About this file
This document package includes a federal contract solicitation and associated technical specifications for aircraft painting services. The Federal Aviation Administration seeks a firm fixed price contract to strip, prime, and paint up to four Bombardier CL-605 and CL-650 series aircraft. Interested small businesses must submit responses by 3:00pm CST on November 18, 2021. The North American Industry Classification System code for this opportunity is 488190 for other air transportation support activities. The selected contractor must register with the System for Award Management and will be chosen through a best value technically acceptable determination. The technical specifications provide paint scheme and application details for the aircraft, including colors, dimensions, and areas to receive topcoats.

Fuselage Flow & Overall Notes
The cabin doors and the emergency exits have a 2” wide gray band along the inside edges of the doors and exits.
Where the door bands cross the blue and gold accent stripes, the edges of the door bands are separated from stripes by a 1/2” constant white outline.
See Left and Right profile views for additional detail.
NOTES:
The stripes are convex from the nose to below the center of the 4th cabin window, and concave from there aft. They both widen gradually as they flow aft. The stripes are separated from one another by a constant 1” white space.

Specification Notes
Paint Masks and Vinyl Decals
The specifications indicate where paint masks and/or vinyl decals are required.
These may be provided by Scheme Designers, Inc., by other paint masks/vinyl decal manufacturers or made internally by the paint shop.
If they are to be ordered from Scheme Designers, Inc.:
Contact Craig Barnett at Scheme Designers to Order.
Phone: 201-569-7785 E-mail: Craig@schemedesigners.com
If they are ordered from an alternate source, or made internally:
The drawings in the specifications PDF file are scalable. Extract elements to be paint masked or made into a vinyl decal, scale them to the dimensions indicated in the specifications and proceed to cut. Alternately, the overall length of the aircraft is provided on the cover page. The full drawing of the aircraft can be extracted from the PDF file, enlarged to the overall length provided, and then elements to be paint masked or made into decal can be extracted and cut.
Questions/Errors
While we strive to be as accurate as possible, errors may occur in specifications text or dimensions, or text may be unclear. If an error is found or suspected, or if any item in these specifications is not clearly understood, please call or e-mail Craig at Scheme Designers immediately to resolve the issue or to obtain an explanation.
Specification Notes
Dimensions:
Dimensions are in inches, unless otherwise specified.
When dimensions are specified with the word “from,” it implies the perpendicular distance from where it is measured. For example, “The black stripe starts at a point 1” the edge of the red stripe” implies from that the measurement to the starting point of the black stripe is measured the edge of the red stripe.perpendicular to
If a vertical distance is being specified, it will be specified as “ ” or below “ ” the element from where the measurement is being taken. For above example, “The black stripe starts at a point 1” the edge of the below red stripe” implies that the measurement to the starting point of the black stripe is measured from the red stripe. Similarly, a vertically horizontal measurement (parallel to the ground line) will be specified as “ ” or “ ” a particular reference.forward of aft of
Colors:
Colors are referred to throughout the document by a shortened name.
For example, an Acry Glo Black Velvet Metallic color is simply referred to as black. The reference to the actual color against the shortened name is provided on Page 1 of the specifications.
If a different paint type is being used to that specified on page 1, contact Scheme Designers, Inc. directly to determine an appropriate color match in the brand of paint being used.
If there is any reason to suspect an error in a color specification, either in the color name or part number, please contact Scheme Designers, Inc. immediately to verify the color specification.

This drawing does not specify or modify the processes, procedures, or requirements for protective finishes which are established by the applicable aircraft or component maintenance manuals.
GN-2: Drawing geometry and dimensions are not to scale.
GN-3: Unless otherwise specified, dimensions are shown along the aircraft contour, i.e., the drawing views represent "flattened" views.
GN-4: Unless otherwise specified, dimensions that reference an aircraft feature (window frame, skin joint, etc) are taken from the nearest edge of the feature.
