment and systems described in the Equipment List (Attachment 0002) to this Performance Work Statement (PWS). Similar items may be added to Attachment 0002 throughout the duration of the contract as required by the Government.

Other Manufacturing Equipment and Systems may be added to this requirement at any time through the addendum of Attachment 0001. These additions will be reviewed by the Contracting Officer and an In-Scope Determination will be prepared before they are added to the contract via modification.

1.0 Requirement: The contractor shall furnish all labor, supervision, materials, tools, test equipment, replacement parts, and software to accomplish the work. All work shall be performed in accordance with the Standards referenced in Section 2.0 of this PWS and shall at a minimum bring the equipment back to Original Equipment Manufacturer (OEM) specifications. The contractor is responsible for the supervision of all employees engaged in executing the work effort as well as those who may be subcontracted to perform work. If the contractor determines the equipment to be at the end of its lifecycle, that determination will be submitted to the Contracting Officer’s Representative and the Contracting Officer for review and concurrence before any further actions have been taken on that specific piece of equipment. Failure to do so will put responsibility on the contractor to replace that item. The item will be returned to the Government upon submission of end of lifecycle determination.

1.1 Continuity of Work: The contractor and all associated sub-contractors shall commence work upon the issuance of a ME Service Contract for Emergency Repair form, as provided in paragraph 3.1. The contractor shall diligently pursue the work effort during normal business hours. Postponing or interrupting work for a period exceeding 24 hours shall be for the purpose of obtaining replacement components, materials, or software only and this justification shall be submitted via email to the COR and shall include the identification number for that request within the email title. Work shall not be performed without a valid ME Service Contract for Emergency Repair form showing concurrence via signature by the Contracting Officer’s Representative (COR). A valid ME Service Contract for Emergency Repair is defined as one provided to the contractor that is within the current funding allotment and scope of the contract based on the date of signature.

1.2 Repair: The contractor is responsible for analyzing the equipment to determine the cause of failure and the proper procedures and materials to restore the equipment to normal operating condition and OEM specifications. The contractor shall engage early with subcontractors regarding repairs to specialized machinery. If in the subcontracting plan the contractor dictates a technically responsible subcontractor to work on a specific machine/repair, that specified subcontractor shall perform the repair on that machine.

1.2.1 Contractor Response Time. The contractor shall commence services by diagnosing machine failure within 1 business day for emergency requests. At that time, the contractor shall determine the parts needed and lead time on those parts. At this time, diagnosis, parts lead time, and repair timeline shall be submitted to the COR within 3 calendar days for technical concurrence.

If the contractor and the COR agree that the repairs necessary are to the extent in which required lead times outlined above are not obtainable, the contractor may contact the OEM to determine how to best complete the repairs (CDRL 0005).

1.3 Preventative Maintenace (Quarterly, Semi-Annual, Annual)

Contractor will be required to schedule and track quarterly maintenance, for all equipment that require this maintenance type, with the COR one month prior to performing the work. When contacting the COR, the contractor will provide the following so safety will be available to provide proper work permits before work begins:

• Description of equipment

• Location, Bar-code/ID No.

• Estimated time of work for each machine

• Work to be performed (i.e. hot-work or electrical work).

Due to scheduling the preventative maintenance at various buildings within CAAA a preventative maintenance schedule will be required to be submitted at least one month prior to commencing the service to ensure that proper personnel are in place to facilitate access (CDRL 0002, CDRL 0003, and CDRL 0004).

Upon completion of each PM schedule, the equipment status shall be communicated with the COR. This includes, but is not limited to, vulnerabilities for possible failures and ensuring that equipment is operational upon completion of scheduled PM. Any debris accumulated during the work will be removed upon completion.

1.4 Replacement Components and Materials: The contractor shall furnish all parts and materials necessary to perform the repairs. All components and material shall be new and unused and equal to the original manufacturer’s specifications. In the event that a used part or Government Furnished Materials (GFM) is being considered for use the contractor will consult with the COR who will receive concurrence from the Project Engineer before proceeding with purchasing or use of that part. GFM shall only be considered if the materials are coming from a machine that is a component of this contract and is on the contractor’s CAP Attachment. When available, the contractor shall trade the deficient component for the new component for exchange credit to reduce the cost to the Government. Deficient components which are not exchanged shall remain the property of the Government. The contractor shall obtain prior COR concurrence of technical acceptability for component and material purchases that exceed $200.00. Concurrence shall be obtained in writing and shall be submitted with the associated Customer Service Report (see Section 3.3).
