About this file

This is a Technical Proposal Attachment for RFP 27-88033, which addresses fiscal monitoring and compliance services related to the Individuals with Disabilities Education Act (IDEA) Part B. The request requires respondents to provide technical proposals demonstrating their capacity to deliver fiscal monitoring reports, status reports, training materials for Local Education Agencies (LEAs), project management services, and project closeout activities. The RFP mandates that respondents confirm their ability to meet specified deadlines outlined in the project timeline and proposes the option for respondents to suggest timeline revisions with supporting justification. Respondents must also present a detailed project management plan and identify key personnel with relevant resumes.

Respondents must satisfy three mandatory requirements to be considered: demonstrable experience in IDEA Part B fiscal monitoring with working knowledge of U.S. Department of Education regulations (34 CFR Parts 75, 76, 77, and 300, 2 CFR Parts 200 and 180), experience with Governmental Accounting Standards Board (GASB) requirements, and agreement to comply with all requirements outlined in sections addressing independent validations and verification, state requirements, and key performance indicators. The technical proposal must address how the respondent will meet all outlined requirements, provide an overview of project closeout procedures, and acknowledge the respondent's intent and ability to fulfill compliance obligations and performance metrics established in the RFP.
