About this file
This is a Statement of Work (SOW) for roof repair and replacement at Building 37, F.E. Warren Air Force Base in Cheyenne, Wyoming, dated January 21, 2026. The project involves removing an existing single-ply roof system (approximately 9,332 square feet) and installing a Sprayed Polyurethane Foam (SPF) roof system. Work includes replacing parapet caps and metal flashing, protecting existing rooftop components such as HVAC units and antennas, and ensuring all coping, flashing, drains, and scuppers are functional. The contractor must furnish all labor, equipment, and materials, with all demolition debris becoming contractor property and requiring proper disposal at off-base facilities in compliance with environmental regulations.
The project is 100% federally funded under Sustainment, Restoration, and Modernization funds, with Davis Bacon Prevailing Wages applicable. Work must begin within 30 days of contract award and be completed within one year. All unfinished roof areas must be made watertight prior to winter exclusion periods. The contractor must submit qualifications, evidence of successful previous SPF roof installations in Wyoming, and proposed material specifications before being considered for award. All work carries a 20-year warranty against workmanship and material failure. The contractor must comply with Wyoming Public Works Standards, Wyoming Department of Environmental Quality regulations, International Building and Electrical Codes, OSHA standards, and all applicable DoD and National Guard Bureau regulations. Standard work hours are Monday through Friday, 0700-1630 hours, with coordination required for base access and security procedures.

PROJECT DETAILS
Project Description: This project entails repairing complete roof systems for the following facilities:
DPEZ 262200 Building 37
It is our intent to obtain funding for the roof as soon as possible and as soon as funds are available. This roof needs repair. Drawings depicting the original design sections for the roofs are attached to this solicitation and can be used as a general overview of the existing roof structure. The work entails remediating existing roof failures, which include removing and replacing existing roof materials and re-roof with Sprayed Polyurethane Foam (SPF) roof system. The contractor must protect all existing roof-top components such as, but not limited to, HVAC units, antennas, and appurtenances. Specifications for the SPF are also included with this solicitation. All demolished material becomes property of the contractor and must be removed and disposed of in accordance with all applicable laws and regulations.
Existing Facility Condition:
Building 37 has a single ply roof system approximately 9,332 square feet. This roof is in relatively poor condition. Work for this building includes removing the existing roof system in which the SPF will not properly adhere. At a minimum, remove all debris and repair any failing portion of the roof and install a SPF roof. A detail is provided for the SPF installation; in short install vapor barrier, ½” cover board, 2” Polyiso Base Layer, ½” coverboard, and then the SPF, where full-depth is required as identified. Where full depth is not required, remove debris, fix damaged areas, assure proper mechanical bond between EPDM and existing roof, properly wash and allow to dry, then install SPF. Fix all coping, flashing, drains, scuppers and or appurtenances.
Project Timeline:
Work is expected to begin within 30 days of contract award. Should the work not be completed prior to the winter season, the contract will be placed in winter exclusion until the weather is amicable for construction.
